“I have been living near the Military Cemetery for almost sixty years and I just don’t notice it,” says Neonila Kirillovna. - We moved here from a communal apartment on Fabricius Street, when dad, an employee of the Ministry Agriculture BSSR, gave this apartment. Our house was then conditionally divided into two parts: KGB workers lived in one, and agricultural workers lived in the other. My dad Kirill Khabenko was a famous agronomist, he planted a garden for Stalin. He also wrote a book where he advocated that every collective farm should have a Michurin garden. It’s all been cut down now, but then, I remember, Antonovka in the gardens just shone! And dad loved the city, it was at his suggestion that lindens appeared on the main avenue of the capital.

But midnight passed, and it was quiet in the house, the roosters already sang, but the visitor did not appear. Delighted by this circumstance, the father returned to his bedroom and almost went crazy ... His whole family was butchered in the same way as he butchered pigs and lay in a heap on the bed. The man was imprisoned for the murder of his family, but he did not stay long, hanged himself in the cell ...

The immediate vicinity of the cemetery can hardly be called pleasant. To live with such a view from the window, to put it mildly, is uncomfortable. Is that fenced off. Thus, employees of the Vitebsk Specialized Civil Service Plant responded to the appeal that the installation of the fence section adjacent to houses No. 13 and 15 along 1st Azina Street would be completed before the end of July 2013. It was even stated that the company is purchasing materials for the installation of the fence, holding a tender for the selection of a contractor to perform this type of work. But nothing was ever done.

Applying further to the authorities, the applicants learned the following: the plots of their houses are adjacent to the cemetery fence, but do not border on them. The following data came from the Vitebsk housing and communal services: “According to the plan, presented on a scale of 1:2000, the cemetery fence is located at a distance of 2 meters from the fence of house No. 13, and from the fence of house No. 15 - at a distance of 4 meters. In this regard, homeowners are obliged to put their own fences.<…>We also inform you that due to the lack of funds for the construction of external improvement facilities for 2014 this question will be considered with additional funding.

On the one hand, one can only sympathize with people who find themselves in a similar situation. But on the other hand… The Novosemyonovskoye cemetery was founded in 1913 according to the unified state register of real estate and closed in 1972 within the existing boundaries, that is, new plots for burials have not been allocated since that time. The date of registration of residential building No. 13 along 1st Azina Street is November 27, 1975. Therefore, in this situation, it is not necessary to say that the residents did not know about the problematic neighborhood.

Again, no complaints have been received from anyone since 1975. Of course, the cemetery fence could really collapse during this time. But hasn't rainwater from the territory of the cemetery ever flooded the plots before? Or has the situation become unbearable only recently?

Local officials tried to understand this situation.

It includes the director of the Vitebsk specialized civil service plant Lyudmila Spiridonova, deputy CEO GPO Housing and Public Utilities Vadim Ilyinets, head of the land management service of the city executive committee Tatyana Guzikova, deputy head of the Zheleznodorozhny district administration Alexander Ilmovich, deputy head of the architecture and urban planning department of the city executive committee Leonid Bogdanov.

- The boundary of the cemetery has not been preserved, and until it is restored by the geodetic method through the relevant organizations, employees of the Vitebsk Specialized Civil Service Plant cannot begin work on installing the fence,- Tatyana Guzikova, head of the land management service of the city executive committee, spoke about the reasons for the delay. - I also want to note: the applicants believe that the fence will become a common border between their plots and the cemetery, but this is not so.
