Realnoe Vremya has prepared another top 50 administrative and business elite of the Republic of Mari El - as of the 1st quarter of this year. Compared to the previous ratings, there have been quite serious changes in it: the ratings of both the head of the region Alexander Evstifeev and members of his government have significantly decreased, the balance of power has changed, representatives of the former team have entered the top - all this, apparently, is a consequence of the deteriorating situation of the republic in the socio-economic sphere. As we predicted in our previous publications, there is a segmentation of republican power and its disintegration into separate opposing centers of influence, communities, clans and unions with different goals and attitudes (“Muscovites”, “Saratov” and “Markelov's”). Evstifeev is still trying to distance himself from them and does not take sides, but due to the weakness of his positions, he will certainly be drawn into this process.

With a new clan!

During the period under study, there were significant changes in the composition of the RME government - the creature of Alexander Evstifeev, Acting Minister of Finance, Lolita Arkhestova left it (43rd place in the previous top 50). Arkhestov Aleksey Toroshchin (previously not rated), an official of the Markel conscription, earlier, before Arkhestova, he was already appointed acting minister. Toroshchin is the son of Yulia Toroshchina, who heads the financial department of the administration of the city of Yoshkar-Ola. Thus, the clan of the Toroshchin family densely “sat” on the financial flows of the region. But that's not all - after the not entirely voluntary resignation of the children's ombudsman Yevgeny Burdo, Olga Toroshchina, who was unexpectedly previously unknown either in political or in public circles, was appointed to this post in the period 2004-2010. who held the position of a leading expert in the legal department of the Ministry of Finance of the RME (at the same time, Aleksey Toroshchin also worked in the Ministry of Finance). It remains to add that at least in this there is a certain continuity between the Evstifeev government and the Markelov team, in which family clans also flourished.

Yuri Sidiganov also left the post of deputy chairman of the government (15th place in the previous top), whose candidacy was proposed by the Kazankovs during separate negotiations on the support of the Communists for Evstifeeev's candidacy in the election of the head of the region. The resignation is a significant sign of changes in the relationship between Evstifeev and the Kazankovs. It should be noted that after the departure of Sidiganov, the number of representatives of the Mari people in Evstifeev's government decreased to three.

There was a rotation of heads in several districts of the republic, the main reason is the rejuvenation of district personnel. Perhaps the leapfrog with the heads of the department of the Federal Tax Service of Russia for Mari El has ended. This time, Lilia Gatina, the ex-head of the Naberezhnye Chelny Tax Inspectorate, is in the position of head of the fiscal department. The latter stopped a step away from getting into our top (she is 51st).

The Mari summer is full of high-profile events related to arrests and corruption in power. In July, the former head of the Yoshkar-Ola tax inspectorate, Vladimir Chekushkin, was detained on suspicion of taking a bribe, then in August, Deputy Mayor of Yoshkar-Ola for Economics, Entrepreneurship, Tariffs and Markets Andrei Zagainov was detained on suspicion of attempted bribery. And two days later, Deputy Minister of Internal Affairs Sergei Fedorovich, who at that time temporarily acted as head of the republican Ministry of Internal Affairs, was dismissed and dismissed due to the loss of confidence.

Do not let go of the republic and the events of past years. In early May, the Investigative Committee of the Russian Federation filed a final indictment against the former head of Mari El, Leonid Markelov, under three articles of the Criminal Code of the Russian Federation: taking a bribe, abuse of power and possession of ammunition. And a month later, the main department of the Sledkom of the Russian Federation for investigating especially important cases announced the completion of investigative actions in a criminal case against the ex-head of the RME, as well as the ex-deputy chairman of the republican government and part-time minister of agriculture and food, Iraida Dolgusheva and CEO commercial structure of Natalia Kozhanova. The materials of the criminal case were handed over to the defendants and lawyers for review.

Markelov himself complains about the “torture conditions” created for him in the pre-trial detention center, critically deteriorating health, complete isolation from relatives and pressure from the investigation to force him to confess to crimes he did not commit.

Finally, the sentencing ended a three-year saga of investigative actions against the ex-mayor of Yoshkar-Ola Pavel Plotnikov, who was charged with taking a bribe in the form of three garages. The court imposed a rather harsh punishment on the former city head - 10 years in prison with a strict regime and a fine of 17 million rubles.

In some ways, of course, the region does not look so bad. Thus, the volume of investments in fixed assets increased in the first half of the year by 25.4 percent, the volume of agricultural production - by 3.9 percent. Average monthly wage increased by 6.9 percent, amounting to a modest 26.9 thousand rubles.

The main socio-political subject in the period under review is the pension reform. The republican authorities and the ruling party were engaged in information support of the result necessary for the federal authorities. According to the founder and director of the museum, Nikolai Arakcheev, the closing operation was led by the deputy head of the republic, Mikhail Vasyutin. The latter is a valuable shot of the Markel team, which took root under Evstifeev and has great experience fight against the "unwanted". Despite public opinion and the intervention of Mikhail Fedotov, Chairman of the Council under the President of the Russian Federation for the development of civil society and human rights, the museum failed to be protected. Against the background of the subsidence of the ratings of Alexander Evstifeev and his ministers, as well as the socio-economic ratings of the republic as a whole, the positions of the security forces and the "Markelov team" have significantly increased. The guilty verdict and a harsh sentence for ex-mayor Pavel Plotnikov is a demonstration of the strength of the resource of the departed team. Weak domestic politics and helplessness in economic matters of the current authorities not only give confidence to the "Markelites", but also cause more and more irritation among entrepreneurs and production workers. Yes, and among the inhabitants of the republic. Many openly nostalgic for the old days. Our top 50 includes not only members of the Markel conscription, such as the long-retired former first deputy head of government and head of the administration of the head of the republic Dmitry Turchin (now a member of the regional political council of United Russia, 31st place in the pilot top 50), but and Leonid Igorevich himself (28th place). And their ratings are even higher than some of the current government ministers.

The mayor of Yoshkar-Ola, Yevgeny Maslov, who has demonstrated a steady increase in influence and was the supplier of the “agenda” for Yevstifeyev, is likely to suffer from this. Failures in personnel policy inevitably affected his positions, and most importantly, he clearly irritates the inactive environment of the head of the RME. It is quite possible that Maslov already knows that he will leave the post - and even knows where he will end up.

  1. Alexander Evstifeev is still among the leaders of the top, but more due to his position and the absence of strong competitors on the political horizon. There is an obvious downward trend in the rating, according to experts, Evstifeev is conducting an indistinct economic and personnel policy. He does not have a program, tactics and vision for improving the economic situation in the region. He spends most of his time outside the republic, distancing himself from the problems and responsibilities that have fallen on him.
  2. Andrei Rossoshansky, jump from 7th place - relying on a large and growing team of Varangians from Saratov, located on key positions, and having managerial experience behind him, he overplays Smetanin in hardware.
  3. Sergey Smetanin, down one position (2nd place in the previous top) - accordingly, loses in professionalism, lack of experience makes itself felt. One hope - for the intercession of Evstifeev. In the event of a choice between Smetanin and Rossoshansky, Evstifeev will choose the first, for he is guided by personal devotion and the merits of a “personal guarantor”.
  4. Mikhail Vasyutin, growth from 10th place is clearly increasing. As under Markelov, he is responsible for performing shady tasks with reputational costs, such as the closure of the Yoshkar-Ola Gulag Museum, participates in the formation of a new composition of the regional branch of United Russia, and acts as an intermediary between the Markel team, the head of the republic and the Moscow and Saratov clans.
  5. The head of the regional FSB, Sergei Kivachuk, has risen from 8th place - a representative of law enforcement and federal structures, which, in the face of declining confidence in Evstifeev and his government, are accumulating an increase in expert confidence as "islands of power in the republic."

Alexander Tkachev unexpectedly got into the top ten (8th place, not previously rated) - the ex-Minister of Agriculture of the Russian Federation and the ex-governor of the Krasnodar Territory. Tkachev, having completed his career as an official, returned to agriculture as chairman of the board of directors of Agrocomplex JSC. The Mari "Akashevo" is structurally included in it and is a significant part of the agricultural empire, so Tkachev's interests extend to the RME. While Tkachev's getting into the top 10 is an advance from experts, he himself does not show activity in the republic, but in the future his presence in the economic life of the region is very likely.

Sergei Kazankov also returned to the top ten (7th place, in the previous top - 13th), considered as at least some alternative to the Varangian team. Note that beyond the time frame of our top, Sergei Ivanovich thundered into the federal information agenda. He did this in a rather curious way - by voting on September 26 in the State Duma for fellow party member Zhores Alferov ... with a bottle of water placed on the button block of an absent colleague. It turned out badly - Honored Communist, laureate Nobel Prize Thus, he spoke in favor of pension reform (the corresponding bill was voted in the second reading) with a consolidated vote of the Communist Party faction “against”.

The former head of the republic, Leonid Markelov, also sensationally appeared in the top 50 (he was previously rated, but did not get into the top 50). There are several reasons for this phenomenon - this is disappointment with the results of Yevstifeev's work, and the refusal to prosecute all the ex-heads involved in the deeds and the non-distribution of fair retribution to his team, and the presentation of insignificant facts to Markelov by the investigation, and the participation of former members of his team in the leadership various social and political republican structures. In addition, most of the officials of the Markel conscription remained in their posts, and there was also a co-optation of the Markel propagandists into the journalistic pool of Evstifeev. Markelov's team is returning to the political agenda of the region.

Minakov, formally the second-ranking official in the republic, continues to steadily fall in the rating. Having started in the first top, where the positions of officials of the Markel conscription were fixed, from 8th place, he then moved sequentially to 29th, 33rd place, and in the current top he ended up at 40th. There is information that they are looking for a replacement for him - apparently, new composition The State Assembly after the autumn elections of 2019 will be headed by another speaker.

Left the top 50 media diva Oksana Nikulina (28th position in the previous rating) - a journalist in Evstifeev's team, who was responsible for covering her activities. As the same MariLand telegram channel informed, the administration of the head of the region stopped cooperation with Nikulina. At the same time, it turned out that the latter worked outside the official staff of the press service of the head on an individual contract - although she presented herself as a press secretary and press attache.

  • Evstifeev's government is technical. The recent resignations of governors in Russia testify to problems in the management of the regions. An increase in the tax burden, an increase in housing and communal services tariffs, and corruption are the realities of our day. In Mari El, there have been no global changes in the year since the constitutional change of power. The "gray" schemes of the work of the mayor's office are still operating, an example is the recent arrest of one of the officials from the mayor's office. It is impossible to meet with Yoshkar-Ola Mayor Yevgeny Maslov, he practically does not control the order in the city structures. Citizens of Mari El are waiting new year surprise associated with the removal and disposal of solid waste - there will be a regional operator and new tariffs. We have repeatedly tried to make proposals through the media to change the methods of work of city structures, but, alas, Mr. approx. ed.) also shows no interest in them. In my opinion, citizens should be full partners for the authorities. There must be social and mutual responsibility of the authorities and citizens.

  • Social and political figure

    If at the beginning of 2018, before the presidential elections in the Russian Federation, in Mari El there was an increase in the administrative, business and economic activity of the regional elites, although rather modest, but in the second half of the year, the situation is completely opposite. The republic again plunged into socio-economic stagnation, which has long become its hallmark.

    Business passivity in the region has become a reflection of political stagnation.

    Despite the failure of the ruling party in finding a solution to the most complex socio-economic problems facing the regional authorities, not a single political force has managed to seize the initiative and adequately put the issue of stabilizing economic tension on the agenda.

    Attention is drawn to the passivity of the opposition forces, this only emphasizes the absence of real opposition competition in the region. For quite a long time on the political platform of Mari El, representatives of various public organizations, parties and movements that do not have real evidence of their political ambitions. Against the backdrop of this political cacophony, which indicates the absence of any serious intentions from the opposition, it became clear that some political activity in the region is just a tribute to fashion.

    It is extremely difficult to manage the region in such a situation. The head of Mari El faces global tasks, the solution of which determines the future fate of the republic. However, the work of the administrative apparatus is blocked by internal inter-elite disagreements and intrigues, which makes the region ungovernable. The progressive development of the region in the conditions of political and economic stagnation has become impossible.

    Recently, a certain disregard for Alexander Evstifeev has been growing. Not that anyone is dissatisfied with him, rather, people are beginning to understand that he is not interested in working here. There were rumors about his imminent resignation, which no one is trying to refute. Despite the absence of any serious results of his work, there is very little criticism of him - probably because people do not see the need to drive someone who is happy to leave his post.

    After the formation of the government by Evstifeev, there was a lot of talk about the rigidity of Sergei Smetanin, but now this is not noticeable. The atmosphere in the republic is more than peaceful, the issue of pension reform protests is very well resolved, from the point of view of the ruling party - they found an excellent platform, which is neither in the center nor in the industrial zone, so that both the sheep are safe and the wolves are fed. The pension protest was quieter than, probably, anywhere else, although this is partly the “fault” of the population of Yoshkar-Ola, which does not come to rallies even on weekends in good weather.

    The communists reduced the degree of their opposition, stretching the protest over several rallies and losing the opportunity to fight for a referendum on pensions in a rather unsightly and inconspicuous way. In addition, it seems to me that the stake on old slogans in the spirit of "Proletarians of all countries, unite" or "All power to the workers" does not play in their favor. Regardless of the content, an old-fashioned presentation is always bad on its own. Even the same thought would be better wrapped in a different package. But Sergei Kazankov distinguished himself with his bottle, which “voted” in the State Duma instead of Zhores Alferov. Some write that Kazankov disgraced himself, but it seems to me that rare funny moments, if recognized and not hidden, even increase the rating. The deputy did not hesitate to answer the question of a local journalist right in the comments feed on Facebook, and from such moments, in general, movement begins in the right direction in relations between deputies and their voters.

    The draft law on the optional study of native languages, despite its rather passive discussion in Mari El (and especially the lack of official statements), in my subjective opinion, still added to the rating of national associations.

    Returning to Evstifeev, he probably had the task of calming the situation after what Markelov had done, and as a crisis administrator he completely coped, calmed down the opposition and lulled the people. Sometimes it seems that Mari El is not Russia at all, in a good sense of the word.

    Only Roskomnadzor, with its idiotic case against Man and Law, reminded us what country we live in. The growing activity of the department is frightening, so this time I give the head of the RKN a higher rating, grimacing and hoping that this will pass soon.

  • Public figure

    At present, almost all participants in the rating have sank significantly. This is due to the fact that in the public space and public life they became less active. Moreover, there are no long-term strategic agendas in the region. Everyone performs his own small tasks, and it is not clear that the political and business elite of the region is included in one common cause. The conceptual framework for the development of the region is not defined, and the elite of the region cannot loudly voice their agenda.

Both articles featured a name, enough famous person in our republic, Mr. Polishchuk Konstantin Igorevich. Konstantin Igorevich, as the head of the K-Concert company, since 2005 has been organizing tours and concerts of famous Russian artists. In the past, Mr. Polishchuk was involved in politics, from 1999 to 2004 he was a deputy of the State Assembly of the Republic of Mari El of the third convocation, and also acted as chairman of the Fund of the President of the RME for the support of culture. He was deputy chairman of the permanent Commission on social policy, health and youth affairs. In 2002, Mr. Polishchuk created a public charitable foundation of the Republic of Mari El "Konstantin Polishchuk Foundation" and supported youth projects at various competitions. At the same time, his foundation opened a helpline for schoolchildren. In 2004, Konstantin Polishchuk was a suspect in a criminal case on extortion. Two employees of his company extorted 4,000 rubles from the employees of the gaming salon. As soon as the fact of extortion was revealed, Mr. Polishchuk went abroad. But a few months later, when he returned to small homeland, he was put in a pre-trial detention center until all the circumstances were clarified. He later escaped punishment by cooperating with the investigation.

This summer, by volunteers tracking down pedophiles, Mr. Polishchuk was convicted of his sexual preferences, i.e. in love with young boys. One of the volunteers posted a questionnaire on a website on the Internet, on behalf of a fourteen-year-old boy in which Konstantin Polishchuk immediately became interested and after a short conversation invited the boy to a meeting (the text of this correspondence is given in the newspaper Local Time of October 2, 2012), at which he , instead of a young boy, "hunters" for pedophiles were waiting. Mr. Polishchuk at this meeting did not deny his non-traditional orientation, but categorically rejected the connection with underage boys. Volunteers called the police, after which, Konstantin Igorevich was taken to the police department to testify.

The final decision to initiate a criminal case has not yet been made, - explained the deputy prosecutor of the city of Yoshkar-Ola Andrey Dudkov. - IN this moment the material is being checked by the investigative committee, after which a legal assessment of all the circumstances of the incident will be given.

In connection with the above, we would like to appeal to the Deputy Head of the Government, the Minister of Culture, Press and Nationalities of the Republic of Mari El, Vasyutin Mikhail Zinovievich, with a request to sort out the moral character of a person who suits public events in our Republic with the involvement of young people. We strongly ask you to make a decision that does not allow people with such sexual inclinations to work in the field of culture of the Republic of Mari El.

Minister of Culture of the RME Mikhail Vasyutin tried to refute the data of the social. surveys of the “Public Opinion” Foundation and the analytical study “Finno-Ugric peoples: yesterday, today, tomorrow”

An official response came from the Government of the RME regarding the analytical article of the expert of the Public Committee for Combating Corruption in Mari El, Alexander Fridom, on the situation in the field of interethnic relations in the republic.

Mikhail Vasyutin, Deputy Prime Minister and Minister of Culture of the RME, said that Alexander Fridom's information and comments about the Finnish state television plot about the ethno-political situation in Mari El do not reflect the real situation in the sphere of interethnic relations of the republic.

Unfortunately, the Minister of Culture, Press and Ethnic Affairs, Mikhail Vasyutin, did not bother to explain and provide at least some specific data confirming that Alexander Fridom's information is not true.

Let us pay special attention to the fact that Mikhail Vasyutin, deputy head of the RME government, refused to comment on the extremely critical Finnish state television report on the national situation in Mari El. In this regard, we have a question for a high-ranking official Vasyutin - it turns out that you agree with the critical data on the situation in Mari El, which were given by the journalists of the state television of Finland?!

If the Minister of Culture, Press and Ethnic Affairs Mikhail Vasyutin does not agree with the information provided by Finnish journalists, then a reasonable question arises. Why is there still no official refutation of this information, which causes reputational and image damage to both the Republic of Mari El and the Russian Federation?!

Perhaps Mr. Vasyutin is afraid of spoiling relations with officials from Finland, who will pay an official visit to the republic in March 2014. It is one thing to answer that there are no problems and Mari El is a paradise on earth, for ordinary residents of the republic, and another thing is to officially refute (unless, of course, the information is true) the material prepared by journalists who are directly related to the government of Finland.

What if officials from Finland take offense at Minister Vasyutin?! There will be problems with Schengen visas - and the vacation will have to be spent not in the European Union, but in Mari El. You can also lose invitations to a huge number of Finno-Ugric congresses, seminars and meetings in Finland and other EU countries. What congresses and meetings will then fly to at the expense of the RME budget, Deputy Prime Minister Mikhail Vasyutin and his legion of bureaucrats from the Ministry of Culture?!

We also have a few questions regarding the official response of the RME Minister of Culture, Press and Nationalities. Request to Mikhail Zinovievich Vasyutin specifically and as detailed as possible to answer the following questions:

1) Do you think that one of the reasons for the international ethno-political conflict that arose in Mari El was the extremely ineffective actions and policies of the government of the republic?! As a result, the State Duma, the Ministry of Foreign Affairs and the Government of Russia had to make excuses in the international arena (officially refute the resolution of the European Parliament “On Violation of Human Rights in Mari El”) for the mediocre activities of the regional leadership.

2) You stated that the information provided by Alexander Fridom in his analytical article does not correspond to the real state of affairs. It turns out that Mikhail Vasyutin, deputy head of the government of the RME, is ready to refute the data of the study “Finno-Ugric peoples: yesterday, today, tomorrow”.

Let me remind you that the authors of the fundamental study “Finno-Ugric peoples: yesterday, today, tomorrow”, dedicated to the issues of ethno-demographic, socio-political and cultural development of the Finno-Ugric peoples in 2002-2008, were not only well-known scientists and experts, but also a number of high-ranking officials from the Finno-Ugric regions of Russia. In particular, Mari El was represented by an official close to Mikhail Vasyutin - the head of the department of interethnic relations of the Ministry of Culture of the RME, Eric Yuzykain. Now Mikhail Vasyutin's protégé has been hired as a director State Philharmonic the estate of Yakov Eshpai.

We emphasize that special attention in the study was paid to the socio-economic development of the Finno-Ugric regions of Russia. According to the data presented by the experts of the study “Finno-Ugric peoples: yesterday, today, tomorrow”, 7.3% of Mari do not have enough money for food even according to the traditionally low regional consumption rates.

22.7% of Mari do not have money to buy new shoes and clothes; 41.8% of Mari cannot afford to buy large household appliances. And only 0.5% of Mari do not experience any financial problems and can afford to buy a car and an apartment! Thus, at least 70% of the Mari in Mari El live in poverty!

The Mari, like all the peoples who live in Mari El, are extremely dissatisfied with the activities of the regional authorities headed by Leonid Markelov. To the question “Do you notice dissatisfaction with the regional authorities around you ?!” 30% of Mari answered in the affirmative, and only 9.7% of Mari believe that dissatisfaction with the authorities is decreasing.

According to the data of sociological surveys “Finno-Ugric peoples: yesterday, today, tomorrow”, 35% of Mari believe that with the help of protests it is possible to achieve a solution to many problems in Mari El, and 29.8% found it difficult to answer this question and 35.2% believe that the protests will lead nowhere.

41.8% of Mari in Mari El assess the activities of regional bureaucrats negatively. The authors of the study “Finno-Ugric peoples: yesterday, today, tomorrow” came to the conclusion that “the answers to these questions indicate the presence of significant social tension in the Finno-Ugric regions.”

The reasons for irritation with the activities of the regional authorities are different. More than a third of respondents are dissatisfied with the socio-economic situation in Mari El. The most emotionally “colored” reasons for dissatisfaction with the regional authorities are personnel and managerial policy. Here are just a few of the responses:

Insolvency, unscrupulousness, lethargy;

Too far from the problems of the people; the authorities are flirting with the people;

Incompetence and bureaucracy;

Forget about their promises;

Nothing changes, they live in their own clan and do not want to know anything, to hear anyone;

CORRUPTION.

Another important result of the study was the data that the people are extremely dissatisfied with the regional authorities' disregard for the opinion of the Mari in the implementation of the most important problems in the region. The respondents were asked the question: “In your opinion, is the role of the Finno-Ugric peoples in the socio-political life of their region generally noticeable?” 35.9% of Mari believe that the role of the Mari in the socio-political life of the region is not actually noticeable. Only 11.7% of Mari believe that the activities of the indigenous people in Mari El are noticeable in the socio-political life of the region. 15% refused (obviously, very frightened) to answer this question.

According to the study, 40.3% of the Mari believe that the regional authorities should listen to and take into account the opinion of the Finno-Ugric peoples when making all the most important socio-economic and political decisions in the region.

According to the authors of the study Finno-Ugric Peoples: Yesterday, Today, Tomorrow, ignoring people's opinions, especially in the eyes of the national elites and the opposition, is the factor that can really turn a latent conflict into an open confrontation. In the Finno-Ugric regions, the so-called "behavior of the authorities" has already become a more pronounced conflict factor than the actual national problems.

Separately, it is worth dwelling on issues related to the development of the Finno-Ugric languages. According to the study “Finno-Ugric peoples: yesterday, today, tomorrow”, the number of Mari children studied native language in kindergartens decreased by 1.7 times! And this cannot be explained only by demographic processes (reducing the population of Russia in the last 20 years) - there is a lack of a competent national policy in Mari El. The number of children studying in meadow Mari decreased by 16.4%, and by 34.7% in mountain Mari.

We will wait from the Minister of Culture of the RME Mikhail Vasyutin for a detailed refutation of the data cited by Alexander Fridom from the study “Finno-Ugric peoples: yesterday, today, tomorrow”, or a public apology for the outright lie that a high-ranking official wrote in response to an expert of the Public Committee for Combat with corruption in Mari El.

3) We are also waiting for a detailed refutation of the sociological data of the Public Opinion Foundation from Mikhail Vasyutin, or a public apology to Alexander Fridom. Let me remind you that an expert of the Public Committee for Combating Corruption in Mari El, in his analytical article, cited data from opinion polls of the Public Opinion Foundation, according to which the RME was included in the top twenty regions of Russia with the highest level of protest sentiment. The proportion of citizens who allow themselves the opportunity to take part in any protests in Mari El exceeds 30%!

According to the research conducted by the Public Opinion Foundation, to the question “What should a protest action be about in order for you to take part in it”:

32% of Mari El residents are ready to take part in protests due to distrust in the work of regional authorities (discontent is associated with rising unemployment, failed social policy, corruption and bureaucracy, the deplorable state of the economy, problems with preschool).

19% of the inhabitants of Mari El answered that they were ready to take part in protests in connection with the low level of wages and pensions and the difficult financial situation.

8% of the inhabitants of Mari El are ready to protest against the constant rise in prices.

It should be noted that the growth of protest moods is associated with the constantly deteriorating socio-economic situation in the region.
