The traditions of officers are unshakable rules, an accepted spiritual code of conduct and a lifestyle passed down from generation to generation, protected and supported by strict observance of the requirements set forth in it.

Officer traditions require compliance with the following rules:

Recognition by the society of officers of responsibility for the actions of each of its officers, which, of course, does not detract from the responsibility of the officer himself for what he has done;

The requirement for officers to coordinate their actions, behavior and lifestyle with the requirements of officer ethics and the code of officer honor:

Solidarity in upholding the honor of uniform, dignity officer rank and demands for fairness for the members of the corporation;

The inadmissibility of disclosing the facts that took place among the officers;

The exclusion of slander, gloating in assessing the behavior of other officers, manifestations of dishonesty, etc.;

Loyalty to the word, promise, oral statement, readiness to fulfill the promised and unconditional fulfillment of the obligations assumed;

Compliance with external signs of decency, comradeship and servility, especially in civil society, public places;

The readiness of each member of the corporation of officers to come to the aid of a comrade in need of it, even without a formal request;

The manifestation of sincere sympathy for those who have suffered grief, misfortune, failure, etc.

Self-criticism, as a specific quality necessary in an officer's environment, is required due to the fact that many people more often notice the shortcomings of others and do not see them in themselves. Such a bias, of course, creates fertile ground for conflicts, quarrels and misunderstandings (1752).

The law of decency says: "Do not dishonestly expose your neighbor's weaknesses in order to exalt yourself. Do not reveal his misdeeds and errors in order to show off your own advantage at his expense" (1796).

Extract from the Charter of the internal service (from the 15th century to the present):

Military personnel introduce themselves to their immediate superiors:

When appointed to a military position;

When surrendering a military post;

When conferring a military rank;

When awarded with an order or medal;

When introducing themselves to their immediate superior, servicemen state their military position, military rank, last name and the reason for the introduction.

The performance was always held at the officers' meeting.

The procedure for holding an officer meeting with the agenda "Assignment of the next military rank"

1. An officer who has been awarded the next military rank is obliged:

Designate a place, time for an officer meeting and a uniform (preferably casual, but if the officer is a high-ranking commander or direct superior, then subordinates can also wear front dress as a sign of respect);

Invite to the meeting the officers he wishes (his immediate superior and the officers of his structural unit - of course);

Assign a leader to the meeting (preferably an officer in a lower military rank and, if possible, a light drinker);

Arrive half an hour before the appointed time at the appointed place in full dress uniform (epaulettes and stars - according to the military rank in which the officer served before being awarded the next rank);

Check the layout menu, product yield, uvar, the presence of dishes (and, of course, a faceted glass), spoons, forks, table setting;

Upon the arrival of the officers of your unit and other officers - to meet them, while showing them where the places for smoking, cleaning shoes, washing, etc. are located;

Upon the arrival of the chiefs from the commander of the unit and above, give the command: "Comrade officers!" and report: "Comrade Colonel! The officers of such and such a unit have been assembled for an officer meeting. The commander of such and such a unit (position) is Lieutenant Colonel Ivanov";

Accompany the boss to place of honor at the head of the table and give the command: "Comrade officers! Please come to the table";

Take a seat to the right of your immediate superior.

2. The officers who arrived at the officers' meeting are required to observe silence and be always ready for action.

3. The immediate superior of the officer who has been awarded the rank is obliged (if there is no more senior commander or chief):

Check the presence of a faceted glass, accessories (stars), alcoholic beverages and the health of your subordinate;

In the ensuing silence, personally pour a full glass of vodka (!) to the subordinate, lower the stars into it according to the assigned rank.

4. The officer who has been awarded the rank takes a combat stance, raises his glass to chest level and reports: "Comrade Colonel! Comrade officers! The commander of such and such a unit (position) is Lieutenant Colonel Ivanov. I introduce myself on the occasion of conferring the next military rank of colonel on me."

Having drunk the vodka to the bottom, he puts down the glass, takes the stars out of his mouth, takes a military stance and reports: "Colonel Ivanov."

The chief announces: "Our regiment has arrived! Put the uniform in order." At this command, two officers in a lower rank screw one next star on both shoulder straps directly on the shoulders of the officer, then each of the officers present at the celebration personally pours vodka (!) into his dishes exactly as much as he respects and honors the "newly baked" colonel. Everyone drinks the first toast arbitrarily, clinking glasses to the bottom (but without toasts and comments).

The second toast for congratulations is given to the boss.

The third toast is also announced by the chief: "Comrade officers! To those who are not with us." The officers drink silently, standing, without clinking glasses, to the bottom. Further, the chief transfers the right to conduct an officer meeting to the leader.

He provides the fourth toast (collective) to all officers in the military rank in which the hero of the occasion was previously. They characterize the officer in turn, make complaints and claims, if any, announce shortcomings that need to be eliminated and prevented in a new rank, and conclude whether they release him in a new capacity or not. After that, the officer with the longest rank announces a collective decision and proposes a toast: "Let lieutenant colonels leave the team."

The fifth toast (collective) is given to all officers in a military rank equal to the new rank of the hero of the occasion. They characterize the officer in turn, make complaints and claims, if any, announce the shortcomings that need to be eliminated and prevented in the new rank and conclude whether they accept him in a new capacity or not. After that, one of the officers who has the longest rank announces a collective decision and proposes a toast: "Accept colonels into the team."

Note:

1. If the officer who was awarded the rank is a non-drinker, he is allowed to replace vodka with low-alcohol drinks. Vodka can be replaced by other people present with other drinks only after the third toast.

2. The number of stars is thrown into the glass, corresponding to the number of stars according to the assigned rank, placed on one shoulder strap (due to the fact that the junior rank, when saluting, goes to the front on the right or left and always distinguishes the rank by one shoulder strap on the uniform of the chief).

3. The procedure for holding an officer meeting with the agenda "Appointment to a higher position" is carried out at the request of the rank that received it. The meeting is held according to a similar scenario "Assignment of the next military rank", with the exception of throwing stars into a glass.

4. Conducting an officer meeting with the agenda "Awarding an order or a medal" is mandatory. The meeting is held according to the scenario "Assignment of the next military rank."

"Comrade Major. Commander of the 1st motorized rifle company Captain Ivanov. I introduce myself on the occasion of conferring the military rank of captain on me. Such an example of a presentation to the immediate superior on the occasion of the assignment of a military rank is given in Art. 60th Internal Service Charter Armed Forces Russian Federation. As a matter of fact, this article ends the regulation of such a significant event in the life of everyone who wears shoulder straps and, of course, dreams of a new title.
It so happened that a military man, upon receiving new epaulettes, is not limited to only one presentation to his immediate superior. He still follows the unwritten rule to treat his colleagues. So it turns out that the holiday on the occasion of the new title is associated with the taming of the "green serpent". But there could be more traditions associated with obtaining a new title.
What could they become, these traditions? Does the sergeant and officer corps really have no imagination, and the ritual of obtaining a new rank does not promise the hero of the occasion and his colleagues anything but another “blow” to the liver? Maybe on this day, a sergeant or officer who received another military rank should show his brother-soldiers his prowess in shooting from personal weapons in a shooting range or at a training ground or the skill of driving a combat vehicle at a tankodrome (autodrome)? Maybe it would be more appropriate to visit the regimental temple, lay flowers at the nearby monument to the heroes of the Fatherland ...
The next "Round Table" of the "Red Star" is dedicated to the search for new traditions (primarily related to obtaining the next military rank). Was this search successful, how interesting and at the same time sound are the ideas proposed by the participants of the conversation for round table You be the judge, dear readers.

Celebrate without loss of dignity

Colonel Dmitry ANTONOV, commander of a separate coastal missile regiment, Baltic Fleet:
- At the beginning of the 2000s, while serving on Far East, I went to Chukotka with a group of officers. We were faced with the task of looking at the military equipment of the disbanded military unit and selecting everything necessary for our unit. There I witnessed such an episode.
We are working in the park, some senior lieutenant walks by, goes to his own. He stopped, said hello, took out a bottle from his bosom:
- Come on guys, come on!
The men came up, drank straight from the bottle, sniffed with their fists.
- Guys, do you even know what we're celebrating here?
They turn their heads - no one knows.
- We are here, men, celebrating my new military rank!
That episode really surprised me and even upset me. He considered it somehow self-evident that an officer who received the next military rank, in a solemn atmosphere, with the removal of the banner, is presented in front of the entire regiment, publicly congratulated, handed shoulder straps. And here is…
I remembered how in March 1995 I myself was awarded the shoulder straps of a senior lieutenant. It was in combat conditions, in Chechnya. They called to the command post, and there was a small formation, there were colleagues with weapons. I was so wrapped up then that I didn’t immediately realize what was the matter. The general came out - he came specially for this, read out the order. They handed me shoulder straps, a medal "For Courage", congratulated me. It seems to be nothing special, but it was all worthy, solemn, which was remembered for a lifetime.
For a military person, the assignment of the next military rank is always a significant event. Therefore, if there is such an opportunity, I try to time the official part of it to some important celebration, holiday. However, in any case, it will definitely be the general formation of the regiment, the reading of the order, the presentation of shoulder straps, congratulations on behalf of all colleagues. The same applies to the appointment of a serviceman to a new position. Here, in my opinion, the element of surprise is important, everything must be done in such a way as to prevent leakage of information - then the person will be doubly pleased. The heroes of the occasion will learn about the joyful event already at the construction. The effect is always good!
Well, then - strictly according to the charter. After the delivery of the shoulder strap, the serviceman arrives in full dress and presents himself on the occasion of conferring a military rank on him. He is given time to prepare his uniform. Only after he officially introduces himself, he is allowed to join the ranks with new shoulder straps.
As for washing the stars, this is already an established tradition, in which, in my opinion, there is nothing reprehensible. Unless, of course, this happens within the bounds of decency and does not result in a banal booze. After all, a person has a holiday, and it is customary for us to invite guests to a holiday. Another thing, the feast should not be some kind of obligation.

New traditions suggested by ancestors

Colonel Alexander GRUN, commander of the training air base (2nd category, Borisoglebsk city) of the Flight Training Center of the Air Force Academy:
- Everything flows, everything changes. Traditions are no exception. So, in our aviation, the subjective perception of a pilot receiving high levels of class is even more significant than the next military rank. Pride in airmanship is a relatively new military tradition. At the same time, speaking of military and officer traditions, I cannot recall anything radically new, born in the 21st century.
Yes, today we are trying to involve in military rituals, solemn events in military units the clergy of the Russian Orthodox Church. The more obvious is the need to revive the half-forgotten good old traditions of Russian officers. They were born in the crucible of many wars, they have been tested for centuries. Here are some examples.
Back in the 19th century, the Guards Cavalry Guards, Preobrazhensky and Semyonovsky regiments received officers with a special "analysis" and only by order General Assembly regimental officers. If there was something wrong with the biography or with the reputation, no patronage helped. It happened that even the sons of ministers were refused. The honor of serving in the guards for the upper strata of society is another half-forgotten tradition.
The regiment, the main tactical link of the Russian army, is unique in its traditionally corporate way of life, imbued with the spirit of history and the heroic heritage of its ancestors. Therefore, a phrase or even a hint (by no means profanity) uttered by anyone, affecting the honor of the regiment, was perceived as an insult to the entire officer corps of the regiment. With all the ensuing consequences, up to an apology to the officers from the Grand Dukes (a similar case is described in Vladimir Morikhin's book Traditions of the Officer Corps of the Russian Army). Today, this will seem like an eccentricity to many, but isn’t it in such conditions that the formation of an officer should take place? ..
Regimental holidays were held on the day of the patron saint. So, the holiday of the Life Guards of the Preobrazhensky Regiment was celebrated on August 6 (according to the old style), on the day of the Transfiguration of the Lord. And on this day, almost all the former regimental officers gathered. The officer fraternity of the Cuirassier Regiment was emphasized by the fact that, according to tradition, ladies were never allowed into the hall of the officers' meeting ... Today, not only the halls - there are almost no officers' houses in Russia. And our Borisoglebsk garrison is no exception.
Behind every good tradition is not a whim, but the life and service of many generations of defenders of the Fatherland, everything valuable, useful and suffered. Therefore, these traditions should be remembered and revived as much as possible.

Now is not the time to cloud your mind

Senior Lieutenant Nikita ABEL, commander of the reconnaissance platoon of the reconnaissance battalion of the 201st Russian military base in Tajikistan:
- I confess, already during my service as an officer, I had a short period of life, when, together with my comrades in the service, I did not consider it something shameful to celebrate a new star on the chase or a birthday with a mug of beer or something stronger. But that's in the past. A sober lifestyle for me is not a tradition, but simply the norm. Now, during off-duty hours, when you feel sad for your family, your two-year-old daughter (and families are waiting for us on the "mainland"), comes to the rescue six-string guitar. I cannot boast that I play this instrument at the level of a conservatory graduate, but I dare to assume that the accompaniment for my favorite songs by Alexander Rosenbaum in my performance is quite decent.
Military intelligence officers actually live on the training ground, sharing with their subordinates the Spartan conditions of the tent city. Here you willy-nilly try to be smart in the ranks, in exercises, and on vacation too. The commander of a platoon or company is an example for sergeants and soldiers in everything. That's why on military service you can not relax, allow yourself something superfluous. Therefore, with the old traditions of celebrating events in your personal life with feasts with alcohol (be it a birthday, the assignment of another military rank or going on vacation), I think it's time to say goodbye.

And for "dessert" - a quiz!

Captain Egor EREMEEV, Pacific Fleet:

- Of course, we learned about the traditions in the Russian army, in the Navy (both tsarist and Soviet, as well as our time) during our studies at the university. And not only thanks to interesting lectures of teachers humanitarian departments, but also to classes in the military-historical center of the TOVMI named after Stepan Osipovich Makarov "Sea Soul".
The tradition, as they say, unwritten - to celebrate the assignment of an officer's rank with a cup - came close to the moment of completion of studies. Looking ahead, I will say: I am not a fan of strong drinks. And when before I repeatedly saw how our senior comrades on the day of graduation (at the time of dressing in dress uniform) manage to literally “pick up” pretty much on the go from a cheap bucket of champagne (where daggers were dipped), I even experienced some not quite pleasant sensations from such a picturesque picture .
I once heard an unflattering opinion on this subject from the admiral, who reprimanded the head of the institute about preventing such drinking. Say, in his years everything was more beautiful: after graduation, they gathered in the evening in a restaurant, invited their commanders and teachers, toasted their native alma mater ...
We, having become lieutenants and at once drunk with happiness and love for everyone in the world, raised our beautiful cup (specially for this significant event, we painted a military helmet with silver, filling it to the brim with champagne), also in order to symbolically support the old tradition.
Another thing is that, having soon plunged headlong into official affairs and every year moving away from that have a good day I didn't really think about this kind of situation. But ... the time has come for the presentation of new shoulder straps. How to celebrate a happy event? The idea was submitted by the spouse, a culturologist about the specialty. "Let's think of something playful. Call the guys Saturday evening to our newly received service apartment!”
They took red wine, Olga baked a duck in the oven, cooked a terrific pie. And for the creative “dessert”, a quiz was conceived, including questions on knowledge, including military awards, starting from the Order of St. Andrew the First-Called established by Peter I. My colleagues (and some, by the way, took a 40-degree half-liter bottle with them to visit - where can you get away from it ?!) at first laughed at this idea, but in the process of communication they got involved in a home competition, received small gifts for correct answers - surprises. They also sang along with the guitar, remembering the cadet songs. Later, when a comrade received another military rank, someone remembered that evening: “Come on, brother, let's organize something interesting!”
In general, everyone has their own understanding of the old tradition, which was not invented by us. It seems to me that you can sit in a restaurant with friends, and at home. The main thing is to feel the general spirit of the officer community, people come to your holiday with joy. And until that moment, you can get together in the wardroom without the obligatory alcohol, talk about a person, note his merits, his role in the affairs of the entire crew. After all, promotion in rank is a kind of milestone in service career officer, strengthening his authority.

Don't Forget Past Experiences

Senior Lieutenant Sergey VOLKOV, unit commander, ZVO:
- Of course, I want the assignment of the next military rank to become an event that will be remembered for a lifetime, because there are not so many such events in the entire service - usually 4-6 (if you have gone from lieutenant to major - lieutenant colonel). Good example served to each officer - this is a ritual associated with the assignment of the primary military rank of lieutenant. It has been worked out in all military educational institutions and is held during the graduation ceremony. I still remember very well how this happened several years ago in my native Yaroslavl Higher Anti-Aircraft Missile School.
However, the traditions associated with the assignment of the next officer ranks are entirely at the discretion of the command, as well as the initiatives of both the officer himself and his colleagues. Of course, there is a presentation prescribed by the Charter of the internal service of the Armed Forces of the Russian Federation to the immediate superior on the occasion of conferring a military rank. Then, informal communication with colleagues about this usually takes place, where the next stars are given the main role. But, I am sure, it is more expedient to clearly and in detail describe the entire ceremony. In order for the assignment of the title to become a real military ritual, where there should be both solemn severity, and some kind of regulation, and a friendly feast with its pre-foreseen nuances.
As a young officer, it is difficult for me to give advice, but there are wishes. The first is not to forget about the traditions that existed before. So, until 1917, in the Russian army, honoring a colleague who was awarded the next military rank usually took place in the Officers' Assembly, and his unit or formation commander began. There were also the construction of those gathered, and the announcement of the order. All in dress uniform - this gave a special solemnity to the event. Today it is also quite appropriate. Agree, this will be remembered much better than just congratulations at the usual reading of an order or a business meeting.
Of course, after such a solemn formation, its informal continuation is appropriate. For example, I heard that in some units “seeing off” from a former military rank is practiced, when colleagues, still remaining in it, express good parting words to a “grown up” comrade. Further, there may be an admission of an officer into the ranks of those who already bear his new rank. It would be correct to give the floor to the most senior in service or to an officer of great authority - such a person will always have something to say and advise the hero of the occasion.
Unfortunately, we know very little about the old traditions, even if not everything can be reproduced today. Although traditions, even gone, are the core of the army. For example, not so long ago I learned about one that was practiced in the 19th century. Then, upon receiving the first officer rank, a batman stood out. His duties, among other things, included changing epaulettes blackened from time. This had to be done quite often: the fabric base was thrown away, and the epaulette (shoulder straps) embroidered with gold was put into the box. The officer retires - the box is full. Its contents were given to the jeweler, and he cast two gold piles: left and right shoulder. And until the end of his days, the officer drank only from “his” glasses, recalling the smell of gunpowder and horse sweat, the rumble of the barracks and the aura of the officers' meeting, the aroma of beautiful ladies, the taste of camping dust - all that was remembered for years of service ...

Tired of carbon copying

Captain Pyotr DEREVENTSOV, assistant chief of the engineering service of the brigade, Central Military District:
- Unfortunately, we have to agree that today only one, if it can be called that, tradition of presenting an officer to a team of colleagues on the occasion of awarding him another military rank dominates in the military environment today. Of course, we are talking about a friendly feast. It is there, in a close circle of closest associates, after observing certain canons of an established ceremony, the hero of the day has the right to appear before his colleagues "in uniform" at a rank higher than the previous rank ... What, as a rule, remains in the memory of yesterday's hero of the occasion? Not much: the joyful faces of the participants in the event, a series of concise military congratulations, excerpts of parting words from senior comrades and the first appearance in front of colleagues “with new shoulder straps”. Perhaps everything. And so every time: the number of stars on shoulder straps changes, their size changes, and the impressions are like a blueprint.
I received my first officer rank not so long ago, just a few years ago. But since then it has already been a “birthday boy” twice. Repeatedly, on the same occasion, he took part in a friendly dinner in the Far East, in the Urals. However, I have not yet seen any significant changes anywhere: they gathered, celebrated, dispersed. Such monotony, to be honest, tired.
That's why I was inspired by the fact that the "Red Star" undertook to discuss this topic, because something new can be learned from general reasoning. Moreover, not only to take useful things into service, but also to try to implement interesting moments in my brigade. In this regard, for example, I heard opinions that on a significant day for himself, an officer who was promoted in military rank could visit one of memorable places garrison dedicated to the soldiers who fell in the line of military duty in different years. It is not necessary to go there in formation, with flowers. It happens that it is enough to stand silently in solitude at the monument, to honor the memory of those who had the time to act “as intended”.
Another point: I am not a pious person. But the church code is spiritually close to me. Now I think: why not visit the military temple on this day? Next summer, if the service circumstances are successful, I can become a major. Now I have no doubt: if this is the case, I will certainly go to church. I think that in such an undertaking, when the first steps in a new military rank are taken from the doors of the temple to the service threshold, one of my colleagues will definitely support me.
In terms of developing the tradition of presenting to the team on the occasion of the conferred next military rank, one should not forget about the personnel. In military collectives, this is an integral part of life. But how do such days differ in platoons, companies, battalions? IN best case reading the order to general construction. A day later, few people remember the past event. Although, in fact, there are all the conditions to make the days of presenting the next shoulder straps to junior commanders literally unforgettable in teams. There is a wide field of activity for commanders here. From military-competitive activities in the field to a cultural campaign in the city, followed by the reporting release of a wall photo newspaper, assembled for general viewing of a computer video film and even its replication with further sending of CDs to the parents of servicemen ... Agree, such an approach is much more civilized than a banal gathering in a brigade tea.

Finally, I found the ritual of celebrating one of the main events in the life of any serviceman, developed by the political department of the Ministry of Defense and recommended for the Armed Forces - washing the assignment of the next ( extraordinary) military rank.
(for more than 20 years of service, I have not seen any options, but more and more home-grown ones ... but in any business there must be order!)

I'm sure it will be perfect for officers of the Troops civil defense and the Ministry of Emergency Situations, the Internal Troops and the Ministry of Internal Affairs, the Border Troops and the FSB-MGB, the Railway Troops of the Ministry of Railways, as well as all employees of any "power" structure who wear shoulder straps and regularly change stars, rhombuses, etc. for them.

Order
holding an officer meeting with the agenda
"Assignment of the next military rank"

1. An officer who has been awarded the next military rank, must:
- appoint the place, time of the officer's meeting and the uniform ( preferably everyday, but if the officer is a high-ranking commander or immediate superior, then subordinates can also wear front dress as a sign of respect);
- invite to the meeting of officers whom he wishes ( his immediate superior and officers of his structural unit - of course);
- Appoint a moderator for the meeting preferably an officer in a lower military rank and, if possible, a light drinker);
- arrive half an hour before the appointed time at the appointed place in full dress ( shoulder straps and stars - according to the military rank in which the officer served before being awarded the next rank);
- check the menu layout, product yield, uvar, availability of dishes ( and definitely - faceted glass ), spoons, forks, table setting;
- upon the arrival of the officers of your unit and other officers - to meet them, while showing them where the places for smoking, cleaning shoes, washing, etc. are located;
- upon arrival of the chiefs from the commander of the unit and above, give the command: " Comrade officers! and report: " Comrade Colonel! Officers such a division assembled for an officers' meeting. Commander such a division (job title) lieutenant colonel Ivanov";
- accompany the chief to the place of honor at the head of the table and give the command: " Comrade officers! Please to the table";
- Take a seat to the right of your immediate superior.
2. The officers who arrived at the officers' meeting are required to observe silence and be always ready for action.
3. The immediate superior of the officer who was awarded the rank, must (if there is no more senior commander or chief):
- check the presence of a faceted glass, accessories (stars), alcoholic beverages and the state of health of your subordinate;
- in the ensuing silence, personally pour a full glass to the subordinate vodka(!), lower the stars into it according to the assigned rank.
4. The officer who has been awarded the rank takes a combat stance, raises his glass to chest level and reports: " Comrade Colonel! Comrade officers! Commander such a division (job title) lieutenant colonel Ivanov. I introduce myself on the occasion of conferring another military rank of colonel on me.". Having drunk vodka to the bottom, he puts down a glass, takes out stars from his mouth, takes a military stance and reports:" Colonel Ivanov". The chief announces: " Our regiment has arrived! Get your clothes in order". At this command, two officers in a lower rank screw one next star on both epaulettes directly on the shoulders of the officer, then each of the officers present at the celebration personally pours into his dishes vodka(!) Exactly as much as he respects and honors the "newly baked" colonel. Everyone drinks first toast arbitrarily, clinking glasses to the bottom ( but without toasts and comments).
Second toast for congratulations is given to the boss.
Third toast also announces the chief: " Comrade officers! For those who are not with us". Officers drink silently, standing, without clinking glasses, to the bottom.
Further, the chief transfers the right to conduct an officer meeting leading.
fourth toast (collective) he provides to all officers in the military rank in which the hero of the occasion was previously. They characterize the officer in turn, make complaints and claims, if any, announce the shortcomings that need to be eliminated and prevented in the new rank and conclude - do they release it in a new quality or not Release from the team of lieutenant colonels".
Fifth toast (collective) is granted to all officers in a military rank equal to the new rank of the hero of the occasion. They characterize the officer in turn, make complaints and claims, if any, announce the shortcomings that need to be eliminated and prevented in the new rank and conclude - whether they accept it in a new capacity or not. After that, one of the officers who is in rank the longest announces a collective decision and proposes a toast: " Adopt a Colonel".
Further, the leader gives toasts to the officers in turn, depending on the position, rank, age.

Note:
If the officer who was awarded the rank is a non-drinker, he is allowed to replace vodka with low-alcohol drinks.
Vodka can be replaced by other people present with other drinks only after the third toast.

Abridged version

Comrade officers! Lieutenant Colonel Ivanov.
I introduce myself on the occasion of conferring another military rank of "colonel" on me!
(sometimes added - "Order of the Minister No. ... dated ...")

A full glass of vodka (250 grams) with 3 stars at the bottom is drunk to the bottom, the stars are not swallowed (!), but remain in the mouth, after which they are carefully and accurately spat out onto a previously prepared shoulder strap or onto a shoulder strap on one of the shoulders.

Comrade officers! Colonel Ivanov.

The tradition of "rinsing" the next rank, award, appointment or officer position in Soviet army strengthened since its inception. In the male officer team, it was considered not only normal, but also an obligatory act, when the awarded (appointed) was “affixed” to his fellow colleagues.

The medal (order, the next "stars" on shoulder straps) fell into a full glass of vodka (alternatively, with alcohol). The toasted person drank (necessarily to the bottom) a glass and kissed his reward. The Soviet army drank a lot, and therefore, from time to time, the command tried to stop these ritual drinking bouts. However, officers always found an opportunity to mark an appointment or an award.

The famous Soviet pilot Valery Chkalov, when he was appointed to the squadron as a military pilot, drank his first salary of 143 rubles. The tradition of officer "initiation" was that one had to buy an officer's cap for three and a half rubles, and spend the rest of the money with new colleagues.

To the Great Patriotic war ranks and awards were washed in a marching way - an order (medal) or stars was placed in mugs with vodka or alcohol. Alcohol was delivered to the front in the same way as food (“front hundred grams”), and with a normal supply, there was no shortage of it (at least for officers). The ritual consisted in the fact that the honored officer, before drinking, as a rule, uttered something like a solemn appeal to the senior rank and other colleagues: such and such set the table in connection with such and such. Then vodka (alcohol) was drunk. If the "stars" were washed, they had to be caught in the process, caught with their teeth and put on brand new shoulder straps. When several officers were affixed, this ritual was repeated in turn.

At the end, senior officers summed up: whether the affixing was credited or not. "Failure" meant the transfer of the event to another day, when the holiday was repeated and ended in the end with the "official" confirmation of the new officer status.
