Business allowance from the employment center. Money from the Job Center

Many Russians just embarking on the path of private entrepreneurship think that their activities are akin to a heroic throw into the embrasure: they bear numerous risks and cannot rely on anyone and nothing but themselves. It cannot be said that such views are unfounded, but far from everything is so deplorable: state support for small business in our country, although not sufficiently established, is still there. And it is within the framework of this support (more specifically, the state program "Help for Starting Entrepreneurs") that you can get almost 60 thousand rubles for the development own business free of charge. As everyone knows, “free of charge” means “free of charge”, that is, this subsidy will not need to be returned or partially compensated. It is enough just to report to the state how this amount was spent ( exact value subsidies 58,800 rubles: 60 thousand rubles net of taxes). However, first things first.

Is there a catch, or why does the state “gift” money to start-up businessmen?

And there are no pitfalls here: the state is interested in the development of small business as an economic entity, if only because every entrepreneur makes his own contribution (and every successful entrepreneur makes a significant contribution) to the formation of the state budget through tax deductions, creates jobs and develops the national economy. economy. In addition, in order to receive such a subsidy, you must be registered as unemployed and registered with the labor exchange. Everyone knows that everyone who "gets on the stock exchange" receives a certain unemployment benefit. And the amount issued to a neophyte businessman is nothing more than an annual allowance, paid not in installments (monthly), but at a time.

There is no point in fearing the status of the unemployed these days: the times when citizens without an entry in the work book were called parasites, fortunately, have sunk into oblivion. Instead, came the understanding that unemployment is normal for market economy phenomenon (unless, of course, it reaches the limit value of 10%). In order to keep this figure at the required level, the state is trying to regulate the number of unemployed by creating employment centers, whose specialists either help find a job to their liking or assist in starting a business.

Who can be considered unemployed in our country?

Everything seems to be obvious: an unemployed person is an able-bodied person who does not have a job. however, there are important nuances here. In accordance with the latest edition of the Labor Code of the Russian Federation, the following groups of Russians do not belong to the category of unemployed:

  • persons under the age of 16;
  • women who are in maternity leave or on parental leave (up to 3 years);
  • citizens who retired upon reaching the appropriate age;
  • invalids of the first and second groups;
  • founders of limited liability companies;
  • full-time students;
  • persons in places of deprivation of liberty or sentenced to corrective labor;
  • citizens who are not able (for good reasons) to start the proposed work.

If a Russian does not belong to any of these categories, but does not have a job, he can safely register with an employment center and receive assistance from the state. However, it should be remembered that in some cases the status of the unemployed can be lost:

  • if within 10 days you refuse two (or more) proposed job options without a good reason;
  • if you do not come to the employment center to look for work within 10 days from the date of registration;
  • if you submit documents containing knowingly false information.

And, of course, you can stop being called unemployed through employment. What can you expect when visiting the employment center?

How to find a job with the help of the labor exchange?

So, the state is not ready (which is quite natural) to pay unemployment benefits indefinitely, which is why a curator is attached to everyone who registers with the employment center. The task of such a specialist is to select a suitable job for the applicant (in accordance with the qualifications, experience, life values, requirements of the candidate). How successful the cooperation between the curator and the unemployed will be depends largely on the goals of the latter.

So, if the main goal is to receive a subsidy for business development, then all offered jobs must be refused. But - for a plausible reason (after all, otherwise they may be forcibly removed from the register). For which one - you will have to come up with your own, the main thing is that this reason looks convincing and is related to the desire to act in the interests of society.

How to get the desired financial support from the state to start your own business?

In general, the state is ready to provide Russians with three types of subsidies:

  • up to 4 thousand rubles for individual entrepreneurs and up to 20 thousand rubles for a legal entity as compensation for registration costs;
  • 60 thousand rubles (58,800 rubles per hand) for organizing self-employment - at the same time, if you recruit personnel from among those who also managed to register for unemployment, you can get the same amount for each of them;
  • 300 thousand rubles for the organization of self-employment (not from the federal, but from the city authorities) - it is easy to guess what such a large sum given to a few, subject to meeting a huge number of criteria.

In a word, it is worth being realistic and remembering the "titmouse in the hands", that is, receiving a federal subsidy.

How to do it? The plan to achieve the goal looks quite simple.

  1. Write a business plan for an employment center and defend it.
  2. Register IP.
  3. Receive funds (they are transferred to the same bank card on which unemployment benefits are accrued).
  4. Report - how the money was used.

So, it seems that becoming the owner of a subsidy is as easy as shelling pears. So it will be, if you properly prepare for each of the stages.

Preparatory measures: the more accurate the action, the better the result

It is worth starting with the collection of information - and its detailed, scrupulous analysis. Despite the fact that this subsidy is federal (that is, it should be issued in all Russian regions), it is very important to understand exactly what requirements a particular employment center puts forward for applicants. By the way, at the same time you can ask what other support measures (for example, grants) for small businesses are in place in the region and the city. This can be done on the official website of the local administration, as well as directly at the employment center at the place of registration. Getting legal advice on supporting small businesses will also not be superfluous.

If you want to receive a subsidy, you need to have enough free time. It is very useful for going through bureaucratic instances (everyone knows what kind of queues there are) and for attending interviews with potential employers (you can’t immediately declare your unwillingness to “work for your uncle” in any case).

important and emotional mood. And, of course, patience: maneuvering between the employment center (who wants to quickly find a job for the unemployed) and a potential employer (who does not understand why the vacancy offered by him is so persistently refused) must be competently and almost artistically.

And, perhaps, most importantly, it is necessary to accurately realize your goals, desires and opportunities, to understand where the business will begin and how it will develop subsequently. All this should be reflected in the business plan. By the way, it is worth starting to write it even before the dismissal from the main place of work - in order to have a “alternate airfield” if the business idea turns out to be untenable.

And now - the most interesting ...

How to get a subsidy from the employment center: step by step instructions

The first step is to register with the employment center at the place of permanent registration and receive the status of unemployed. To do this, you must submit the following package of documents:

  • identity card (passport of a citizen of the Russian Federation);
  • document on education (diploma, certificate - in the absence of other documents);
  • employment history;
  • a passbook or an application for opening a Sberbank card indicating its details;
  • pension insurance certificate;
  • military ID (for men).

This is followed by filing an application for unemployment benefits and receiving advice from the curator of the employment center. The most reasonable thing during this event is to ask a specialist how you can register as an individual entrepreneur. Then you need to fill out an application confirming the desire to do business, and pass the test.

The second step is the defense of the business plan. This is one of the most serious stages of the entire procedure, in many ways similar to an exam: the defense takes place in a separate classroom, and a special commission evaluates the effectiveness of the future business. This is preceded by a conversation with a psychologist, whose task is to assess the applicant's ability to entrepreneurial activity.

You should not be afraid of the “exam”: the main evaluation criterion is the realism of the project and the confidence of the future businessman that he will really succeed. How to write a competent and winning business plan is a topic for a separate conversation, however, there are more than enough resources on the Web to help you write it well.

The next, third step is to apply for a grant. All previously collected documents and a business plan must be attached to the application. The received package is submitted to the same employment service. After consideration of the application, in case of a positive decision, the applicant is notified that he can now conclude an agreement. Which, of course, should be done.

Step four - register as individual entrepreneur or LLC founder.

The last, fifth step is the introduction registration documents to the employment center along with all receipts for payment of the due fees. Upon completion of this stage, funds will be in the bank account (passbook or plastic card) - 58,800 rubles.

But what is this money enough for and what can be done with it?

It is easy to guess that it is inappropriate to spend the money allocated by the state and obtained with such difficulty for personal purposes, if only because it will be necessary to report on where the subsidy was spent during the specified period. Invoices, checks, and other paper evidence of expenses are suitable as reporting documents. In addition, it is worth remembering that in the first year of free navigation on the waves of entrepreneurship tax reporting must be submitted not only to the IFTS, but also to the employment center that issued the subsidy.

Of course, the allocated funds will not be enough to open a turnkey business. It is also natural that the state is ready to subsidize far from every type of activity. However, it is known that this money is most readily given to those whose business is connected with production, agriculture, the service sector, in a word, with industries that allow creating new jobs. And gratuitous help (especially material) is always better than its absence. Especially if we are talking about private business.

State support for small businesses is an important area of economic policy: today more than 5.5 million small and medium-sized businesses operate in Russia, which account for 21% of the country's gross domestic product.

It is planned that by 2030 the share of small and medium-sized businesses in GDP Russian Federation will reach 45%. That is why the versatile state support for small business has entered its active phase.

Fundamentals of state subsidies

Support individual entrepreneurship and small business today in Russia is at the legislative level. Within the framework of the program "Stimulation of economic activity", the activities of entrepreneurs are financed.

The program to stimulate economic activity in 2019 provides additional funding, which is referred to as a subsidy.

Subsidizing is a targeted and gratuitous state payment for starting a business. The money will not have to be repaid, as is usually done when borrowing or taking a loan.

According to preliminary information from the Ministry of Economic Development of our country, only 11 billion rubles were allocated for the entire program in 2017, while in 2014 this amount was more than 20 billion, and in 2015 - almost 17 billion rubles.

These funds are divided among all subjects of Russia on the basis of competitive procedures. Due to a significant reduction in support, the regions of the country will have to independently determine the priority areas for financing entrepreneurial activities.

Public funds will go to really important areas economy: Agriculture, trade, provision of communal and household services, social entrepreneurship, innovative activity and others.

Each small and medium-sized business has the right to count on versatile support from the state - this is regulated by various regulations and first of all the federal law No. 209-FZ. Different programs have their own duration, conditions of provision and budget.

In each region of our country, the relevant authorized body. You can find a complete list of them on the website of the Ministry of Economic Development of the Russian Federation.

Types of financial support for entrepreneurs

In 2019, the amount of the subsidy will depend on the region of residence and will be issued for the following needs:

  • purchase of raw materials;
  • purchase of equipment;
  • purchase of consumables;
  • intangible assets;
  • repair work.

The Sole Proprietorship Grant Program allows start-up businesses to receive government funding. The amount of the subsidy depends on the region in which the businessman lives. On average, the amount of payments is 60,000 rubles.

Important! When opening a business, it should be borne in mind that state subsidies cannot be obtained for the production of tobacco products or alcoholic beverages.

Financing is carried out on an irrevocable basis and only if the businessman has start-up capital. An entrepreneur can use the funds received to open and develop his activities - for example, the purchase of equipment, raw materials and materials, maintenance work or the acquisition of intangible assets.

Types of financial support for the development of small businesses can be approved by the executive body. After receiving state financial assistance, the entrepreneur must submit a report on the use of funds. This means that every person who receives a government subsidy is responsible for its distribution and must use the funds correctly.

The rest of the financial assistance will have to be returned back, and if the fact of misappropriation of the allocated money is discovered, the entrepreneur will have to return the entire amount to the state.

How to get a grant for small business development

Any unemployed citizen of the Russian Federation in 2019 can become a recipient of a subsidy for the development of small businesses.

Financing is carried out jointly with the Center for Employment of the Population.

A person may be recognized as unemployed if he is registered with the Employment Center at the place of registration.

Potential Entrepreneur ready business plan should apply to the employment center.

The applicant's business plan must contain detailed information about the planned activity, the place of its implementation, necessary equipment, materials, technologies, work force, suppliers.

A separate place in the business plan is given to the cost of the project, taking into account own and subsidized capital. It is also important to make calculations and analysis. To do this, it is necessary to calculate the expected revenue and profit, the profitability of the project, the payback period, and so on.

A sound business plan is the key to obtaining government funding.

After agreeing on a business plan with the Employment Center, an unemployed citizen applies to the Federal Tax Service with an application for registration as an individual entrepreneur.

The term for registering an individual entrepreneur, established by regulatory documents, is 5 working days. After receiving the IP Registration Certificate and an extract from the Unified Register, the novice entrepreneur again applies to the Employment Center with an approved business plan, an application for a subsidy, a passport and documents confirming the status of an individual entrepreneur. So there is a conclusion of an agreement on subsidizing activities between a businessman and the state.

In order to receive a subsidy from the state for starting a business, it is necessary to draw up a business plan competently and in detail.

After signing the documents, the Employment Center transfers funds to the personal account of the entrepreneur.

Features of obtaining a subsidy for the development of small businesses

Main Feature obtaining government funding for small businesses is the absence of the need for a return, since the funds are provided free of charge.

In return, the state receives a new small business, new jobs for the population and another cell of the market economy.

When concluding an agreement on subsidizing entrepreneurial activities, a businessman should be aware that he assumes a number of obligations. The main one is reporting.

Within 3 months after receiving Money from the state, the entrepreneur must submit a report with supporting documents on the use of the subsidy to the Employment Center. Fiscal and sales receipts, invoices and paid payment orders, receipts and other documents can be submitted as confirmation.

The report must comply with the paragraph of the business plan, which indicates the intended use of funds.

In case of partial or complete non-confirmation, the entrepreneur is obliged to return to the state the amount of the subsidy in full. Another feature of subsidizing is fixed in the terms of the contract. According to the agreement, the activity of the state-funded business should last at least a year.

Thus, the state excludes the existence of one-day firms.

Types of subsidies

The type of subsidy can be established by each subject of the Russian Federation. State assistance is of the following types:

  • business support - 25,000 rubles;
  • opening a business in 2018 with the possibility of increasing the subsidy for a new one workplace- 60,000 rubles;
  • opening a business, provided that the entrepreneur is the only parent of the child, is not employed or has a disability - 300,000 rubles.

A subsidy can be received not only for starting a business, but also for its development. At the same time, you can have your own production ideas for a small business or open it as a franchise. The amount of money is given to individual entrepreneurs and small businesses.

Subsidies for individual entrepreneurs in Moscow

Entrepreneurs and small businesses registered in Moscow not only have more opportunities for business development, but also receive special privileges available only to capital businessmen. One such benefit is a business development subsidy. The amount of this subsidy reaches 500,000 rubles.

To receive funding, a novice entrepreneur must apply to the State Budgetary Institution "Small Business of Moscow" with an appropriate application and a package of documents. The condition for receiving a subsidy is an activity carried out for at least six months and no more than 2 years. To confirm the success of the business, the entrepreneur provides financial statements, lease agreements for premises, cooperation agreements, and so on.

An application with a package of documents is considered by a special Industry Commission.

Among the priority areas of subsidies are innovation, agriculture, healthcare, education, social sphere, hospitality and tourism. After the provision of funds, the entrepreneur is obliged to report on the intended use of financing, as well as confirm the indicated financial indicators.

Thus, the state controls not only the legality of the use of the subsidy, but also the impact of the enterprise on the economic environment of the country.

The advantage of this financing option is its gratuitous nature, and the main disadvantage is a large number of conditions and a strict selection procedure.

The Government plans to launch a geomarketing navigator system.

For this, over 200 business plans were developed in 75 areas of small business. With the help of this system, it will be easier for entrepreneurs to choose an area or niche for starting a small business.

If the project is approved, then state support will be a good help for entrepreneurs.

There are several other types of assistance to start-up entrepreneurs from the state:

  1. Renting real estate on preferential terms.
  2. Acquisition of state property into ownership at preferential prices.
  3. Use of infrastructure specially created by the state for the development of entrepreneurial activity (technoparks, offices, business incubators, etc.).

State subsidy for starting a small business

December 2, 2015, 15:40 Mar 3, 2019 13:51

The activity of employment centers in the implementation of state policy on employment issues is enormous. It is here that the entire database of available vacancies is concentrated, and the specialists of the centers provide assistance in finding employment for the population. Employment centers organize the training of specialists in the necessary sectors of the economy, provide information services, and facilitate the organization of their business.

Many come here not only in search of work, but also with the aim of starting a business. Employment centers do not directly register individual entrepreneurs, but carry out business support programs.

Help from job centers for start-ups

Opening an individual entrepreneur through the employment center does not directly occur. Here, first of all, information assistance is provided. Representatives of the centers will acquaint future businessmen with the documents regulating the activities of entrepreneurs, with the implementation of business support programs that operate in the region.

If necessary, they will be sent for training in the basics of entrepreneurship. Currently, for start-up entrepreneurs, there are many seminars, courses on organizing activities, maintaining documentation, accounting reports, and calculating taxes. Employment centers also provide material assistance in the form of a subsidy, which is allocated for starting a business.

How to get a subsidy from the state is described in the video.

How to get a subsidy?

If the employment center did not find a suitable vacancy for you for employment at the enterprise and you decide to start a business, you are entitled to apply for a subsidy.

To receive a subsidy, certain conditions must be met:

  • Be registered with the employment center as unemployed
  • Register IP
  • Develop a business plan and submit it to the expert committee for consideration

The state provides for the payment of a one-time subsidy for the development of one's own business in the amount of 12 monthly unemployment benefits. On this moment its maximum value is 4900 rubles, which means that the total amount of the payment will be 58.8 thousand rubles.

After calculating this, you need to decide whether these funds will be enough, what they can be invested in and whether an additional source of funding is needed.

How to get unemployed status?

To be registered, you need to be officially recognized as not working, that is, unemployed. This category of citizens cannot include pensioners, students full-time education, teenagers under 16, women on maternity leave. Citizens working under a contract cannot be registered either.

If within 10 days from the date of registration you have twice refused the offered vacancies, then you cannot count on the support of the center and receive benefits.

The category of unemployed cannot include registered individual entrepreneurs, disabled non-working groups, persons who provided false information about themselves. If a person, being in the status of the unemployed, did not work for a long time or was in prison, then he does not have the right to receive support from the center.

To register at the employment center, you will be required to provide the following documents: passport, education document, work book, pension insurance certificate, certificate of average salary for 3 months from last place work, provide an individual taxpayer number (TIN).

After registration, you are officially recognized as unemployed and receive recommendations from the center's specialists for employment at enterprises. If, after three months, interviews with the management of organizations do not give a positive result and you cannot find a job, then you have the right to apply to the employment center with an application to open your own business and apply for a subsidy.

How to open an IP?

The specialists of the center will provide you with enough information about the procedure for opening a case, but it is better for you to contact the tax office on this issue. Here you will be given a list of documents required for issuing a certificate of an individual entrepreneur. The next stage is a meeting with a representative of the bank. To work, you need to open a bank account, as you will have to conduct non-cash payments.

While documents are being prepared at the tax office and at the bank, start drawing up a business plan.

What is a business plan?

A business plan is a document containing a description of your commercial activities. To compile it, you can use the help of the center, but you can write it yourself. The main thing is that in your own words you reflect the essence of the activity: what you are going to open, how and where your enterprise will work. You need to analyze the market and determine how promising your enterprise will be.

The next question that needs to be covered is who will work at your enterprise: you yourself or will jobs be opened.

It is necessary to provide financial calculations of the activity: one-time and monthly expenses for the maintenance of the enterprise, production cost, payback, investments, profit volume.

Separately describe the risks that may affect your activities.

The completed business plan must be submitted for approval by the expert commission of the center.

Getting a subsidy

Having prepared the necessary documents:

  • IP certificate,
  • business plan,
  • bank account number.

you apply to the employment center with an application for a subsidy. Within two weeks, your bank account will be credited with the claimed amount.

We offer you to watch a video on how to get government subsidies to start a business. Enjoy watching!

The crisis in the economy has also affected the change in the situation on the labor market. Many enterprises were forced to reduce staff, and as a result, a large number of people were left without permanent place job and stable income.

If you find yourself in a similar situation, do not immediately despair. After all, the loss of a job for hire is a great chance to open your own business and start earning already as an individual entrepreneur. Fortunately, today there are many special government programs to help small businesses, so you can get money to start your own business for free.

How much is the state ready to give and in which regions

The state programs for subsidizing small businesses in 2016 provide for several options for payments for organization and development

  1. About 4 thousand rubles for individual entrepreneurs or up to 20 thousand rubles for LLC as compensation for the costs of registration documents.
  2. Federal in the amount of 60 thousand rubles from the regional employment center.
  3. Municipal assistance in the amount of 300 thousand rubles for the regions and 600 thousand rubles for Moscow.
  4. . It can be obtained both from government agencies and from individuals and organizations. The amount will depend on the chosen funding source.

These state programs are successfully operating throughout the Russian Federation, and citizens who have received the official status of unemployed can apply for payments. To receive gratuitous financial assistance from government agencies, you will need to collect a package of documents, allocate some time to create a business plan and agree on it, be patient and wait for the verdict of the evaluation commission. The measures and conditions for receiving funds in different regions may differ slightly, but in general, the solution of organizational issues corresponds to a single algorithm.

How to get money for business in the Job Center

First of all, you will have to register with the Employment Center (CZN) at the place of registration and receive the official status of unemployed there. This is necessary so that the state understands that you really want to receive assistance to organize your own business and you do not have other options for self-employment.

  • Passport of a citizen of the Russian Federation.
  • Diploma, certificate.
  • Certificate of assignment to you TIN.
  • Employment history.
  • Passbook, r / s or Sberbank card.
  • Certificate of pension insurance.
  • Men will need a military ID.

With these documents, you go to the inspector assigned to you, who assigns you the status of unemployed. Russian Labor Code as of 2016, it limits the circle of persons who cannot obtain the status of an unemployed person and, accordingly, qualify for 60 thousand rubles. subsidies for the organization of IP in the Employment Center.

  • Persons under the age of 16.
  • Full-time students.
  • Pensioners.
  • The current founders of LLC or IP.
  • Women on maternity leave or parental leave.
  • Disabled people of disabled groups.
  • Prisoners and convicted citizens with a measure of restraint in the form of corrective labor.

Note!

In the Center for Health Care, you may be offered to receive an official refusal of employment from three potential employers in order to confirm your unsuitability for hired work in your specialty. And give you the right to apply for a self-employment organization. Ask the inspector to select suitable options for you with a high probability of rejection. If refusals are not received within 21 working days, you will not be able to take referrals again until after 4 weeks.

Choosing the type of activity and drawing up a business plan

So, the status of the unemployed is received. It's time to write your own business plan, but you don't know where to start? Start by identifying the area of business activity that you would be interested in developing. Regional ETCs provide an opportunity to take entrepreneurship training courses or get advice from an experienced specialist on these issues. It will be easier for you to decide if you take advantage of all the opportunities that the inspector will offer you.

You will be more likely to receive a subsidy if you choose priority areas for your region or provide additional jobs for other unemployed.

Business plans related to the purchase / sale, the production of alcohol and tobacco, stock brokerage and MLM will not pass. It would not be superfluous to get acquainted with the list of areas where there is an acute shortage of small enterprises. Applicants for a subsidy from the Employment Center are more likely to be approved if their IP contributes to filling an empty business niche.

Describe in detail the type of activity, the estimated overhead costs for the purchase of equipment, rental of premises, indicate the number of employees and how many people you plan to employ from the EPC, the calculation of profitability and the estimated payback period.

The business plan is analyzed by the evaluation committee, based on the conclusions of which a decision is made to appoint or refuse to allocate funds to you. Independent experts evaluate the financial prospects and profitability of your IP for the region. Before receiving this decision and concluding an agreement with the CZN, it is impossible to register an individual entrepreneur or LLC.

On a note

You can receive additional subsidies for your own business under the same state program if you provide jobs for citizens registered with the CZN. An amount of 60 thousand rubles is allocated for each of them. The only condition is that the unemployed, for whom an additional subsidy was received, must work at your enterprise for at least a year.

When all the stages of obtaining financial assistance from the Employment Center have been completed, the contract has been concluded, you can proceed to register an individual entrepreneur or LLC and begin work. Do not forget to report on the targeted spending of funds allocated by the state, otherwise you will have to return the entire amount, including taxes and commissions.

When receiving any state subsidies and grants, it is important to remember that priority is always given to priority activities: household, transport services, catering, manufacturing, agriculture, etc. And also if your business contributes to job creation.

ATTENTION: at the moment (2018) in most regions this subsidy has been canceled, but still in some constituent entities of the Russian Federation it is issued, you need to find out in your central lock. However, the money for registering a business is always returned.

We receive a subsidy from the employment center in 2018

IMPORTANT! Let's say you were approved for a subsidy for business development of 58,800 rubles. You, as a former unemployed person who has created an additional job for an unemployed person in his newly opened business, will receive another subsidy in the same amount (58,800 rubles) by hiring him.

Do not register an individual entrepreneur until you receive a notice of a positive decision and conclude an agreement for a subsidy! First, check with your local job center to see if they have this subsidy program. If not, then in any case, you will be reimbursed for the registration of the business.

The people involved in receiving the subsidy said that it is best to apply at the beginning of the year, while there is money in the budget for this, because in some cities they allegedly introduce restrictions on such things (say, 10 subsidies for the whole year).

STEP 1. REGISTER WITH YOUR LOCAL EMPLOYMENT CENTER AS UNEMPLOYED

By the way, you will not be able to become unemployed if you:

  • do military, alternative service, service in the Ministry of Internal Affairs
  • a woman on maternity leave or caring for a child under 3 years old
  • already working under an employment contract
  • you are under 16
  • old-age pensioner; occupational pension
  • full-time student
  • already registered as an individual entrepreneur or are the founder of an LLC
  • disabled non-working group
  • submitted documents containing knowingly false information about the absence of work and earnings, as well as submitted other false data to recognize you as unemployed;
  • a person temporarily working in the territory of another state
  • refused within 10 days from the date of registration at the employment center from two options for suitable work, including work of a temporary nature
  • did not appear at the employment service authorities within 10 days after registration to offer you a suitable job and do not have valid
  • did not appear within the period established by the labor exchange, for registering you as unemployed
  • you are serving a sentence by a court sentence in the form of: correctional labor, arrest, restriction of freedom, imprisonment, life imprisonment
  • not ready for any reason to start work

TO OBTAIN UNEMPLOYED STATUS, YOU NEED:

  1. Application for the desire to register (a form will be given at your local branch of the Central Health Center)
  2. Passport
  3. TIN (if available)
  4. Education document
  5. Employment history
  6. pension insurance certificate
  7. Salary certificate for the last 3 months from the last place of work (not required if you have not worked for more than a year before applying)

Those who are looking for a job for the first time provide only a passport and a certificate of education.

STEP 2. APPLY TO THE CENTER'S SPECIALISTS WITH A REQUEST FOR PROMOTION OF SELF-EMPLOYMENT.

You will be tested to find out your degree of entrepreneurial readiness.

Come through, kinda special training course, where they will introduce the basics of entrepreneurial activity - economic, legal aspects, talk about entrepreneurship support programs, and the registration procedure.

STEP 3. MAKE A BUSINESS PLAN.

Do not think that the commission will expect from you a huge pile of papers with an abundance of abstruse economic terms, will find fault with every figure, as most investors do.

In our practice, there was a woman who was refused only because she had a lot of words incomprehensible to the commission, they asked her to do it easier. So you can:

  • thanks to the great and powerful Internet, download templates, figure it out on your own and make it for yourself business plan for a grant
  • order it in specialized firms
  • contact your local business development center
  • Also, the specialists of the employment center help with the preparation of a business plan

STEP 4. APPLY WITH A BUSINESS PLAN FOR SUBSIDIES.
In case of a positive decision, a special contract will be concluded with you.

STEP 5. AFTER APPROVAL, REGISTER YOUR IP AND SUBMIT DOCUMENTS(as well as checks for registration services to reimburse expenses) to the Employment Center and wait for the subsidy to be transferred.

What's next?

The entire procedure for obtaining a subsidy can take from 1 to 6 months. 3 months after receiving the money, it is necessary to submit documents confirming the targeted spending of funds to the Employment Center.

As a rule, weighty arguments are sales and cash receipts. Expenses must match the planned expenses in the business plan. If it turns out that the money was used for other purposes, the amount will have to be returned in full.
