What parts make up a soldier’s salary?

Anyone who has passed exams, physical fitness testing and has no criminal record can enroll in contract service. In the first years of service, a soldier is unlikely to receive much income. The salary increases in accordance with the length of service and the assignment of a new title.

Military salaries in 2019 take into account the following factors:

  • the position he holds in the armed forces;
  • address of the military unit;
  • conditions for secret service, a task of national importance - guarantee an increase to the basic amount of earnings at a percentage of 65%;
  • periodically, military personnel undergo exams (if the re-examination is passed successfully, the salary is increased by 30%);
  • if the service conditions are risky, the bonus may be 100%;
  • Servants also receive bonuses, for example, for special achievements in work;
  • the bonus amount awarded for excellent achievements in military service is small - 25%;
  • a 100% bonus if a person works in the North of Russia;
  • compensation payments that are used to pay for rented housing;
  • one-time bonuses that are allocated from the budget for settling into a new duty station.

Not only the military man receives the payment (100%), but also his spouse and close relatives (25% each).

Size ratio of salaries of different military personnel

Earnings in 2019 for the military come in different gradations:

  • the minimum salary is 30,000 rubles, this applies to the rank of warrant officer and sergeant;
  • a lieutenant's salary reaches 60,000 rubles;
  • Every month, 650,000 units in national currency are transferred to the captain’s card;
  • a lieutenant colonel can afford to live in luxury (after all, his monthly salary in 2019 is no less than 80,000 rubles);
  • the colonel is paid 95,000 rubles;
  • The highest ranks of the command receive 100,000 rubles.

If we compare the average salary of a mid-level officer and the earnings of a specialist working in another field, life is easier for the former. According to officials, in 2019, military personnel can count on an income of 50,000 rubles, and the transfer of this amount of money was not suspended even in difficult times of crisis, when sanctions from European countries were applied. And if you compare 50,000 rubles with the salary of a teacher or doctor, and even those working in villages, you may get the impression that Russians live in different countries.

Thus, the profession of military personnel in Russia in 2019 became prestigious. Although this is quite natural - the specialty is associated with danger to life. It is unknown what a soldier in the army will have to sacrifice tomorrow, perhaps his own health.

Indexation of salaries for security forces in numbers

Who else gets a big salary in Russia?

In connection with the tense situation on the near and far approaches to the border, the most important task of the Government today is to fully ensure adequate pay for military personnel.

Therefore, in 2019, an additional 25 billion rubles were allocated to the Federal Budget for the planned indexation of military salaries.

Will there be an increase in military salaries in 2019?

Will military personnel's salaries be increased in 2019? This question interests not only the soldiers and officers themselves, but also members of their families. In addition, the Ministry of Defense employs almost half a million civilian specialists, and they also ask similar questions.

The year 2018 passed in an atmosphere of tension not only for army personnel. This year also saw the long-suffering pension reform, which significantly complicated balancing the federal budget.

President V.V. Putin had to allocate additional funds to smooth out the financial situation for those whose retirement age is being raised.

Many military personnel breathed a sigh of relief after the adoption of this law - after all, the “servicemen” retained their preferential retirement age. And you try to fight - this is not for you to relax in civilian life! Therefore, military personnel can sleep peacefully - the state retains all benefits due to them in full.

As for the annual indexation of wages for contract soldiers, officers and generals, all the necessary funds have already been allocated in the Federal Budget.

How much will military pay increase in 2019?

As we wrote earlier, in 2018, the indexation of military salaries took place immediately on January 1. This was done for a number of reasons and not only the elections, but also the lack of indexation for over 2 years influenced this.

It is also planned to increase the pay of military personnel in 2019 by the amount of inflation over the past year. The inflation rate in 2018 was taken into account in the Federal Budget – it was 4.3%. Consequently, military salaries will be increased by exactly 4.3%. But the expected increase will not happen from the New Year, but later - only from October 1, 2019.

The planned stages of indexation of military salaries are provided in the following amounts:

  • 2019 – by 4.3%
  • 2020 – by 3.8%
  • 2021 – by 4%

Since the federal budget is drawn up for 3 years at once, the volume of increases is laid down in advance. More precise salary amounts (on which %, increments, allowances will be accrued) are presented in the Tables by military ranks.

As you can see, initial salaries increased by the promised 4.3% for all military personnel without exception, regardless of their current rank.

If, for example, in 2018, the total pay of a lieutenant colonel increased by 3.5 thousand and the national average amounted to almost 89 thousand rubles, then from October 1, 2019, such an officer will be able to receive almost 93 thousand, since the new increase will be almost 4 thousand rubles.

Another example, let’s take a lieutenant whose salary in 2018 rose to 66 thousand rubles, from October 1, 2019, he will receive almost 3 thousand more than that - on average, the total income of such military personnel can already be about 70 thousand rubles.

In other words, the situation with wages in the army has clearly changed for the better, and if in other professions in Western countries the gap is significant, then the military receives a salary no worse than their American and European colleagues (if we take into account the cost of goods and services in the Russian Federation).

One of the measures to overcome the Russian economic crisis is to reduce costs.

Budget expenditure items historically include social security, pensions, education, and healthcare.

A large proportion of workers now also receive salaries from the “budget”. State employees like teachers and doctors are not surprised that their interests are not lobbied by the government. Unlike other "state employees" - employees of the courts and prosecutor's office, military, and police. Preventing their dissatisfaction with their financial situation is almost a state task.

Military service is paid according to a complex system. The total amount of payments consists of many parts:

  • length of service - 10-40 percent of salary;

  • allowance for the conditions of military service - up to 100 percent;
  • for the risk;
  • for physical training;
  • for knowledge of foreign languages;
  • for special tasks, etc.

In fact, the total amount of allowance can be the sum of several salaries if the soldier has enough length of service. For the first two years of work, “freshly arrived” military personnel will have to be content with an almost bare salary.

In 2016, the salary of an ordinary contract soldier with less than two years of service was 10,000 rubles. If we add to this all the possible allowances in this case, minus income tax, the amount we get is about 17 thousand rubles.

For squad commanders with different ranks and length of service, the salary amount is - 15 thousand rubles, but, depending on your experience and qualifications, the amount you receive is 2-3 times larger.

A platoon commander with maximum length of service and qualifications has a total of 58 thousand rubles.

Eight years ago, these amounts looked quite attractive against the background of average salaries throughout the country, especially taking into account the prompt payment and the “military” social package. But the absence of indexations promised by the government for a long time simply requiresincrease in military salaries in 2017.

In addition, once a year, military personnel are entitled to financial assistance - at least one salary. Plus - a bonus for integrity and efficiency - up to three salaries.

Benefits for military personnel

The benefits provided by law for contract workers include housing benefits. Contract servicemen must be provided with official housing, or receive compensation for expenses if hired. This benefit is available to military personnel of any length of service and in any rank.

Professional military personnel can acquire their own housing either using a housing certificate or using the state “military mortgage” program.

But Russia needs to maintain the image of a military power, and for this it needs strong armed forces. Over the years of reform, a lot has been done to increase the prestige of military service. In addition to the reorganization of the system of professional training and advanced training, the following were carried out:

  • optimization of the number, first of all, of officers;
  • reorganization of military districts;
  • reorganization of the system of military education and military medicine.

These measures made it possible to increase the amount of monetary allowance. The program to provide housing to needy military personnel proceeded quite briskly in the first years of the reform, but then began to stall. According to the department’s plan, this program was supposed to be successfully completed back in 2013. Now it has been decided to give those on the waiting list a one-time monetary compensation instead of apartments.

Battles aboutincrease in salaries for military personnel in 2017 don't stop. The government has proposed a bill that outlines the abandonment of previously undertaken obligations to annually increase the pay of the military. It was supposed to exclude from the previously adopted law the language on mandatory indexation by the percentage of expected inflation. Instead, it was planned to annually consider the possibility and percentage of an increase, but only after the initial draft budget had been drawn up.

The State Duma Defense Committee refused to support this bill. The State Duma reminded the government that the armed forces have an important task, and the role of military personnel in the life of the state cannot be overestimated. In conditions where the law on regular indexation adopted into law did not work in practice, to repeal it completely would mean to openly deprive a significant and numerous category of society of social support.

Criteria for the formation of military pay

The prospect of employment in the army on a contract basis allows you to have a stable, high monthly income. Naturally, at the initial stages the salary will be minimal, however, with the acquisition of experience and length of service, the salary will increase significantly. The calculation of salaries for employees directly depends on several circumstances, which include:

  • the salary is determined by the rank of the serviceman, as well as the position held in the army;
  • location of a military unit on the ground;
  • features of the official position in a designated place or a number of troops associated with secrecy add about 65% to the entire salary;
  • successful completion of qualification exams (possibility of an increase of up to 30%);
  • increase in case of unsafe service conditions (up to 100%);
  • bonuses for special merits (100% of salary);
  • accruals in the form of bonuses for good performance (about 25%);
  • accrual of increases for extremely difficult working conditions (applies to regions of the northern part of the country);
  • compensation for housing costs;
  • one-time minor allowances to prepare living conditions in a new place.

Important! The last paragraph provides for an amount equivalent to 100% of the salary; family members of military personnel also fall into the category: also 25% of the same amount.

In any case, the salary of employees in law enforcement agencies primarily depends on rank and service conditions.

Salary of military personnel at the present time

The material side of the military structure was limited in December last year. At that time, the state administration adopted a law that abolished the indexation of wages for the military, which significantly affected their financial situation. External economic factors also contribute to this, since a significant increase in inflation and prices is noticeable.

These circumstances made it possible to devalue the work of law enforcement agencies by up to 48%, which is almost half of the salary. The deferment noted in the 2016 law is extended until January 2018. This can negatively affect employee morale and lead to grievances on their part.

In connection with the current situation, the question arises about returning to the use of indexation of wages for military personnel. This will not be marked by too intense indicators, however, there is a chance to resolve the issue in favor of the employees. A possible increase in military salaries in 2018 is planned, however, its exact figures have not yet been announced. The only forecast in this case is the possibility of a rise in line with inflation.

What is the situation with the salaries of civilian employees?

The circumstances of the civilian staff of law enforcement agencies largely correspond to the situation of law enforcement officials. Even before the abolition of indexations, the financial situation was not at a high level.

The aforementioned 2016 law also contained information regarding this category of employees. The new three-year budget for 2017-2019 confirmed the lack of government intentions to index or increase military salaries, including in 2018.

Should we expect an increase in salary?

Experts predict progress in solving the issue of military salaries in 2018. This is supported by several factors, the first of which indicates the possibility of wages depreciating to a critical level. The second is the formation of a high rate of dissatisfaction in a social group; this factor in the case of employees in law enforcement agencies acquires dangerous tendencies. Similar cases have already been noted in history, which the state government took into account. However, even based on this circumstance, the answer to the question of whether military salaries will be raised in 2018 is not known with certainty.

Experts have no doubt that an increase should be expected, but what limits this rise will affect still remains open. According to experts in the field of economics, sociology and political science, consideration of the issue of abolishing indexation is necessary. Otherwise, the government risks encountering indignation on the part of the military, and this threatens mass unrest.

Government agencies have already raised the issue of increasing military salaries for 2018. The result was the adopted bill, which provides for the return of indexation and an increase in salaries for employees. This bill also addresses issues regarding pay for law enforcement and federal employees. We also considered the possibility of returning the indexation of judges' salaries.

At the beginning of 2018, based on the specified points in the bill, the resumption of wage indexation for the military is predicted. At the same time, the mechanism and percentage of indexation will most likely be subject to changes. It is reliably known that the indexing position will now directly depend on the balancing and approval of the budget, and not on the percentage of inflation, as was previously accepted.

Due to the fact that discontent is already beginning to grow, officials allow themselves to make encouraging forecasts regarding the growth of military salaries in 2018. At the same time, today the situation remains within the same boundaries, and the economic part is in greater decline.

Salary forecasts for law enforcement agencies for 2018

Both independent experts and government representatives expressed their opinions regarding the expected increase. In this case, opinions agreed, the minimum salary should be 50 thousand rubles. This applies only to the salary itself, not counting the various plans for increases and bonuses.

For the period from 2017 to 2018, the government intends to allocate about 400 billion rubles for material compensation for the work of military personnel. This number takes into account the possibility of curbing inflation, however, even with this taken into account, it cannot cover the needs of the largest army. The Department of Military Affairs is already focusing government attention on considering the suspension of indexing. The indexing moratorium is scheduled to be lifted in January next year. The state leadership predicts that the depreciation of military salaries will stop in 2018, and an increase of 5.5% is expected. The data is based on the arguments of government experts. Such measures are planned to be taken in order to prevent outbreaks of discontent.

There is another possible way out of the situation, as experts note. If a financial opportunity arises to increase, such measures will be immediately applied. However, this will be marked by a completely insignificant increase, amounting to 3-4% of the current salary, which is now called compensation. So the question of whether there will be an increase in military salaries in 2018 remains open.

The Russian government is issuing more and more decrees designed to reform the army, modernize equipment, adjust the number of employees to new limits, and also restructure management. Much is being done to popularize the idea of ​​military service and make it more prestigious.

How is salary determined?

For example, in the Moscow region, salaries are always at a higher level than in other regions. But prices for food, transport and household items are also higher. Therefore, employee salaries are calculated from the general level of requirements of a particular area;
  • does the service have privacy status. Certain places or branches of the military are engaged in work, the details of which are strictly prohibited from being disclosed. For such service, military personnel add up to 65% to the regular salary of an employee in the same region in an identical position;
  • There are exams in the army too. If an employee wishes to move to a new position, he must go through qualifying exams. And if the delivery is particularly successful, the salary increase can be up to 30% of the previous amount;
  • in some cases, military service is associated with health risks. Work in particularly dangerous regions is rewarded with bonuses of up to 100% of the regular salary;
  • one-time bonuses, constituting the amount of one salary, are issued to military personnel who have distinguished themselves with special achievements;
  • for the impeccable performance of their duties the employee receives a bonus amounting to a quarter of his salary;
  • work in the northern regions, characterized by much more severe conditions, are encouraged by bonuses of one salary;
  • if an employee has to rent housing, he has the right to compensation for the money spent on this;
  • if a serviceman had to move to a new place with his family, he give a one-time additional salary, and another 25% from the same amount - for each family member.

Work in the armed forces is thus organized with utmost care for the needs of contract employees.

Current situation regarding military pay

An ordinary career officer today receives a salary above the Russian average. At the moment, the average salary in the armed forces reaches up to 60,000 rubles. Such significant privileges are due to the fact that the government is committed to popularizing the performance of military duties. First of all, salaries attract new contract workers. In addition, we should not forget about additional benefits: free medicine, mortgage benefits, etc.

The standard gradation of military salaries is as follows:

  • an ensign and a sergeant receive an average of 35,000 rubles;
  • a large-scale “leap” occurs with the advent of the rank of lieutenant: the salary doubles and amounts to 65,000 rubles;
  • the captain receives a small increase: 70,000 rubles;
  • lieutenant colonel - the next large-scale increase in salary, already amounting to 85,000 rubles;
  • the colonel receives 100,000 rubles;
  • all other ranks above the rank of colonel belong to the high command. Their salary starts from 110,000 rubles per month.

Today, employees are increasingly expressing dissatisfaction with the lack of allowances, bonuses and, in fact, salary increases.
