I. General provisions.
1.1. These Regulations regulate the activities of club formations operating in the State Budgetary Institution of Culture of the city of Sevastopol "Cultural and Information Center" (hereinafter referred to as the Institution).
This provision has been developed on the basis of:
- constitutions Russian Federation;
- Law of the Russian Federation "On Education";
- federal law dated July 24, 1998 No. 124-FZ “On the Basic Guarantees of the Rights of the Child in the Russian Federation”;
- Model regulation on educational institution additional education children, approved by the Decree of the Government of the Russian Federation of 03/07/1995 No. 233;
- Charter of GBUK "KIC".
1.2. This Regulation is approved by the Deputy Director (Executive Director) and is a regulatory local act regulating the activities of the institution.
1.3. Club formations include circles, groups and studios of amateur art and technical creativity, amateur associations and interest clubs, public universities and their faculties, schools and courses of applied knowledge and skills, physical education and sports clubs and sections, health and tourism groups, as well as other club formations of creative, educational, sports and recreational and other directions, corresponding to the basic principles and activities of the institution.
Citizens of Russia from 3 to 80 years old can participate in club formations. Refusal to enroll in a budget team can only be due to the lack of free places in the budget team. The number of budget places is regulated by the number of staff units.
The following categories of citizens enjoy the priority right to enroll in budgetary groups:
- children of single mothers;
- disabled children;
- children of employees of the Center;
- students.
1.4. Club formations can carry out their activities:
at the expense of budgetary financing of the institution;
on the principle of partial self-sufficiency using the funds of the institution, as well as at the expense of funds received from its own activities;
on the principle of full self-sufficiency using funds received from own activities and other means.
1.5. Club formations operating on a free basis, as well as other services to the population, are created on the basis of GBUK "KIC".
II. The procedure for admission to club formations.
2.1. Those who wish are enrolled in the club formations of the GBUK "KIC" after reading these Rules.
Children are enrolled in club formations on the basis of the parents' application for the admission of the child. Adults are enrolled in club formations after a personal application written in the approved form. By signing the application, the participant or parent (other legal representative of the child) undertakes to comply with these Rules.
2.2. Upon admission to club formations, it is necessary to pass an audition, an interview, and a screening.
2.3. The list of team members is approved by the head of this team.
2.4. Classes in club formations are held according to the schedule approved by the artistic director, who reserves the right to make changes if necessary. Organizational period from 1.09. by 10.10.
2.5. Classes are not held on public holidays.
2.6. In the days of autumn, winter and spring holidays, club formations continue their work.
2.7. In case of illness or absence of the child in the classroom, a certificate is provided. In case of systematic absence of classes, the participant is excluded from the team and is not allowed to attend classes.
2.8. Other extraordinary life situations(family circumstances, long-term illness, etc.) associated with missing classes of participants are considered by the administration of the Center on an individual basis.

3.1. By signing the application for admission, the participant (from 18 years of age), parents or legal representative confirms that the participant of the club formation does not have medical contraindications to attend classes.
3.2. In case of concealment of reliable information about the state of health or physical pathology of the child from the head of the team, all responsibility for his condition or attacks of illness in the classroom is borne by the parents or legal representatives.
3.3. For the life and health of the child outside the office (in the foyer, toilet rooms, locker rooms, etc.), the persons accompanying the children are responsible.

IV. The procedure for attending classes in club formations.

4.2. Participants and their accompanying persons are required to come to class 15-20 minutes before the start of classes. In case of systematic lateness to group classes, the head has the right not to allow the student to attend classes.
4.3. Participants must notify the supervisor in advance of the reason for absence from class or intention to terminate class. When feeling unwell participant, with symptoms of the disease, the head of the team has the right not to allow the participant to the lesson. It is strictly forbidden to attend classes during infectious diseases that pose a danger to others.
4.4. Participants must observe discipline in the classroom and strictly follow the instructions of the head of the club formation.

4.6. The head reserves the right to expel students in connection with the violation of these rules, the internal regulations of the Institution and deviations in the behavior of the child.


4.9. During creative process consolidated classes for participants in paid and free circles are allowed at the discretion of the head of the club formation.
4.10. Teaching aids, stationery, special clothes, shoes and other accessories necessary for classes are purchased by parents.
4.11. Participants are obliged to take care of the property of the Institution, teaching aids, musical instruments, costumes, etc. In case of damage by students to the property of the Institution, parents are obliged to compensate for the damage caused.
4.12. Participants are obliged to maintain cleanliness and order in the halls, halls, classrooms and toilet rooms.
4.13. The Administration of the Institution is not responsible for:

V. Organization of the activities of the club formation.
5.1. The club formation is created, reorganized and liquidated by the decision of the director of the institution. The team is provided with a room for conducting classes, it is provided with the necessary material and technical base.
5.2. Club formations can carry out their activities at the expense of budget financing and extra-budgetary funds received from their own activities, the provision of paid services, the funds of team members, including membership fees, earmarked income from individuals and legal entities, funds allocated for the development of the team, as well as voluntary donations.
5.3. Classes in groups are conducted systematically according to the approved schedule of classes (training hour - 4 5 minutes). Class schedules may be amended as needed.
5.4. In agreement with the director of the institution, club formations can provide paid services: performances, concert programs, exhibitions, etc. Fees from the sale of paid services can be used for the development of teams (purchase of costumes, props, teaching aids, as well as to encourage the participants and the head of the club formation).
5.5. For the successes achieved in various genres of creativity, club formations of an artistic orientation can be presented with the title of "folk", "exemplary" group.
5.6. For the contribution to the improvement and development of creative activity, organizational and educational work members of club formations can be introduced to various types rewards: diplomas, badges of honor, other distinctions - on the basis of the relevant documents of the authorities.
VI. Management of the activities of the club formation.
6. For the management of club formations and control over their activities.
6.1. The general management of club formations is carried out by the deputy director of the institution. To ensure the activities of club formations, the head (deputy director) of the institution creates the necessary conditions, approves programs, work plans, schedule of classes.
6.2. The direct management of the club formation is carried out by the head of the team.
6.3. The head of the club formation is hired or released from it in the manner prescribed by applicable law
6.4. The head of the club formation is personally responsible for the organization creative work, the program, the content of the activities of the team, its development.
6.5. Head of the club formation:
- conducts a set of participants in the club formation and forms groups according to the degree of training; - forms the repertoire, taking into account the quality of the works, the performing and staging capabilities of the group;
- guides creative activity club formation to create artistically complete concert programs, works of fine, decorative and applied arts, etc.
- prepares performances of the club formation, ensures its active participation in festivals, reviews, competitions, concerts and public events;
- carries out creative contacts with other amateur and professional groups;
- organizes a creative display of the works of the club formation for the reporting period (reporting concerts, exhibitions, etc.);
- conducts regular creative and educational work in the team;
- develops a program of club formation (depending on the areas of activity), which is presented artistic director institutions;
- draws up an annual plan of organizational and creative work, which is submitted to the artistic director of the Institution;
- maintains a journal of accounting for the work of the club formation;
- presents to the artistic director annual report on the activities of the club formation;
- provides the artistic director with an analytical report ( comparative analysis development of the club formation for the year);
- draws up other documentation in accordance with the Regulations on the team;
- constantly improves his professional level, participates in professional development events at least once every 5 years.
6.6. The number, occupancy and approximate minimum standards for the activity of a club formation are determined and approved by the artistic director of the institution according to the forms in accordance with Appendix 2 for a club formation funded from the budget of the institution.
VII. Remuneration of the leaders of club formations.
7.1. Official salaries of the heads of club formations are established in accordance with the wage system established by local governments
7.2. IN work time the head of the club formation (with a norm of 40 hours -work week) the time required to perform all types of work aimed at the implementation of creative plans club formation (group and individual rehearsals, special classes, work with an accompanist, work on the selection of repertoire, arrangement, correspondence and copying of notes, selection, recording and editing of phonograms, preparation and conduct of folklore expeditions with subsequent transcription of expeditionary recordings, work with artists on costumes and for the design of performances and concert programs, solving organizational issues, etc.), which are carried out both directly in the base institution and outside its location.
7.3. Official salaries for the leaders of circles are set for 3 hours of circle work per day, for accompanists - for 4 hours of work per day. For these employees, a monthly summarized accounting of working hours is established. In cases where the leaders of the circle and accompanists cannot be fully loaded with work, their work is paid for the established amount of work at hourly rates.
7.4. Calculation of hourly payment is made by dividing the monthly official salary of the head of the circle by 76.2 (the average monthly number of working days is 25.4, multiplied by 3 hours); accompanists - by 101.6 (average monthly number of working days - 25.4, multiplied by 4 hours).
Annex 1
to the Regulations on the work of club formations in the GBUK "Cultural Information Center"
The procedure for admission to club formations on a paid basis.
I. General provisions.
1.1. These Rules are developed in accordance with the Charter of the State budget institution culture of the city of Sevastopol "Cultural and Information Center".
1.2. Club formations operating on a paid basis, as well as other paid services to the public, are created on the basis of the Institution on a contractual basis with their members.
II. Admission procedure and payment.
2.1. Participants (over 18 years old) are enrolled in the club formations of the Institution after reading these Rules, on the basis of an application for admission, after signing the contract. Participants (under 18 years of age) are enrolled in club formations after the parent or legal representative has become acquainted with these Rules, on the basis of the application of the parent or legal representative for admission, after reading the Public Offer Agreement posted on the official website of the Institution.
2.2 The number of participants in a club formation operating on a paid basis must have at least 15 people. For club formations with private lessons 7-9 people.
2.3. The list of members of the club formation is approved by the head of this team.
2.4. Upon admission to the club formation, the participant undergoes an interview.
2.5. Classes in club formations are held according to the work schedule.
2.6. Payment for classes in club formations on a paid basis is made monthly. Until the 25th day of the current month, payment for the next month is made. From the 1st day of the next month, members of club formations are allowed to attend classes only upon presentation of a payment document.
2.7. Collection of payment is made strictly through the cash desk of the Institution on forms of strict accountability or through a bank. Cash are recorded as income from income-generating activities and are credited to the settlement account of the Institution.
Parents are issued a document (subscription) on payment, which is kept throughout the entire period of classes.
2.8. Classes are not held on public holidays.
2.9. When collecting fees for participation in paid club formations, the provision of benefits is considered on an individual basis by the management of the Institution, in accordance with applicable law.
2.10. In case of illness or absence of the child in the classroom (more than half of the classes), a certificate is provided. In this case, no fees will be charged for missed classes. In the absence of a document confirming the illness of the child, recalculation of the payment is not made. Payment is made in full for the seat that is retained by the child.
2.11. In case of cancellation of classes due to the illness of the head of the club formation, the head is assigned an additional lesson.
2.12. Other extraordinary life situations (family circumstances, temporary financial difficulties, prolonged illness, etc.) associated with the payment of participants' classes are considered by the administration of the Institution on an individual basis.
2.14. In the event that a participant stops attending classes for reasons beyond the Institution's control, the money paid for the classes will not be returned.
III. Regulations on the health of members of club formations.
3.1. By signing the application for admission, the participant (from 18 years old), parent or legal representative confirms that the participant of the club formation has no medical contraindications for attending classes.
3.2. In case of concealment of reliable information about the state of health or physical pathology of a child from the head of the club formation, all responsibility for his condition or attacks of illness in the classroom is borne by parents or legal representatives.
3.3. For the life and health of the child outside the office (in the lobby, toilet rooms, locker rooms, etc.), the persons accompanying the children are responsible.
3.4. Members of the club formation with disabilities must attend classes accompanied by a responsible person who, if necessary, can provide first aid. A representative accompanies the participant to the practice area and is located in the lobby.
IV. Order of attendance.
4.1. Participants must attend classes as scheduled.
4.2. Participants and their accompanying persons are required to come to class 15-20 minutes before the start of classes.
4.3. Participants are required to notify the supervisor in advance of the reason for absence from class or the intention to stop classes. In case of poor health of the participant, with symptoms of the disease, the head of the club formation has the right not to allow the participant to the lesson. It is strictly forbidden to attend classes during infectious diseases that pose a danger to others.
4.4. Participants are obliged to observe discipline in the classroom and strictly follow the instructions of the head of the club formation.
4.5. Parents are allowed to attend classes only at the invitation of the head, except for "open" classes.
4.6. The head reserves the right to expel students due to violation of the rules of payment, internal regulations and deviations in the behavior of the child.
4.7. During the year, the Establishment holds planned events: holidays, festivals, competitions, creative and academic evenings, reporting concerts and performances, etc. Participation in these events is also part of the creative process and is mandatory for members of the club formation.
4.8. The participation of children in the activities of the Institution (general rehearsals, concerts, competitions, holidays, etc.) is part of the creative process and is mandatory for members of the club formation.
4.9. Teaching aids, stationery, special clothes, shoes and other accessories necessary for classes are purchased by the participants on their own.
4.10. Participants are obliged to take care of the property of the Institution, teaching aids, musical instruments, etc. In case of damage to property, participants are obliged to compensate for the damage caused.
4.11. Participants are required to maintain cleanliness and order in the halls, foyers, classrooms and restrooms.
4.12. Administration is not responsible:
- for things not handed over to the wardrobe,
- for personal belongings left unattended in the foyer and changing rooms.
4.13. Participants are required to:
- follow the rules of internal labor regulations;
- pay for paid services in the approved manner and on time;
- systematically attend classes and fulfill all the tasks of the leaders of club formations in a timely manner.
4.14. Club leaders are required to:
- Conduct classes and cultural and educational events in accordance with approved plans and individual plans.
- Conduct classes on the days and hours set by the schedule.

On the eve of the celebration of National Unity Day, the libraries of the Centralized Library System of the Przemysl region hosted events dedicated to this relatively young holiday, which has been celebrated since 2005, but has its roots deep in the past of Russia.

A thematic journey through the pages of Russian history took place in the central regional library"Day of national unity through the chronicle of centuries". It was attended by students of the Przemysl technical school of transport operation. Students made an excursion into the historical past of Rus', got acquainted with the events of 400 years ago, which caused the birth of the holiday of national unity.

The hosts told about the events of 1612, when the militia led by Kuzma Minin and Dmitry Pozharsky liberated Moscow from the Polish interventionists, demonstrating the heroism and solidarity of the entire people. The popular movement saved the Russian statehood. At that time, the best features of the Russian people appeared - their steadfastness, courage, selfless devotion to the Motherland, readiness to sacrifice their lives for her sake. Open Literature Review "Chronicle of Russian Glory" and a presentation on the topic complemented the story of the librarians and visually introduced the students to the feat and unity of the multinational Russian people. At the end of the event there was a demonstration documentary"Trouble".

These beautiful verses opened the hour of history in Korekozevskaya model library "Unity is strength" dedicated to the Day of National Unity. The event was attended by 22 people. A book exhibition was organized under the title: Unity is our strength! Pictures of the history of ancient Rus', portraits of great heroes - Minin and Pozharsky, Alexander Nevsky and other national heroes of Russia flashed on the big screen.

To reinforce what was heard and seen, a quiz about the holiday was held. Answering the questions of the proposed quiz, they remembered the names of the heroes of Russia, feats of arms great ancestors. During the meeting, the children were able to understand that the history of Russia teaches us: apart, one by one, you cannot do what can be done together. At the end of the meeting, they were asked to join hands and say the slogan to everyone together: The main thing is together! The main thing is together! Then they offered all the children, as a sign of friendship and unity, to cut out their hands from colored paper and place them around a globe specially prepared for this day. The result was a very beautiful, voluminous picture - "The Symbol of Friendship", which now adorns the children's corner of the model library.



A historical excursion was held in the Mountain Library "And Rus rose from her knees in her hands with an icon before the battle." The guys plunged into the era of the Time of Troubles, learned about what events became the basis of national unity, what the name of this holiday means, why it became necessary to revive it. At this event, they remembered those who, in a difficult time for the country, showed selfless love for the Fatherland, the greatest valor and heroism. Such an event forms in the younger generation a sense of pride in their people and its history, love for the Motherland.

By the Day of National Unity, a historical excursion was held in the Silkovska Library on November 3 "Sons of the Fatherland who liberated Russia". At the beginning of the event, the librarian spoke about the greatness of our Motherland, about Russian people who are ready to defend their Fatherland, not sparing their lives. Then the guys watched the video "November 4 - Day of National Unity." The content of this film introduced children to the events of 400 years ago, which caused the birth of the holiday - National Unity Day. On the Day of National Unity, the Grigorov Library held a thematic hour "Unity is our strength." The book exhibition "Russia - the Holy Motherland" has been arranged in the library. The event took place in the club. The librarian told about the history of the holiday, about the concept of unity, the unity of peoples. Grade 4 students Gasparyan Lera and Karina read poems about the Motherland “I and WE” by V. Orlov and “Russia, Russia, Russia” by V. Gudimov.
