A LITTLE ABOUT THE LIBRARY

The mansion at 14 Sovetsky Prospekt is well known to Vologda residents. On September 1, 1970, a regional children's library was opened in this house, an architectural monument of the 19th century. For more than 35 years, the library has been welcoming readers of all ages, trying to satisfy their diverse interests and tastes. Toddlers come here with their parents to choose a book and enjoy an evening of reading aloud. Adolescents are in a hurry in search of the necessary literature on a variety of topics. Often you can meet entire delegations from schools and kindergartens - these are participants in events held in the library. We are not bypassed by adults involved in the training and education of the younger generation.

The modern children's library is an open world focused on the living and changing needs of the child. Thanks to new technologies, the information capabilities of the library are increasing, interaction with various organizations and departments is being strengthened. Libraries are creating new structures, specializing and expanding the needs of readers.

The Vologda Regional Children's Library (VODB) is characterized by two directions: social partnership and active project activity. The interaction of the library with state and public organizations allows you to equally successfully solve the traditional issues of professional activity and actively work on the implementation of innovative projects.

In 2007, a new division was created in the library - Department library innovation. Search, creativity, forward movement are the principles of his activity. We look for and find non-traditional forms of work, study, generalize and implement best practices in practice.

Department of Library Innovations:

Studies and analyzes the experience of innovative activities of libraries in the country, region, creates programs for the introduction of innovations in the activities of the WODB;

Provides organizational and methodological support for the program and design activities of the library;

Organizes library-wide public events;

LEGAL PROGRAMS

Getting into difficult life situations, the child is often left alone with his problems and is forced to take care of his rights himself. Sometimes, unfortunately, choosing the wrong and not quite legal path. In our region - in one of the first - a position was introduced commissioner for children's rights. And in September 2004, under the government of the Vologda Oblast, a Children's Rights Service.

Service Tasks:

Control over observance of the rights, freedoms and legitimate interests of children living in the region;

Work to restore the violated rights, freedoms and legitimate interests of children.

It should be noted that services for the rights of the child are not available in all regions of Russia. The Children's Rights Service of the Government of the Vologda Oblast works with the governor and his deputies, and therefore has administrative leverage to protect the rights, freedoms and legitimate interests of children.

Commissioner for Children's Rights Valentina Aleksandrovna Golovkina is a frequent visitor to the library. She assists the library with books and methodological materials on legal topics, takes part in events aimed at developing a respectful attitude towards the law among children and adolescents.

In 2004, the library began business cooperation with the regional representative of the ConsultantPlus company, Business Soft LLC, within the framework of the non-commercial project “Information Support Program for Russian Libraries”, thanks to which the databases of the family of legal reference systems (RLS) are installed and updated weekly in the library. Consultant Plus". The company provides preferential access to its information resources, trains the library staff to work with legal reference systems, provides the library with the necessary educational literature according to the systems of the "ConsultantPlus" family.

Our visitors can independently work with electronic databases (three computer places for users - in the department of documentary and information support for education). If it is difficult for them to navigate on their own, then they receive the necessary information with the help of a consultant (one computer place in the methodological department, one in the information room, one in the department of children's reading leaders). We provide information not only to children, but also to parents, teachers, educators, students, as well as to all interested parties.

Practice shows that the guys use not only traditional printed publications: they easily and with pleasure turn to electronic sources.

A very large number of requests fall on the thematic selection of official information. Requests are very diverse - from tasks solved by human rights organizations to benefits provided to children with disabilities.

Library staff have developed and are holding events for readers using the ConsultantPlus SPS. During these events, working with documents, students of city schools gain knowledge about the basics of the legal system Russian Federation, the state and economic structure of the country, international human rights law. All this information is useful for schoolchildren in cognitive terms, as it contains many definitions and concepts relating to various aspects of the life of the state and society.

In September 2006, the library took part in I Regional competition "For the best use of reference legal systems "ConsultantPlus"" organized by the regional representative of "ConsultantPlus" LLC "Business-Soft". The competition was held in absentia, assessments were made according to the following criteria:

Since 2007, our library, together with the Department of Education of the Vologda Oblast and Business-Soft LLC, has been conducting Regional legal competition for schoolchildren.

The regional legal competition is held annually in three stages:

District correspondence;

Intermediate - training the winners of the district stage to work with the ATP "ConsultantPlus" and performing practical tasks using the system (conducted on the basis of district libraries and / or educational institutions);

Regional (final).

To participate in the first, correspondence stage of the competition, it is necessary to send written answers to two questions to the organizing committee: practical and theoretical.

In 2008, in order to draw the attention of high school students to events in the political life of our region and country, the theoretical question was formulated as follows: “Do you think participation in elections is a right or an obligation? Justify your answer." The practical issue required the ability to draw up a legally correct receipt. The works of the contest participants showed the importance of legal knowledge in the life of modern society. 200 works from 17 districts of the region were sent to the organizing committee.

Based on the materials of the Regional Legal Competition, the library published a collection of creative works by students of grades 10–11 of the Vologda Oblast schools “Elections through the Eyes of Future Voters”. The solemn ceremony of summing up the competition took place in May in the Legislative Assembly of the region.

We believe that the library, in cooperation with the regional representative of the SPS "ConsultantPlus", actively uses the information resources it has.

COOPERATION WITH EDUCATION

A cooperation agreement was signed between the WODB and Vologda Institute for the Development of Education. Within the framework of the agreement, the following goals and objectives of joint activities are defined:

Attracting the attention of the public and government agencies to the support and development of reading for children and adolescents, parents, teachers, librarians;

Revival of the value of reading, increased interest in books and literature, development of children's literary creativity;

Creation of a system of informing the population on issues of children's and family reading, selection and application of the most effective forms and methods of work, exchange of accumulated experience;

Participation in advanced training of school and children's librarians in the field of:

Modern technologies support and promotion of children's reading,

Literary local history,

Aesthetic, patriotic, legal education, etc.;

Exchange of experience between librarians at the regional and all-Russian level.

The library continues to cooperate with general and additional education . We provide methodological and organizational assistance to teachers in holding major city events of various kinds. Throughout the year, library staff conduct a cycle of events for various library programs.

Since February 2008, WODB started to conduct for Vologda schools action "Day of the regional children's library at school".

Action objectives:

Demonstrate the possibilities and information resources of the library;

To intensify cooperation and unite the efforts of schools and libraries in the upbringing, education and cultural development of young citizens.

On this day, library staff, arriving at the school, introduce teachers to book novelties on teaching methods and extracurricular activities, as well as to the methodological materials of the WODB. Literary games, library lessons, music lessons, reviews of periodicals. The new form of work turned out to be interesting, relevant and in demand: new readers appeared in the library, attendance increased. We are confident that holding such events in the city's schools will become a good tradition for WOCS.

CHILD WITH FAMILY AND WITHOUT FAMILY

The children's library cooperates with social service institutions for families, women and children: Territorial center for social assistance to families and children and social rehabilitation center for minors "Phoenix".

One of the activities Territorial Center for Social Assistance to Families and Children is work with children on health-improving, rehabilitation, preventive, correctional programs. For the day-stay rehabilitation group "Chance", for teenagers who find themselves in a difficult life situation, the library specialists have developed a series of events on legal topics "In the Name of the Law". In these classes, the guys get acquainted with their basic rights and obligations, find answers to relevant questions (What is a right? What rights exist? Where are they recorded?); show their knowledge in the field of the rights and freedoms of the child; discuss situations related to the violation of these rights. We try to help the child not be left alone with their problems, together with them we are looking for answers to the most important questions, we are trying to teach them to distinguish good from evil. A serious and confidential conversation with a teenager about his rights and obligations within the walls of the library helps to form the right life guidelines.

Social rehabilitation center for minors "Phoenix" is another institution where children are not only provided with medical and psychological and pedagogical assistance: here they can also live and eat around the clock. His students are frequent visitors to the library. The children take an active part in all the competitions that she holds. Working with the social rehabilitation center "Phoenix", we were convinced that there are no difficult children. There are children with “free”, unrealized energy, which is important to direct in the right direction. All activities carried out for the children of this center contribute to the creation of a healthy moral and psychological climate, a friendly style of relationships - all that helps in the formation of the right position in life.

The library also has experience of cooperation with special educational institutions for minors of a closed type. This is, first of all, Temporary Detention Center for Juvenile Offenders (TSVNP). There are children from 8 to 14 years old. It is at this age that the formation of character and the formation of personality takes place. And on how this period develops in a person’s life, his future largely depends. Therefore, when working with this institution, we see our task in creating conditions for the “entry into life” of children with behavioral disorders.

The library provides professional assistance to the TsVSNP, using many library and information forms and methods inherent in it. The puppet shows prepared by the library staff seem especially fascinating to the children. For example, "Lord of Dust" - on the ecology of the home, held for World Health Day, and "The Book - the Eighth Wonder of the World" - for Children's Book Week. Juvenile delinquents are very worried about the puppet characters, lively answer the questions of the quiz. At first, such a reaction to the performances was unexpected for us. We are very pleased that we did not make a mistake by choosing this form of work. Children of this category are deprived of the warmth and attention of adults, so at such events they are grateful listeners and interlocutors.

HEALTH AND AROUND IT

For many years, WODB has been working with medical and preventive institutions of the region and the city in the field of promotion healthy lifestyle life. Acting in this direction, we managed to establish contact with the children's and adolescent service of the Vologda Regional Narcological Dispensary and continue cooperation with Regional Center for the Prevention of Infectious Diseases And Regional Center for Medical Prevention. Specialists of the prevention departments of these institutions have prepared thematic booklets that we use in our work. They contain information on HIV/AIDS, drug addiction, hepatitis, STIs 1 intended for teenagers, their parents and teachers.

Every year on June 1, International Children's Day, the library holds campaign for International Children's Day And asphalt painting competition.

In recent years, on this day in the children's park opposite our library, employees of the Regional Center for Medical Prevention for Adults and Children open: a tent equipped with medical equipment is being set up, where everyone can measure their height, weight, blood pressure and get individual advice. Children's librarians organize and conduct outdoor games, contests, quizzes for the participants of the action, check the children's knowledge of the rules of a healthy lifestyle and human hygiene. All those who attended the event are offered booklets and memos prepared by the library together with doctors, promoting a healthy lifestyle.

Every year, together with the Regional Center for the Prevention of Infectious Diseases and the Department of Medical Prevention of the Polyclinic No. 1 in Vologda, on the eve of the International Day against Drug Addiction and the Spread of Drugs, a competition of children's posters promoting a healthy lifestyle, "I choose life!", is held. The competition is attended by children attending summer city and school camps, social and rehabilitation institutions.

Since 2006, the library began cooperation with Children and Adolescent Service of the Vologda Regional Narcological Dispensary. In a very interesting and exciting way, joint events are held in the library - trainings on the formation of healthy lifestyle skills.

“My health” is the name of a group lesson for schoolchildren of the city. The main goal of the event is the prevention of drug addiction, substance abuse, and smoking. Teenagers are invited to come up with advertisements for a healthy lifestyle. The guys themselves prepare advertising posters "Healthy Eating", "Healthy Family", "Healthy Rest", "Health and Sports". After completing the task, teenagers present their creative projects. The event ends with an advertising campaign in favor of health and an active, fulfilling life. Training also contributes to the development of the ability to defend one's position in life, teaches to overcome difficulties.

As part of the regional campaign "Quit smoking and win!" and the library program "Lifestyle - Health!" In February 2008, the WOCS and the Vologda Regional Center for Medical Prevention announced a regional competition of children's creative works "The new generation chooses a healthy lifestyle!".

By organizing this competition, we set ourselves the following tasks:

Promoting a healthy lifestyle;

Prevention of the use of psychoactive substances;

Development of creative abilities in children and adolescents.

The competition was held in two categories:

"My family is for a healthy lifestyle" - a competition of drawings and posters.

"Youth Against Tobacco" - a slogan contest (a slogan is a short slogan expressing some kind of judgment; a concise, clear and easily perceived formulation of an advertising idea).

More than 200 works were submitted for the competition in the nomination “My family is for a healthy lifestyle”. These are drawings and posters made in a variety of techniques (pencil, gouache, watercolor, pastel).

I was pleased that children of all ages (from first graders to graduates) from 13 districts of the region and the city of Vologda took part in the competition. It was not easy to determine the winner: all the children tried very hard and tried to show the importance and necessity of observing the laws of a healthy lifestyle.

After reviewing and discussing the submitted works, the competition commission, which included representatives of the Vologda Regional Center for Medical Prevention and the Vologda Regional Center for the Prevention of Infectious Diseases, determined the winners in three age categories.

Since 2008, within the framework of the library program "Lifestyle - Health!" library specialists, together with medical psychologists, conduct field seminars "Health as a personal resource" for heads and employees of children's libraries of the region, workers of social and medical services. The participants of the seminars get acquainted with the review of the literature on the topic "Healthy lifestyle", discuss the impact of nutrition and physical activity on human health, get acquainted with the risk factors for the development of non-communicable diseases. Social partnership in the activities of the municipal libraries of the region for last years has become one of the most important areas. It united all those who are not indifferent to the book, those who care about the fate of libraries, those who sincerely want to help the library in its daily activities and development. This cooperation helps to improve library services, make library events brighter and better, satisfies the need of users to obtain the necessary information andservices. Almost no event in the library, perhaps, is managed only by the librarians themselves, there are always reliable partners, volunteer assistants, sponsors and patrons, readers. Among the like-minded libraries today, one can name local authorities, representatives of organizations, institutions, the business community, the media, and, of course, readers.

Many library events and actions held in 2012 can serve as an example of successful cooperation.


One of the examples of positive cooperation between the CLS of Pskov in 2012 was the holding of an Internet round table "Formation of statehood in the North-West of Rus'" (Pskov - Veliky Novgorod - Izborsk). Partners of the local history library named after I.I. Vasilev, Pskov, Pskov State University, Pskov Museum-Reserve, Novgorod Museum-Reserve spoke.

The main social partner of libraries in the municipalities of the region are local authorities that provide support in the implementation of socially significant library projects and actions. Local governments are no less interested in the development of public libraries, since they are responsible for the quality of life of the local community, legal education and enlightenment of citizens, teaching them the basics of organizing life in new conditions, familiarizing them with culture and information.

Local governments contribute to the successful operation of libraries, take measures for their technical modernization, participate in their work, support both in innovative endeavors and in everyday work. Thus, the administrations of rural settlements of the Pustoshkinsky district responded to the petitions of the director of the district library and provided financial assistance to libraries in holding a subscription campaign for 2012-2013. The administration of the Alol volost financially supports the activities of rural libraries. The Pustoshkinsky bakery provides material support to the library, and the library has opened a book mover at the enterprise.


Libraries, in turn, carry out information support for state authorities and local self-government. Receptions of deputies, meetings of heads of district administrations and other events are held in many rural libraries. At the round table "Novorzhevskaya culture: history and modernity" in the central regional library, administration workers and library specialists jointly discussed the state of culture in the region. The assessment of the activities of institutions as a whole was given by the head of the department for culture, youth policy and sports of the District Administration E.E. Stepanova. An example of positive cooperation in the Novorzhevsky district is the holiday program for the Day of Family, Love and Fidelity, prepared jointly with the participation of the Zhadrytsky rural branch - the library, the village club, the administration of the rural settlement "Zhadrytsy", the Center for social services for the population of the district. The holiday turned out to be solemn and kind, thanks to joint efforts.

In the countryside, librarians actively work with local governments, help hold citizens' gatherings, notify the population about fire safety measures, congratulate veterans on holidays at home, help them collect various certificates, participate in organizing and holding volost days. Representatives of local governments are frequent guests at events held by cultural institutions, incl. and libraries, and librarians are the most reliable assistants for them

In 2012, in the Nevelsky district, partnerships were established with the leaders of the family eco-camp (Moscow), which is located in a picturesque place in the village of Fenevo in the Nevelsky district. Their concept is active and educational recreation. An example of cooperation is the holding of master classes, training seminars on the basis of rural libraries of the Nevelsk Central District Hospital. In 2012, such an event was held on the basis of the Trekhalev village library. Business partnerships and interaction better reveal the possibilities of libraries, help to convey information to users in a brighter, more spectacular form.

Libraries and local administrations are implementing joint targeted programs and local history publishing projects. Employees of the Central District Hospital of the Velikoluksky District, together with the regional Administration, took an active part in the preparation for the publication of the book "Historical milestones of the Velikoluksky land" (on the occasion of the 85th anniversary of the Velikoluksky District). The CRH specialists prepared and held a presentation of the book, and the library received 40 copies as a gift from the administration. books. Many municipal libraries have developed strong partnerships with local chapters of creative unions, political parties and community organizations. Permanent social partners of the libraries of Velikiye Luki are committees and departments of the City Administration, libraries of other departments, almost all cultural institutions: Velikiye Luki Drama Theatre, Children's Music Schools and the School of Arts, the House of Culture, the Museum of Local Lore and the Local Lore Society, a branch of the United Russia party , public council for historical and cultural heritage, the council of veterans, the society of the disabled, the media and others. All city actions and holidays are held in collaboration with social partners. So, schools, cultural institutions, public organizations, etc. took part in the program "A corner dear to my heart" on City Day with libraries.

Last year, new partners appeared: a nursing home for the elderly and disabled. The cooperation plans include holding joint events, providing library information resources, providing professional information to the staff of the boarding school, and for the residents of the boarding school, librarians presented a set of books at the first meeting. Libraries continue to cooperate with regional branches of the young public organization “Union of Women of Russia”. Thus, Gdovian libraries received support in the campaign “Grow up with a book, baby!”, They were allocated funds to purchase books for newborn babies and their parents. They also supported the regional project of literary youth readings “Young people read the classics”. The young men participating in the readings were presented with flash cards, the girls were given books. In the Dnovsky district, on the initiative of the regional branch of the Just Russia party, the all-Russian public movement "Social Democratic Union of Youth of Russia" in the Pskov region, cultural institutions and the central regional library, an action was held to collect books in the regional libraries of the Dnovsky, Dedovichsky and Porkhov regions. During the election period, libraries cooperate with territorial election commissions and help prepare information for voters.

Libraries of the region, in order to solve common problems, try to build mutually beneficial relationships with organizations, institutions and individuals.

In Velikiye Luki, the library's constant good partners are: schools and lyceums, colleges, technical schools, universities. For more than 16 years, cooperation with the Center for Social Services in Velikiye Luki has continued. More than 30 events were held during the year. Students have the opportunity to touch the work of many poets, writers, musicians. Partnerships with the creative teams of the Children's Art School and the Children's Art School make it possible to regularly organize exhibitions of works by students of the art school, holidays, theme evenings in the library. Cooperation between the library and the parish of the Church of the Ascension of Christ in Velikiye Luki, Pskov Diocese of the Russian Orthodox Church, promotes familiarization with the knowledge of Russian history, the history of the Russian Orthodox Church and the formation of a spiritually rich personality. The Sunday School operates in the reading room of the library.


Libraries of the Bezhanitsky district work together with shelters: in Kudeveri - with an orphanage, in Chikhachevo - with a boarding house for the elderly and disabled. Good partnership relations have developed with the regional Council of War and Labor Veterans, with the heads of primary veteran organizations in the field. In 2012 ra the list of social partners has expanded Kunya CRH: cooperation has been established with the Kunin branch of the Union of Pensioners of Russia and the socio-political organization "Children of War". Partnerships and business cooperation with the Center for Employment of the Population are successfully developing. During the summer holidays, eleven temporary jobs were created in the district library for the employment of underage citizens, incl. in Zhizhitskaya and Ushchitskaya rural libraries, teenagers provided significant assistance to libraries in their work.

Libraries of Loknyanskaya CRH in 2012 most closely cooperated with the Council of Veterans. Clubs for the elderly worked actively, library gatherings, holidays, and evenings were held. Many interesting events were held. For example, Loknyanskaya Central District Hospital took part in the celebration of Kushnarenko Street, designed posters for Veteran Compound 2012. In cooperation with the Office pension fund in the Loknyansky district, a literature distribution point was organized for employees of this organization, and its specialists throughout the year assisted in holding events for veterans, in the work of the Communication club. Together with the Society of the Blind, a seminar was organized and held on the topic: "The place and role of the library in the lives of people with disabilities." Huge methodological assistance was provided by the Loknyansk Central District Hospital of the Pskov Regional Special Library for the Blind and Visually Impaired, which provided the script for the evening and methodological recommendations for working with this group of library users.

A long-standing and reliable partner of all libraries in the Palkinsky district, the Council of War and Labor Veterans and its chairman B.T. Ilyin, together with whom meetings with Pskov writers are held in the libraries of the district, presentations of books by B.T. Ilyin are held, events for patriotic education are organized. The administrations of rural settlements act as partners of libraries in holding events dedicated to the Day of the Elderly, Victory Day, and celebrating the Days of Villages.

Cooperation with the State Department of Social Services for the Population of the Palkinsky District allowed the district library to establish close contact with the Weekend Club, which operates under this organization. Cooperation with the club is mutually beneficial: the district library has the opportunity to expand the circle of its users, to attract 23 new readers to reading, and the opportunity to hold public events of various kinds.Cooperation between the children's library and the Center for Social Services has been established in the district, which has made it possible to expand the range of servicesdisabled children.

In the Porkhov district with the participation of employees The Federal Migration Service of Russia for the Pskov Region held an event called "Culture of the Russian Language", which promotes the adaptation of foreign citizens in Russia. Together with the Pension Fund, a meeting was organized for members of the club "Evening meetings" with the head of the department for the appointment and payment of pensions and a "Legal educational program" was held. Representatives of the Pskov regional center "Prisma", the Union of Pensioners of Russia, the Pskov Drug Control Administration as consultants during the Days of a Specialist became frequent guests in the Opochetsk Regional Library. The circle of friends and partners of the Pushkinogorsk Central District Library includes more than 17 organizations and institutions of the village. The revival of the value of reading, an increase in interest in books and literature, the development of literary creativity in children and youth are helped by: the Union of Writers of Russia and the Union of Artists of Russia, many good and interesting deeds connect the libraries of the district with the Children's School of Arts named after S. S. Geichenko, secondary school named after A. WITH. Pushkin, sanatorium boarding school, Zaretsk secondary school. Correspondence tours of the Holy Places, hours of Orthodox conversation, dialogues - these are the events that took place within the walls of the library with representatives of the Orthodox Kazan Church and the Svyatogorsk Monastery.

The libraries of the Pechora Central Library Library have established strong partnerships with the Pskov-Pechersky Monastery, with the support of the monastery, libraries are being stocked with Orthodox literature. The Theological School operates in the Central District Hospital, which is headed by Abbot Khrisanf. On the basis of the library, meetings of two sections are held as part of the Korniliev readings. A stable partnership of libraries has been established with educational and cultural institutions, higher educational institutions, including Pskov State University, the Russian International Academy of Tourism, the State University of Service and Economics, etc. The result of close relationships has been an increase in the number of participants in city Olympiads, conferences, and readings. In the practice of joint work: holding professional events, seminars, Information Days, organizing offsite reading rooms.

For 10 years, the Velikolukskaya Central District Hospital named after. I.A.Vasilyeva is a platform for holding seminars, methodological associations and improving the level of professional knowledge of teachers. Three seminars for school librarians were held as part of the New Technologies - New Ways of Interaction program. Rural libraries of the Velikoluksky district (Borkovskaya, Porechenskaya, Kupuyskaya libraries) are expanding the content of their activities, combining the tasks of an information institution with the functions of a museum, an exhibition hall. So, the Porechensk rural model library is an exhibition hall for masters of applied art. Velikolukskaya Central District Hospital together with the Information and Cultural Center, the Borkovsky Museum named after the writer I.A. Vasilyeva annually holds the Front-line Poetry Festival "And the Muses are not silent."

Many library events are held by the MUK "Usvyatsky Regional Center of Culture" in cooperation with the Youth Department. Home Teachers children's creativity work closely with the children's department in holding children's holidays, matinees. From year to year, the relationship with the schools of the district is growing stronger.

There are more than 25 institutions, enterprises and public organizations among the permanent partners of the libraries of the Novosokolnichesky district. As the main partner in their work, they consider the Pskov Regional Universal Scientific Library. The POUNB website has become a daily assistant in the daily work of the district libraries. Thanks to the support of the methodologists of the regional library, it is now possible to post information about the life of the district's libraries on the library portal and keep abreast of the affairs of your colleagues and neighbors. In 2012, the partnership between the Novosokolnicheskaya Central District Hospital and the Department of Agriculture became closer and more mutually beneficial. In addition to informing, participating in the work of the club of flower growers, the training of agricultural specialists of the district by teachers of the All-Russian State Agricultural Academy was organized on the basis of the library. Good partnership relations have developed with the regional branch of the Pension Fund. At the request of the management, a movement was opened for specialists, assistance was provided in organizing mass events and exhibitions of folk art, and provision of transport.

Libraries of the Pskov region maintain contact with regional and local mass media, publishing houses, which help to comprehensively cover the events of library life in the region.

Speaking about the popularization of books and reading, library specialists in the region also note such a nuance of cooperation with regional media: it is necessary to start talking not only about the status of reading, but also about the status of reading good books that develop the spiritual world of a person, and the media can help with this.

Information support to the libraries of the region is provided by Internet information agencies: Pskov Information Agency, Pskov News Feed, Business Information Center, Pskovlive.ru and others. "Library Portal of the Pskov Region" ( portal. pskovlib. en) enables municipal libraries to tell about their activities in the virtual space. Throughout the history of its development, public libraries in Russia respond in a timely manner to the urgent needs and demands of society.

Relevance: At present, deep socio-political and economic transformations in society, land reform, the transition to a market economy, the development of the private sector, and so on, require special attention to the role of libraries.
The Russian Federal Law "On Librarianship" gives a precise definition of a library as "an information, cultural, educational institution that has an organized fund of replicated documents and provides them for temporary use to individuals and legal entities."
The library is a part of the social institution of the state, so it is natural that all social transformations are reflected in its reforms and functions. The content of the library's work must meet the needs of readers and residents of a particular area, it must help the population solve specific problems.
The library in the countryside managed to get out of the state of social depression, turned out to be a tenacious and demanded organism of the rural cultural community.
The library's need for contacts with social work institutions is enormous. Thanks to them, the possibilities of the library are increasing, the scope of its activities is expanding.
As a result, the position and organizational behavior of the library itself, its vision of its role in the life of the local community, along with other social organizations and institutions, are of particular importance. It is they who, at the same time, constitute the competitive sphere of the library, and are its partners and employees in solving many problems of activity and provision of resources.
The relevance of this topic lies in the fact that there is no theoretically substantiated experience of cooperation between libraries and social work institutions either in publications or in other sources. There are only a few publications in professional publications, which reveal the experience of interaction between libraries, applicable only on the territory of a particular region.
Of great importance are the problems of interaction between libraries and local authorities, which have now acquired an all-Russian scale. Despite this, neither the authorities nor the librarians have proposed effective ways to solve them.
In this regard, libraries need to develop a set of measures to create their positive image and advertise their services and capabilities.
This study is devoted to the interaction of rural libraries and social work institutions of the Zarinsky district. Public relations of the libraries of the Zarinsky district are fruitful and diverse, all parties are interested in them. Libraries are acquiring new partners, looking for new work with them.

Object of study: Interaction of rural libraries of the Zarinsky district CLS with social work institutions.

Subject of study: Problems and prospects for their solution in the interaction of libraries with institutions of social work of the district.

Purpose of the study: To identify the main directions, problems of cooperation between rural libraries and social work institutions and the prospects for their solution.

Tasks:
1. Identify the functions and tasks of rural libraries.
2. Consider the experience of interaction between the libraries of the Altai Territory and social work institutions.
3. Identify partners of rural libraries in the Zarinsky district.

The choice of library partners was based on the characteristics of the socio-economic structure of the villages of the Zarinsky district, which includes all of the above institutions and their representatives.

Knowledge: To date, there are a huge number of publications on the theory of conservation and development of rural libraries. They are diverse and require analysis. The problems of preservation and development of librarianship in Altai is a priority for the library industry. During the period of state reform, both theoretical research and practical experience of specialists are important.
Important information about the activities of rural libraries in the Altai Territory is contained in the releases of information publications of the Altai Regional Universal Scientific Library. V.Ya. Shishkov.
The collection “Rural Libraries of Altai: Problems of Preservation and Development” contains information about the problems of libraries in rural areas, about innovations in the work of libraries, about the creative activity of librarians, from the experience of libraries in the Altai Territory.

The range of problems considered in the collection is quite wide:

  • Interaction of libraries with local authorities, with social work institutions, with public organizations;
  • The place of libraries in the concept of rural development;
  • The functioning of the library as an information, cultural, educational center in the countryside;
  • Features of servicing various categories of the population.

The collection "Libraries and Local Governments" reflects the experience of the libraries of the Altai Territory as information, legal centers for the population and local authorities, published the experience of interaction between libraries and local authorities in the region.
In addition, materials on the activities of libraries are published by the central professional publications Library Science, Librarianship, Library, Bibliopole, School Library, Sotsis, Scientific and Technical Libraries.
The search for promising models for the development of the library space during the crisis has mobilized the creative potential of theorists and practitioners of librarianship.
The theoretical aspects of social and bibliosocial work, the interaction of libraries with social work institutions are considered by such authors as R. A. Trofimova, M. A. Ermolaeva, E. A. Fokeeva, T. N. Khuramova, L. G. Guslyakova and others.
A scientific school of biblio-social work has developed in Altai, headed by R. A. Trofimova. Her works are featured on the pages of regional and central professional publications. In the middle of 2000, the Department of Library Science and Bibliosocial Work of the Altai State Institute of Arts and Culture, together with the Altai Regional Universal Scientific Library. V.Ya. Shishkova conducted a study in 10 districts of the region, 95 rural libraries on biblio-social work were studied. The results of the study "State, problems and prospects for the development of biblio-social work in the villages of the Atai Territory" were published in the collection "Problems of Scientific Information Resources of the Libraries of the Altai Territory". The study revealed the underdevelopment of business relations between libraries and social work institutions in rural areas, the conservative tradition of treating them as absolutely autonomous and non-interacting structures, which manifested itself in the opinions of the majority of experts at the district level.
Librarians, in particular, E. I. Kuzmin note that not only the number of rural libraries and their distribution throughout the country should make them visible, attractive to society and the professional community, but above all the quality of service and the completeness of the information provided.
The material for this research work was the plans, programs, results of research of the libraries of the region, as well as reports on activities, information on the work of the libraries of the Zarinsk regional central library system and reports on the activities of social work institutions of the region.

Hypothesis:
1. The interaction of libraries with social work institutions is not carried out unilaterally.
2. Libraries are the initiators of cooperation with social work institutions
3. Thanks to contacts with social work institutions, the possibilities of libraries in working with readers are increasing, the scope of their activities is expanding.
4. Contacts of libraries with social work institutions are sporadic.

Research Base The study was conducted on the basis of the Zarinsky district CBS.

Approbation: The materials of the work were heard at the annual scientific-practical conference in April 2006.

Work structure: The work consists of an introduction, two chapters, a conclusion, a list of references and applications.
The introduction defines the object, subject, relevance of the problem, outlines the goals and objectives, methods for studying the problem, and puts forward hypotheses.
In the first chapter "Cooperation of libraries with social work institutions", presented in two paragraphs, the functions of libraries, their tasks, as well as the experience of cooperation between libraries of the Altai Territory and social work institutions are defined.
The second chapter "Interaction of libraries with social work institutions of the Zarinsk region: problems, prospects for their solution" reveals the implementation of the program of cooperation between rural libraries and social work institutions of the Zarinsk region "Library in village life". The results of the survey "Family Reading" and the experience of interaction between libraries and schools, medical and obstetric centers for the prevention of a healthy lifestyle, and the employment center of the district are presented.
In separate paragraphs, the experience of cooperation between the libraries of the Zarinsky Central Library Library and the district women's council in the framework of the program “Family. Women. Children", with the department of social protection of the population for the prevention of neglect of minors, the local administration of the villages of the district.
The study included the implementation of the "Library in Village Life" program, a survey of parents in the villages of Grishino, Novomonoshkino, Sredne-Krasilovo, Afonino on "Family Reading" and disclosure of the experience of rural libraries and social work institutions.

Chapter 1. Interaction of rural libraries with social work institutions.

1.1. Functions, tasks, partners of libraries in the countryside.
A significant part of the villagers today live in an environment of lack of information. At the same time, there is an increase in the reader activity of rural residents, associated primarily with the emergence of new professions, new technologies, which are inevitable in rural areas. Information requests of the villagers to a certain extent equaled the needs of urban residents. Their novelty and diversity are noted: problems of land legislation, taxation, lending, issues of pricing and investment policy, the introduction of new efficient technologies, the sale of agricultural products, and personal subsidiary farming.
The main tasks of rural libraries at the present stage are to provide access to all types of municipal information: providing information to enterprises, associations, representatives of households; assistance to users in literacy; promotion of systematic education and self-education of the villagers, especially the younger generation.
At present, more than ever, the need for reliable, complete and timely legal information is increasing. People need it in order to make an optimal decision that does not contradict the law in a certain life situation, to fully exercise or protect their rights. In connection with the letter of the President "On organizing the collection, storage and provision of information on local self-government issues in municipal libraries" (1997), library centers of municipal and legal information have become widespread in various regions of the country.
Despite the different possibilities, the task of every rural library is to become a reliable source of municipal legal information. At the same time, it must be recognized that the quality of legal information service at the district level mainly depends on the work of the Central District Hospital on the implementation of the law of the Altai Territory "On the legal deposit of documents of the Altai Territory". Independently resolving the issues of the life of the municipality, the local government issues management acts that are binding on all institutions, organizations, enterprises, officials and citizens located on its territory. Based on the Law, all official documents (charters of municipalities, resolutions, orders, decisions) must be transferred by both district and rural administrations to the district library. Providing the population with legal information at the federal and regional levels is achieved through the obligatory subscription of rural libraries to national and regional full-length newspapers (Rossiyskaya Gazeta, Trud, Altai Pravda, etc.)
Information support for entrepreneurship in the countryside is one of the important activities of rural libraries, which allows them to actively promote the economic development of their territory. It is farmers and private entrepreneurs who often need information that is ready to use, containing specific recommendations and advice, factual data of a business, commercial and financial nature.
Many farm managers are interested in collective information, therefore, by concluding contracts for information services, rural libraries work with agricultural production cooperatives, farms, veterinary stations and other agricultural enterprises. In a number of regions, the system of individual information services for agricultural specialists remains in demand: an agronomist, livestock specialist, head of machine and tractor workshops, an economist.
Rural business is not only production, domestic services and trade, taxes from which should become the basis of the village economy, but also personal subsidiary farms, which today produce 98.6% of potatoes, 88.9% of vegetables and more than half of livestock products in the region. For villagers, part-time farming is a good and sometimes the only way to earn money. Libraries can help them with this by providing information services on the economics of homestead and household economy, homestead life. The library clubs Khozyain, Dokhod, Doyarushka, operating in many districts, have proved their viability.
In the context of the rapid process of updating knowledge, the library becomes the center of knowledge in the broadest sense of the word. Many public figures, scientists, and writers in Russia talk about the emergence of secondary illiteracy in the country and a decline in interest in reading. Libraries are more responsible for promoting reading, developing the imagination and creativity of children and young people. Considering that the network of preschool institutions, especially kindergartens, has been greatly reduced in the countryside, libraries are called upon to provide even the youngest readers who comprehend the letters with everything necessary for their spiritual development.
Rural libraries have accumulated considerable experience in this traditional direction. The role of libraries in the information support of education has increased, the demand for literature to help master the educational process has increased, and there have been serious changes in the school curriculum.
In recent years, at the initiative of local authorities, a merger of rural and school libraries has taken place in a number of districts. However, despite the common work, these libraries have fundamental differences. If the school library, first of all, should provide the educational process of the school, then the rural one is designed to develop the desire for self-education, self-education, and the organization of full-fledged leisure. In addition, rural libraries provide an educational process not only for young people and schoolchildren, but also for the adult population, since there is a constant need to improve skills or learn a new profession due to the threat of unemployment. Not only the functions differ, but also the resources and mode of operation of these libraries.
Performing a memorial function is one of the important tasks of rural libraries. Most of all, it manifests itself in the creation of chronicles of villages, biographical descriptions of local attractions, the history of individual families, famous figures and enlighteners, and the most striking events. Thanks to the interaction of libraries, archives and other interested organizations in the region, the histories of the districts were published: Altaisky, Shelabolikha, Charyshsky, Zavyalovsky, Mikhailovsky and others. and multiply cultural traditions allow local history corners, mini-museums created in libraries.
Such important social functions as promoting the creative self-realization of people, expanding the range of interests and cultural needs of rural residents, improving the moral climate, rural libraries perform by directly participating in the life of the local community. Due to the decline in agricultural production in last decade sharply aggravated social problems: unemployment, low standard of living of the population due to low wages (in agriculture, it is 60% of the value living wage). Libraries have become centers of psychological support and social rehabilitation for various groups of the population: the disabled, the unemployed, participants in local wars, the elderly and semi-literate people, difficult-to-educate teenagers, members of large, single-parent and dysfunctional families, children in orphanages and boarding schools. They work socially significant programs: "Mercy", "Family. Women. Children”, “Healthy lifestyle”. In order to revive the traditions of family reading in the regions, specialized family reading libraries are being created on the basis of rural libraries.
In recent years, there has been a development of cooperation between libraries and employment services. By providing assistance to a person who finds himself in a difficult life situation, libraries thereby reduce social tension in the area. This role of the library is especially growing in remote villages, where there is no way to create specialized social support services for the population.
The possibilities of high-quality performance of information and educational functions largely depend on the main resource - library funds. The word "fund" in Latin means "essence", so it is quite understandable that without a quality fund, the library loses its essence.
The library can qualitatively provide information support for the development of its territory only in close cooperation with local governments.
Rural libraries solve the problem of collecting funds and improving the service to readers by seeking additional funding. One of the solutions is participation in programs and competitions for grants announced by Russian and international foundations and centers. An effective way to attract extrabudgetary funds is to hold charitable events. Today, in many villages, the campaign “New books for children!”
Thus, only the understanding of its role in the new socio-economic conditions and the tactics of creative interaction with local governments, with local organizations and enterprises, with representatives of the local community will allow the rural library to actively carry out information support for the development of its territory, play the role of an intellectual center of the village, take care of about the next generation.

1.2 Libraries of the Altai Territory and institutions of social work: experience of interaction.
All libraries of the Altai Territory pay attention to marketing activities to maintain the image of the library, its demand in society.
Activation of advertising activities through the media is observed in almost all regions of the region. Libraries actively cooperate with the editorial offices of local newspapers and television (Talmenskaya DB - the newspaper "Talmenskaya Zhizn"; Zarinskaya - "Znamya Ilyich", "Library Bulletin"; Ust-Pristanskaya - "Avangard"; Ust-Kalmanskaya - "Leninets"; Rodinskaya - " The Case of October "; Romanovskaya -" Goritsvet "; Mikhailovskaya - "Steps", "Rural Truth"; Topchikhinskaya - "Our Word"; Soloneshenskaya - "Mountain Dawns"; Kurinskaya - "Patriot"; Eltsovskaya - "Dawn of the East"; Altaiskaya - "For abundance"; Volchikhinskaya - "Your news"; Burlinskaya - "Burlinskaya newspaper"). Some libraries inform the public about their work on local radio and television (Zarinsk, Zonal District, Tselinnoye).
Libraries work in close cooperation with a wide variety of institutions and institutions; with centers for rehabilitation, social protection, social assistance to families and children (Ust-Kalmanskaya, Pospelihinskaya, Togulskaya, Romanovskaya, Troitskaya), police departments, inspectors and medical workers (Zalesovskaya, Tretyakovskaya), orphanages (Romanovskaya, Pankrushikhinskaya), representatives of the administration ( Zalesovskaya, Soltonskaya), departments of education, culture, youth affairs, psychologists, etc. For example, the library of the Zalesovsky district cooperates with inspectors for minors, the education committee, the RDK, a museum, a music school, and a children's art house. Almost all libraries have links with schools, kindergartens and nurseries, music schools and art schools. Readers are notified about events held in libraries, informed about new books.
Libraries of the city of Zarinsk have been working in this direction for several years. Realizing the importance of working with the population, in 1998, at one of the classes of the professional club of librarians "Consonance", a round table was held on the topic "Library as one of the institutions of social work." To participate in the discussion of this problem, representatives of the city society of the disabled, the Zarinsk city department of the Department of the Federal Employment Service for the Altai Territory, the organizer of work with disabled children of the city House of Children's Creativity, members of the city Council of Veterans were invited.
When preparing the round table, the following dates were taken into account: 1998 - International Year of the Disabled, 1999 - International Year of the Elderly. Those activities that were proposed to libraries were included in the work plan of these societies and organizations. Libraries build all work with them on the basis of agreements that provide for financing of the work carried out by the library.

Libraries and Council of Veterans.
With the Council of Veterans, an annual plan of work is drawn up for the service of war and labor veterans. Targeted assistance is provided through book service at home. Last year, the chairmen of the primary societies of veterans in microdistricts examined the living conditions of pensioners who need library services, and were transferred to libraries. Libraries of the city served 9 people at home.
In addition to individual services, libraries hold public events, evening meetings, holidays for the elderly. Libraries of the city actively participated in the month of the elderly. Holiday evenings were held in libraries with funding from the Council of Veterans. For these purposes, the City Council of Veterans allocated 1,200 rubles, Altai-Koks - 400 rubles, 135 people were present.
Invitation cards were distributed to veterans and invalids of the war. The Central City Library invited its elderly readers to the evening "Teach your heart to be beautiful", dedicated to the 200th anniversary of A. S. Pushkin. The host of the evening spoke about the artists who painted his portraits, about the poet's family and friends. Those present at the evening shared their impressions about the trip to Pushkin's places, about the Pushkin Museum.
The Family Reading Library invited residents and readers to an evening of family portraits "Lessons of a Lived Life". Acquaintance with families, with an interesting biography of veterans - everything was at this evening, and most importantly, those present got to know each other better. Children from the "Brigantine" school performed, they performed ditties, dances, recited poems and presented small gifts - souvenirs as a keepsake.
Representatives from the Council of Veterans and the deputy of the city assembly D. M. Koshkarev congratulated the elderly on the holiday.
The musical evening for the elderly “Lyudmila Zykina invites you” was held by library No. 1, the literary and musical evening “And life, and tears, and love” was held by library No. 2.
The residents of the outlying part of the city were invited to the House of Culture "Nadezhda" by the employees of the club and library No. 6 for a festive evening "Let's have a good time." Children performed with a concert program. Games, contests, ditties - everything sounded at this evening.
The events held by the libraries on the month of the elderly were a great success among pensioners and war veterans. This is evidenced by the words of gratitude expressed by older people to librarians through the city newspaper Novoye Vremya.

Libraries and Society for the Disabled.
Working with the disabled is considered a priority for the city's libraries. Last year we began to work more closely with the city society of the disabled. We held a joint round table, found out their needs.
On the occasion of the International Day of the Disabled, the city held a decade of disabled people, in which libraries also took part. Movies were shown free of charge in the cinema. And the librarians held an event in libraries and the society of the disabled: a round table "Disabled people: rights and laws" - library No. 3, "New Year's Kaleidoscope" - Central State Library, "Lesson of mercy" Pass the good in a circle "- library No. 2, hour of revelation "On Faith , about love "- library number 4.
The CGB has been working with visually impaired people since 1995, when they began to receive special literature from the regional special library. We receive braille books, cassettes, rolls by mail and inform readers about it. Many of them come by themselves, and those who cannot come to the library, we bring books and cassettes to their homes. The number of readers with disabilities for the year amounted to 13 people. Book lending - 1765 copies, number of visits - 112.
Public events for this group of readers are held by the employees of Library No. 3 in the premises of the Society of the Disabled. At the request of disabled people, discussions are held on issues of interest to them, reviews of new newspapers and magazines.

Libraries and Zarinsky City Department of the Department of the Federal Employment Service.
The Central City Hospital, together with the city employment center, holds a lecture “Choosing our own path” for the unemployed who are registered with the employment center.
Classes are held monthly for individual groups: vocational school-41 graduates, specialists with higher education, demobilized soldiers, women from 20 to 30 years old, youth from 16 to 20 years old. Specialists are invited to these classes: lawyers, psychologists, business leaders, employees of the tax service, military registration and enlistment office, city administration and library workers.
Last year, librarians conducted a review and discussions on the topics: “Guide to the world of professions”, “Your second profession”, “Your social guarantees”, etc. After such classes, young people, women who need psychological relief, come to the library and become readers.

Libraries and the House of Children's Creativity.
Libraries began their work with children with disabilities by compiling file cabinets. According to the lists of children with disabilities from the city committee for social protection of the population, they made a door-to-door tour and found out their needs and requests in the literature. Basically, these children go to school and can visit libraries themselves, most children with physical disabilities attend the House of Children's Creativity. A methodologist for social work was invited to one of the classes of the club of librarians "Consonance". The result of this meeting was a joint work with a group of children with disabilities. They took them on a tour of the central children's library. Children with disabilities are invited to all events held by children's libraries: New Year's holidays, puppet shows, theatrical performances.
It has become a tradition to hold annual mass events in the orphanage. Children's libraries hold events there on a quarterly basis: the fabulous mosaic "Visiting Grandma Yaga" (library No. 4); an hour of laughter "Bad advice of a good man" (TsGB), literary court over the romantic feeling "Believe in the great power of love" (library No. 7). Children's Library No. 8 constantly invites the children of the Orphanage to fabulous performances, which are shown on the stage of the city's House of Culture.
By the beginning of the school year, from August 17 to September 15, the Central House of Library workers held a fair - a sale of children's things for library workers, because. librarians, not receiving a salary for half a year, today themselves need social protection. During the fair, 70 items were sold for a small fee and received a lot of kind and positive feedback.
Next year, the city's librarians, as well as in the past, set one of their tasks to ensure the cultural needs of socially unprotected segments of the population.
Rubtsovsk CBS is acquiring new partners, looking for new work with them. On the initiative of the Central City Library, before the All-Russian Day of Libraries, a round table was held with the participation of representatives of the city administration, city council deputies, and journalists. The conversation was about the interaction of these organizations with libraries, about financing libraries.

Held jointly with the Rubtsovsk office of the Altai Chamber of Commerce and Industry, the “Round Table” on the topic “Information and Legal Support for Entrepreneurship” once again showed entrepreneurs that the library can become their real partner and assistant. 2.1. The program of cooperation between rural libraries and social work institutions of the Zarinsky district "Library in the life of the village": implementation, prospects for interaction.
The developed program "Library in Village Life" was designed for three years due to the fact that the heads of local administrations, chairmen of public associations in the region are elected for a period of 4 years. This allows the program to be implemented within three years, to take stock, identify its weaknesses and develop a long-term work plan.
The program is aimed at the cooperation of rural libraries of the region with the committee for social protection of the population, the women's council of the village, the department for social protection of the population for the prevention of neglect of minors, the state inspection of road safety, educational institutions, medical and obstetric centers and the employment center of the Zarinsky district.
When drawing up a plan for the year, librarians included program items in their work plan, during the year they analyzed successful and failed activities, difficulties and achievements in working with partners, and made adjustments.
The survey on family reading was not chosen by chance, since the libraries of the Zarinsk district choose work within the framework of the program “Family. Women. Children”, cooperating with the women's council, the committee for social protection of the population.
Conducted in the libraries of the villages of Grishino, Novomonoshkino, Sredne-Krasilovo, Afonino, the survey "Book in your house: yesterday, today, tomorrow" (the questionnaire was developed by the N.K. Krupskaya AkDB) showed the following results:
Most of the questionnaires were filled out by mothers (15 people), only 2 grandmothers took part in the survey and not one father. Consequently, women visit the library more often, and the activities of librarians to attract fathers to the library are not developed.
The average age of children of parents who participated in the survey is 10-12 years old, the so-called "transitional" age, when the problem of "fathers and children" is most acute. And three mothers did not indicate the age of their child. This can be caused either by the inattention of parents, or the respondents did not quite responsibly approached filling out the questionnaire.
Respondents' children are registered in both rural (6 pers.) and school (10 pers.) libraries. This suggests that children need information and enjoy visiting libraries. Two mothers did not indicate whether their child was enrolled in libraries or not, which shows that parents do not pay enough attention to the interests of their children.
The average age of parents when they started reading was 7 years. It follows that they were introduced to the book at school, after they learned to read. This is the merit of their teacher.
The average age of children when they started reading is 6 years. Moreover, girls are 5-6 years old, and boys are 6-7 years old. From this we can conclude that girls at an earlier age tend to learn about the world around them and that parents have been working with children since preschool age and preparing them for school. Only two respondents do not know at what age they and their children started reading, which also indicates the lack of attention of parents to the development of the child.
To the question “Which book aroused your interest in reading?” parents called fairy tales (4 people), the textbook "Native speech", "The Tale of the Fisherman and the Fish" by A. S. Pushkin, "Dreamers" by N. Nosov, "Chuk and Gek" by A. Gaidar, " Scarlet Sails» A. Green. and etc.
To the question “Which book aroused interest in reading in your child?”, The answers were as follows: “Primer” (3 people), fairy tales (6 people), textbook “Native speech” (4 people). In this regard, it can be assumed that parents awakened children's interest in reading with the same books that left positive emotions in them from childhood. Two respondents were unable to answer these questions, one answered "I don't remember".
The most popular books in the childhood of parents were "Timur and his team" by A. Gaidar (3 people), "Dinka" by V. Oseev, "Scarlet Sails" by A. Green, "White Bim Black Ear" by G. Troepolsky, "The Fourth Height » Ilyin, “The Tale of the Fisherman and the Fish” by A. S. Pushkin. Books named by parents are devoted to the theme of kindness, morality, diligence. Two people could not remember the popular books of their childhood.
To the question “Whose advice did you listen to when choosing books as a child?” the most popular was the answer “librarian” (9 people), the second place was the advice of friends (5 people), the advice of other people was listened to by 3 people. and one took books that were made into films. The first place given by the respondents to the librarian gives the right to speak about the professionalism of the librarian, who for the respondents was not an authoritarian keeper of books, but a benevolent “owner” of the book house, a friend, an assistant in choosing books, who introduced them to goodness and justice.
For their child, parents would like to order a book: educational; bright, colorful about animals; moral themes; about peer relationships, that is, books on the topic that they themselves read about and which is so relevant now. And only one mother named the specific name "Vasen Trubachev and his comrades."
14 respondents read their favorite books aloud with their children, one does not read, and one without fail, that is, all parents try to find common interests with their children through joint reading and discussion of books.
All respondents have books at home, many books for children and adults (7 people), mostly books for adults (2 people), mostly children's books (3 people), only encyclopedias (1 person), one person subscribes to children's magazines. Despite financial difficulties, parents try to allocate funds from the family budget for the purchase of books for children.
9 of the respondents are interested in what their child reads, "sometimes" - 1 person, not at all interested in reading a child - 1 person, the rest found it difficult to answer. These figures indicate the desire of parents to know what literature their child is reading, what he is interested in.
Most of the respondents consider reading a necessary part of life, 4 pers. consider reading a necessary part of learning, “reading is entertainment”, this opinion was expressed by 4 people. and 3 pers. considers this a way to obtain the necessary information. It is gratifying that none of the respondents considers reading to be a waste of time, although such an answer was proposed.
To the question “What 5 books would you take to a desert island?” the following answers were received: M. Mitchell "Gone with the Wind" (2 people); Dumas "The Count of Montecristo", "The Three Musketeers" (2 people); Guntekin "Singing Bird"; Mokkalots "Singing in the Blackthorn"; Cherkasov "Hop"; Egorov "You are salty, earth"; Sholokhov "Quiet Flows the Don"; G. Troepolsky "White Bim black ear"; London "White Fang", "Stories"; different (3 pers.). The presented works, different at first glance, are united by the fact that their subject matter is not much different from childhood books. These works are about morality, love, devotion, the harsh truth of life.
An analysis of the results of the survey showed that parents are trying to involve their children in family reading, with the exception of two, but they experience difficulties due to a lack of knowledge in pedagogy and psychology of the child, as well as ways to influence the reading of children. Therefore, librarians need to develop a program to work with both parents and children on family reading, using various forms and methods of library activities. In addition, it is necessary to coordinate the work with teachers, a psychologist and a school librarian.
With parents who show a passive interest in reading and hobbies of children, it is necessary to carry out purposeful work.

The main areas of work of rural libraries with the Committee for the Protection of the Population in the framework of the program "Library in Village Life"
Recently, mass libraries are increasingly perceived as social centers. This is due to the fact that most of the population feels insecure in the social sense, many live in conditions of not only material, but also moral, ideological, spiritual, cultural deficit. The task of humanizing library services becomes extremely relevant, especially when it comes to the use of the library by readers of a special category.
The interaction of the library with social institutions contributes to the expansion of functions. [23; p.30]
Libraries of the Zarinsky district work in close cooperation with the committee on social protection of the population of the administration of the Zarinsky district. The Social Protection Department of the Zarinsky District Administration was established in 1993. In 2001, the department was transformed into the administration's social protection committee. The committee consists of three departments:

  • department of subsidies;
  • department of allowances and other social payments;
  • department for social work with the population.

The Committee of the Administration of the Zarinsky District for Social Protection of the Population is a structural subdivision of the administration of the district, which, within the limits of its competence, implements the state policy in the field of protection of the population. It provides state support to low-income sections of the population of the region, the elderly and the disabled, the development of a system of social institutions and services, and the implementation of state policy in the field of social protection. Thus, in the future, the interaction of libraries with the committee for social protection of the administration of the Zarinsky district will expand, since the goals facing partners in social work are the same.

Cooperation of rural libraries with schools.
Libraries actively cooperate with schools. The importance of this direction can hardly be overestimated. The library is the foundation of culture. On this basis, the culture of both society as a whole and each person is based.

The attention of libraries to children and teenagers determines the future of the region, city, district.
For children and adolescents, the library is considered as a source of obtaining the knowledge necessary for education and mastering the profession, as a place for communication with peers, as an opportunity to receive from a benevolent librarian when solving life problems.
The work of the library should be closely related to the activities of the school. For several years, libraries have been working to help the educational process within the framework of the program “Library and School: Ways for Further Cooperation”.
Literature to help the school curriculum is separated into separate shelves and arranged by subject.
Information work is being carried out to help the school curriculum. For teachers, information lists of literature and reviews of new books “New Literature to Help Ped. process."

With primary school children, librarians hold such events during Children's and Youth Book Week.
During Children's Book Week in 2005, librarians held 54 events attended by 595 children (in 2004 there were 57 events attended by 592 children).

There were a lot of activities during Children's Book Week. For example, the game program "Merry meetings with the brownie Kuzey" (Shpagino station). Three meetings were held: at the first meeting, the guys got acquainted with the new inhabitant of the library, brownie Kuzey, a book about the adventures of Kuzya and magic chest Kuzi. A book selection about brownies was prepared for the children, the guys played the games “Five brownies”, “Glossary game”, “Warm-cold”, “Songs of Baba Yaga”. Kuzya gave the children the task to draw his brownie and come up with a story about him. Kuzya put all the drawings in his chest until the next meeting. At the second meeting, the guys told invented fairy tales and stories about brownies, Kuzya rewarded the most interesting stories with prizes. Then the children met Kuzi's friends (the head of the library Zhumadilova O. G. read out excerpts from the books of T. Alexandrova). At the third meeting, Kuzya thanked the guys for good drawings and interesting stories. The children did crosswords and puzzles. At the end of the event, brownie Kuzka arranged a tea party for new and true friends and advised him to read books about his adventures.
In the library of the village of Sosnovka, a conversation was held - a game based on the book by O. Wilde "The Star Boy". The children were very familiar with the content of the fairy tale, they gave assessments to its heroes. During the discussion of the fairy tale, the children were presented with dramatizations of two of its episodes: the first meeting of the boy with his mother and the last. The role of the boy was played by Mikushina Veronika, and the role of the beggar mother and the mother was played by the KFOR worker Ragozina Anastasia. In the week of the children's book, the Staroglushinsky Library organized a book exhibition "Interesting Books" based on the works of children's writers Uspensky, Nosov, Alexandrova, Usachev, Auster, Tolkien and others. The review of books at the exhibition attracted children to reading (15 were presented at the exhibition, 19 books). And the recommendatory list of literature "Knigograd opens the doors" introduced children and teachers to the "Pushkin Library" series.
The literary game "Keep your pocket wide" was held in the Shirokolugovskaya library. Children answered questions about works of art, literary heroes and received points. Many libraries, together with schools, work on ecological, patriotic, moral and aesthetic, local history areas. They organize book and illustrative exhibitions, events of an informational and mass nature, draw up recommendatory lists of literature "Ecology in Fiction" - Golubtsovo; “For you, why” - Sosnovka; “They are so different” - Smaznevo, Novo-Kopylovo; "Patriots of the Fatherland" - Grishino; "Motherland" - Novo-Ianoshkino and information leaflets.
It has also become traditional co-hosting methodological associations of teachers of the Russian language and literature, history, where the library introduces teachers to the latest literature to help work, with methodological recommendations, and holds presentations of its own publications.
So, at the next methodological association of teachers of the Russian language and literature, the presentation of the first collection of poems by poets of the Zarinsky district, published by the central regional library together with the education committee, took place. native side". And yet the problem of drug addiction in rural areas is less acute than the problem of alcoholism and smoking.
The prevention of these bad habits is given due attention in the CLS libraries.

During 2005, about 200 people attended public events on the topic "Healthy Lifestyle" in the Gonoshikha Library. The head of the library Usoltseva G. In the work on the topic "Promotion of a healthy lifestyle", librarians cooperate with health workers, inform them about new arrivals to the library, about interesting articles in periodicals, invite them, as specialists, to participate in public events. For example, librarians from the villages of Voskresenka, Komarskoye, Gonoshikha, together with health workers, conduct conversations “AIDS is death”, “Alcohol kills a person”, etc. At these conversations, health workers talk about the consequences of the disease, about its prevention, and the librarian reviews the literature on healthy lifestyles.
Psychologists say that three conditions will help keep a child from addiction: the child must see a positive example of an adult and a healthy relationship in front of him; must please himself; be self-confident, know that he is loved; must have a useful hobby. Interaction of Libraries with the Center for Employment of the Population of the Zarinsky District
The transition to market relations in the sphere of labor and employment in the context of economic restructuring led to the emergence of a fundamentally new situation in social and labor relations. This situation turned out to be especially difficult and painful for young people, who, due to the specifics of their socio-psychological characteristics, are not sufficiently prepared for the modern realities of the labor market.
The conscious formation of material incentives for work is observed in 16-17 year old young people. This is due to the expansion of their material and spiritual needs, as well as the ongoing process of socialization. At the same age, there active search and the choice of the type of future professional activity. The success of this choice depends on how widely a teenager can get acquainted with the world of professions and specialties, how realistic his ideas about his future work activity are. In relation to this group of young people, work on vocational guidance and counseling comes to the fore, and the result is the choice of a profession.
The employment service and the library perform the function of socialization of the individual, which is necessary for society, and one of its areas is professional orientation.
At the request of the employees of the Employment Center of the Zarinsky district, a card file of professions needed in the district was drawn up in the district library. Libraries of villages have the opportunity, working with this card index, to provide information to their readers about vacancies in the region.
Throughout the year, the district library holds information hours on periodicals called "Periodical Fair".
The activities of the libraries of the Zarinsky district are aimed primarily at young people to inform young people in choosing a profession.
In 2000, in the Gonoshikha rural library, a survey was conducted among the category of readers "Library in the assessments and views of readers." Questions were asked:

3. On what topic would you like to receive information?
4. Are you willing to talk to the librarian?
5. Do you need a library in the countryside?
The survey revealed that teachers, parents, and high school students need information about modern professions, educational institutions of the region and Russia, where you can get a profession that is in demand in the village and the region.

According to the results of the questionnaire, thematic shelves were designed, and then the permanent exhibition "The World and We Are in It", consisting of sections: "Where to go to study", "In the world of professions", where the literature changed depending on the profession that was presented: "Teacher - sounds proud”, “Mechanic is the main profession in the countryside”, “Technology around us” and others.

In the course of work on the program, the exhibition was complemented by selections of books from the unified fund of the Central Library Library, information leaflets issued by the methodological department and the service department of the central regional library in the series “Your roads, graduate”. A reference manual "Where to go to study" was purchased for the library fund. During 2000-2003, 180 readers worked with the exhibition, they were given 530 copies of printed publications.

"Man in the World of Professions" - this is the name of one of the sections of the three-year program of the Komarsky rural library "The world and we are in it".
The exhibition “One hundred roads - one is yours” was arranged in the library with the section “Where to go to study”, “Professions needed by the village”, “Remembering forgotten professions”, “Professions of the XXI century”.
In individual work with readers, for Mokhovaya O. and Ustinskaya K., individual reading plans “Man in the natural world”, “Man - a sign system” were drawn up.

In 2005, Sudarushka, together with the Ryabinushka club, which operates under the KFOR, held an evening “These songs are sung in war”, an evening of rest “New Year's vice versa”, a literary and musical evening about the work of S. Many librarians are members of women's councils, and in Gonoshikha and Grishino they are chairmen. Therefore, they work with socially unprotected families not only during working hours.
The methodological center of rural women's councils is the district women's council. It was formed in 2003. The goal envisaged by the members of the Women's Council is to promote the status and role of women in the life of society, to protect their rights and legitimate interests.
At the beginning of 2006, there were 11 rural women's councils in the district, which were organized in the villages of Komarskoye, Grishino, Verkh-Kamyshenka, Golukha, Alambay and others.
Women's councils take an active part in the events held by the library and KFOR; carry out joint rounds of dysfunctional and low-income families in order to check the living conditions of children in these families, try to solve pressing issues with the help of rural administrations and district services.
Librarians participate in the campaigns “Let's get the children to school”, “We will help a low-income family in any way we can”.
In Gonoshikha, for example, the Women's Council, headed by the librarian Usoltseva G. G., and school students congratulate sick and lonely pensioners at home on holidays and anniversaries; plans and organizes children's vacations during the holidays, paying special attention to children from socially disadvantaged families.
In Novozyrianovo, the women's council helps the Molodushki club in preparing big holidays.
In with. Grishino, the chairman of the women's council, librarian Rybolova T.P., attracts the rest of the members of the women's council to hold family holidays, visit families in a difficult social situation, as well as lonely elderly people, home front workers, and the disabled. After visiting dysfunctional families, they write a petition to the administration for financial assistance. Together with the Council of Veterans Rybolova T.P. they seek material support for pensioners who are in dire need.
The figures also speak of the successful work of the libraries of the Zara CLS with the family: 116 mass family events were held in the villages of the district, 3511 people attended them.

2.3. Organization of the work of libraries with the department of social protection of the population of the Zarinsky district for the prevention of neglect of minors.

Today, the world community has become a hostage to the political and economic ambitions of certain forces, increasingly becoming a victim without rights. Criminals ignore the laws and in these conditions the problem of protecting citizens has become of particular importance. Russia is also involved in these processes. Our television presents the audience with scenes of murders, robberies, various uninvestigated crimes on the screens, strengthening in the emerging consciousness of adolescents that criminal power is the path to a rich carefree life. And the term "deviant behavior" is becoming more and more negative.
Practice shows that it is possible to change the consciousness of adolescents with the help of a book, which means that it is in the power of libraries.
In this regard, the regional target program for 2003-2006 "Children of Altai" was adopted.
In the Zarinsky district, 132 teenagers are registered with juvenile affairs inspectors, 31 of them are library readers.
Libraries of the Zarinsk district CLS closely cooperate with specialists in juvenile affairs from the administration of the Zarinsk district, Shishigina T.A., whose functions include:

  • take part in work with the commission on juvenile affairs, interdepartmental operational headquarters to coordinate the activities of all structural units of local governments aimed at combating neglect and juvenile delinquency;
  • regularly conduct raids, visit families, participate in interdepartmental operations "Teenager", "Neglect";
  • maintain social passports that reflect data about parents, about children, where they study, what circles they attend, where they are registered, note all the work that is done with this family;
  • establish preventive control over these families;
  • hold family holidays, competitions, encourage families who are well engaged in raising their children, based on a number of federal and regional laws and regulations.

Also, the librarians of the Zarinsky district CLS closely cooperate with the traffic police propaganda inspector V. D. Bazhenov and the traffic police inspector O. A. Vesnina. Librarians invite them to events dedicated to the rights and obligations of children and adolescents.
In June 2005, Bazhenov V.D. spoke to librarians about the safety of children on the roads at the seminar "Safe Summer". Methodist for working with children Govorina L.V. together with Bazhenov V.D. to help the work of rural librarians with children at summer recreation sites, the event “Journey to the Land of Traffic Lights” was developed about road signs that are found in the countryside and on the streets of the city of Zarinsk. Information leaflets contain examples of the most frequent cases of juvenile delinquency in the villages of the region and responsibility, which is provided for by the legislation of the Russian Federation.
Based on these sheets, rural librarians conduct conversations “I am not just a reader, I am a citizen” (Novo-Kopylovskaya rural library), “Youth about the law” (library of Shpagino station), “For teenagers about crime” (Gonoshikha rural library), “Law and I” (Novo-Zyryanovskaya rural library); use in the design of book and illustrative exhibitions, thematic shelves such as “Law and a teenager” (Novo-Kopylovskaya rural library), “Your rights” (Grishinsky rural library), “Rights and obligations of a child” (Verkh-Kamyshenskaya rural library).
Under the administrations of villages, local commissions for juvenile affairs are created, which include: the head of the village administration, the headmaster or head teacher, representatives from the women's council. But there are cases when members of the women's council take on the functions of the commission on juvenile affairs. They also include rural librarians. For example, the head of the Gonoshikha rural library Usoltseva G. N. is a member of the commission. Together with the PDN inspector, they conduct conversations with students of the school “Your rights and obligations”, “Know so as not to be mistaken”.
With the support of the Commission on Juvenile Affairs, a competition of drawings on asphalt was organized on Children's Day " Sunny world- “Yes!”, “Bad habits -“ No! ”, where members of the commission encouraged the best drawings with memorable prizes.
The Commission on Juvenile Affairs conducts raids on dysfunctional families, at meetings they conduct explanatory work with parents from dysfunctional families and children registered with the PDN.
In the village of Voskresenka, the PDN commission, which includes O. S. Gorbachev, the head of the library, took two families under special control. The Commission regularly visits these families to check the conditions in which the children are brought up.
The Sosnovskaya rural library worked for two years under the author's program "Young Law Experts". The guys got acquainted with the rights and obligations of a person, with the Convention on the Rights of the Child, played and discussed various situations. At the final session “I am a child, I am a person”, the children showed their knowledge in the field of law.
Despite the fact that in the Zarinsk region big job on the prevention of offenses, the problem of crime in alcoholic intoxication, alcoholism, childish pranks is acute.

2.4 Libraries and rural administrations: experience of cooperation.
The rural library is the only information center for students, teachers, farm workers, pensioners and local authorities.
The functions of the rural library include the creation of a fund of documents of local governments and the organization of free access to them.
This is facilitated by the federal laws "On librarianship" dated November 29, 1994 and "On the mandatory copy of documents" dated November 29, 1994. In accordance with the laws, two copies of the local newspaper Znamya Ilyicha, resolutions, normative documents of the district Council of People's Deputies and the administration of the Zarinsky district are received in all libraries of the Zarinsky district CBS.
Not all villages in the district have an agreement on the transfer of all published and "unpublished" documents approved by the heads of local administrations. This presents one of the challenges of providing complete information on local government issues.
The list of periodicals entering the libraries of the region is scanty. Only where the heads of village administrations hand over their subscriptions for safekeeping can one find the newspapers Rossiyskaya Gazeta and Altaiskaya Pravda.
To help readers, village librarians draw up local history card indexes, in which the sections “Local self-government in the region”, “Local self-government in the region, village” are highlighted. Other sections of the local history card index also cover the results of the activities of local governments. Information dossier "Laws of the Altai Territory", "Resolutions of the Administration of the Zarinsky District", "Decisions of the District Council of People's Deputies", "Resolutions of the Head of the Administration of the village. Grishino" and others are in constant demand among the population.
In the libraries of the villages of Komarskoye, Smirnovo, Yanovo, Sosonovka and others, information corners on local self-government issues have been set up.
Free access to such documents increases the awareness of readers, facilitates the establishment of contacts between villagers and their authorities.
All libraries arrange book-illustrative exhibitions on current topics, such as "Census-2003", "Towards a meeting of monetization", "Ay, subsidies."
For the district Council of People's Deputies and the youth parliament, the central district library organizes exhibitions - views

The Komarskaya, Grishinskaya, Voskresenskaya, Shpaginskaya libraries provide individual information to the heads of rural administrations on the topics “New in Legislation”, “News in Periodicals”.
In addition, libraries provide information services to specialists of rural administrations on the topics “New Literature of Legal Subjects” (Novozyrianovo, Khmelevka, Smaznevo); “Culture. Upbringing. Youth "(Novomanoshkino); "Russian Legislation" (Novodrachenino); "New in accounting" (Novozyryanovo, Srednekrasilovo).
Libraries also organize meetings with deputies of the village, streets, heads of the village administration, where the problems of the population, the prospects for their solution are discussed, the deputies report on their work.

The sessions of deputies also discuss the issues of funding libraries, repairs, transfer to more adapted premises, financing of public events.
The relationship between libraries and administrations of village councils will be strengthened or there will be a regression in cooperation - this is a question that worries all librarians.
Already at the present time, in connection with the implementation of reforms based on federal law No. 131 "On general principles organizations of local self-government in the Russian Federation". There are a number of problems with the funding of libraries, with the involvement of librarians in activities not related to their direct functions.

The dynamics of the development of rural libraries in Russia in recent years has become positive, but there are also serious problems: insufficient acquisition, low level of material and technical base, the need for modernization. As a social institution, the library performs an important function of eliminating information inequality and cultural isolation of the inhabitants of the region.
The decision of the collegium of the Ministry of Culture of the Russian Federation, adopted in 2003, aims the rural libraries of the Zarinsky district to form and develop partnerships with interested organizations, regional authorities, which will contribute to their preservation and development.
The problems of bibliosocial work and the interaction of libraries with social work institutions are dealt with by such authors as R. A. Trofimova, M. A. Ermolaeva, E. A. Fokeeva, T. N. Khuramova. Despite this, there is no theoretically substantiated experience of cooperation between libraries and social work institutions, either in publications or in other sources. There are only a few publications in professional publications, which reveal the experience of interaction between libraries, applicable only on the territory of a particular region.
In the course of the study, the functions of libraries (information, educational, social, memorial and others), their tasks were determined: providing access to all types of municipal information, providing information to enterprises, associations, representatives of farms; assistance to users in literacy; promotion of systematic education and self-education of the villagers, first of all, the younger generation, as well as the experience of cooperation between the libraries of the Altai Territory and social work institutions: the Council of Veterans, the House of Children's Art (Zarinsk CLS), the Society of the Disabled (Rubtsovsk CLS), the cinema network ( Zonal CBS), with an art gallery (Mikhailovskaya CBS), with orphanages (Romanovskaya, Pankrushikhinskaya CBS).
A study conducted on the basis of the libraries of the Zarinsky district revealed as partners and allies:
The Committee for Social Protection of the Population, in cooperation with which the libraries organize promotions, educational recreation for children during the holidays.
Libraries of the Zarinsky district choose work within the framework of the program “Family. Women. Children”, cooperating with the Women's Council, the Committee for Social Protection of the Population and other institutions. Interaction with the women's council, whose members are village librarians, makes the work of family education more focused and interesting.
Libraries visit disadvantaged families in order to check the living conditions of children in these families, hold social events, congratulate sick and lonely pensioners at home, organize educational recreation for children during summer holidays, paying special attention to children from socially disadvantaged families, the work of interest clubs, including those for children.
Within the framework of this direction, in the libraries of the villages of Grishino, Novomonoshkino, Sredne-Krasilovo, Afonino, a survey of parents "Family Reading" was conducted. An analysis of its results showed that parents are trying to introduce their children to family reading, but they experience difficulties due to a lack of knowledge. Therefore, librarians need to develop a family reading program using various forms and methods of library activities, coordinating the work with teachers, a psychologist, etc., paying special attention to parents who show a passive interest in reading and children's hobbies.
Local self-government bodies, the problems of interaction between libraries and local authorities have become aggravated in connection with the enactment of Federal Law No. 131 “On the General Principles of Organizing Local Self-Government in the Russian Federation”, but despite this, libraries find ways to cooperate with the heads of local administrations, organize meetings with deputies villages, streets, by the heads of the village administration, where the problems of the population, the prospects for their solution are discussed, the deputies report on their work, carry out individual informing of the heads of rural administrations, annually at sessions of deputies of village councils questions about the activities of libraries are considered.
Libraries have established cooperation with the department for social protection of the population on the prevention of neglect of minors, with the state inspection of road safety. In addition to individual work with children at risk, librarians conduct preventive discussions of delinquency with children and parents on a series of information sheets issued by a child facilitator and an outreach inspector.
As part of the legal education of children in the library of the village of Sosnovka, Zarinsky district, a club "Young Law Experts" was organized in the classroom of which children studied their rights and responsibilities for any actions.
Great experience interaction between libraries and secondary schools has been accumulated in the Zarinsky district CLS. All libraries work within the framework of the program "Libraries and Schools: Ways for Further Cooperation", they hold events to help the school curriculum, traditional salo joint holding of the Week of Children's and Youth Books, informing teachers about novelties to help conduct lessons. The head of the library in the village of Grishino, together with teachers of literature, biology and geography, conduct integrated lessons on the ecological path.
Libraries and midwifery centers for the prevention of a healthy lifestyle cooperate by organizing book and illustrative exhibitions, thematic shelves, organizing and holding campaigns in support of a healthy lifestyle, informing health workers about the latest in medical literature.
In order to assist the professional orientation of the population, libraries interact with the employment center of the district. They inform the population about vacancies in the district, organize and conduct mass and information events for the professional orientation of students. Libraries of the villages of Komarskoe and Gonoshikha have developed original programs to help career guidance for high school students "Man in the world of professions."
The hypotheses put forward during the study were justified, but not all. The interaction of libraries with social work institutions is carried out unilaterally. A study of collaboration between libraries and their partners has shown that libraries are the initiators of collaboration. Libraries' contacts with social work institutions are sporadic. As soon as the library suspends collaboration for any reason, the collaboration is terminated. But it is also noted that the partners of rural libraries, if necessary, try to resume cooperation, although only for a short period of time.
As prospects for the development of the topic, it is proposed: Conduct a survey of employees of social work institutions of the Zarinsky district in order to identify their information interests and needs, taking into account the results obtained, develop a program of cooperation between rural libraries of the Zarinsky district CLS with social work institutions.

Improving the forms and methods of library work, expanding the range of services provided, increasing competitiveness in the specialized market, on the one hand, and the need to develop resources, on the other, create objective prerequisites for the participation of libraries as one of the full partners of social cooperation.

The modern library is an institution that accumulates the interests of almost all sectors of society. The gradual formation of the foundations of the rule of law, ensuring the transparency of the activities of power structures at different levels, improving the legislative system, broad and reliable information of citizens to ensure their informed political choice, and the development of the non-state sector of the economy create an opportunity to implement long-term library initiatives as opposed to short-term changes in the situation. This is the reason for the need for professional cooperation of libraries with various institutions, organizations, and movements.

The versatility of library activities allows you to create multilateral partnership projects uniting the efforts of several partners to solve common problems. Social partnership with the participation of the municipal library today can be legitimately considered as a socio-cultural phenomenon, which objectively acts as one of the important conditions for the development of territorial library services.

But at the same time, it should be noted that in order to obtain a significant economic and social effect from social partnership activities, their organizational and legal aspects should be clearly defined. Theorists and practitioners have not yet fully identified the subjects of social partnership in relation to librarianship. As the subjects of partnership, mainly institutions of culture, education, and the recreational sphere are considered. The essence of social partnership as a socio-political democratic institution, which is replacing the social practice of the undivided domination of state property, is to create such conditions for interaction under which a combination of interests of all social groups and communities will be realized on the basis of mutually beneficial cooperation, and not competition.

Social partnership has undeniable prospects for the development of all forms of library activity and deserves closer study in order to apply it in the practical activities of municipal libraries.

The fundamental organizational aspects of the creation and development of social partnership are: determining one's place in the socio-cultural space of the served territory; implementation of the development strategy; establishment of sustainable relationships with various structures of the territorial entity on the basis of legal regulation.

Introduce complete picture the emergence, functioning and development of social partnership as one of the factors for improving the territorial library services is impossible without classifying its types. Adapting the approach of the prominent researcher of the problem, the American sociologist A. Diamond, we propose the following classification of the types of social partnership that develops in the practice of library work in a municipality.

Civil partnership. It is implemented on the basis of the "first sector" of civil society, which includes: government structures, legislative structures, etc. Of paramount importance for municipal libraries is partnership with municipal authorities, the possibility of establishing which determines the fact that (with all the differences between these social institutions) in this period of the formation of civil society in the country, their activities are being transformed.

The social modernization of libraries puts forward the tasks of changing the content of information and library work, developing new social functions, adapting to the new socio-political and economic environment at the level of the municipality. The above circumstances predetermine changes in relationships and stereotypes of behavior, the creation of fundamentally new models of interaction. The process of formation of a social institution of local self-government of library services based on social partnership. Legislatively, the model of relations between the library and the authorities is enshrined in the first part of the Civil Code of the Russian Federation (1994), the federal law "On Library Science" (1994), regional legislative acts. Authorities are the founders of municipal libraries, and libraries are institutions formed with the aim of implementing the tasks delegated by the society to the authorities. The founder determines for the library a list of functions and directions of its activity, which correlates with the needs of the population. In turn, the library must perform the functions assigned by the founder, making their proposals for their addition and development.

The most important innovation for libraries associated with the reform of local self-government was their actual transfer to the direct undivided jurisdiction of local authorities, including in terms of resource provision. The main provisions of the Federal Law "On the general principles of the organization of local self-government in the Russian Federation" dated 6 October. 2003 No. 131-FZ, which establish the legal, territorial, organizational and economic norms for the functioning of local self-government in the Russian Federation, come into full force on January 1, 2009. In this regard, the primary task of municipal libraries is to form a system of relationships with authorities and other subjects of municipal formations from the standpoint of a social institution. In this context, libraries should be considered as an active subject, and not a passive object of municipal policy, which is important to fix in the legal field, which is being formed in accordance with the above-mentioned federal law.

Considering social partnership as a condition for an effective territorial library strategy, one should not lose sight of such an important aspect of it as economic cooperation with authorities. With a significant reduction in state funding, one of the priority tasks of library policy is to prove to local administration officials the need to actively promote the development of the library, additional (program-targeted) funding for its activities to solve the problems of free access to information, spiritual development of the individual. At present, when the local community is more and more actively declaring its interests, the demand for the library by the population, the correspondence of the level of tasks to be solved to the level of user needs directly affect the attitude of the local authorities towards the library. The effectiveness of the library as the main resource of information for the municipality, without which the normal functioning of socially useful areas is impossible, is largely determined by the amount of budget funding. In the practice of municipal libraries, such a mechanism of social partnership with local authorities as targeted financial support for project activities should be fully used. In a number of regions, one of its types is municipal grants in the field of culture, provided on a competitive basis, as well as investing in targeted programs of libraries to provide additional social services to the population.

Partnership with information organizations. This option partnerships include organizations that contribute to the formation of civil society through the dissemination of various types of information. Partnership with information organizations allows libraries to carry out the development of library marketing policy, form a positive image of the library and its employees among the population, government and public structures, position the library's ability to meet the needs of the local community. Among the potential participants in such a social partnership, first of all, the mass media should be singled out. Informational support of library campaigns by the media helps to promote the book and motivate reading, attracting new ones to the library. This type of library partnership has been most actively used by municipal libraries in recent years.

Promising is partnership with book publishing and bookselling firms. There are many examples of developing cooperation between libraries and bookselling organizations. The active participation of the library in the formation of the municipal book market makes it possible to introduce elements of organization into its spontaneous state. The basis for this kind of partnership is the fact that library specialists are professionals in the field of book business, are constantly connected not only with products, but also with its consumers from various social strata, freely navigate the range of publications and book market conditions.

One of the directions of this type of modern partnership is the innovative activity of libraries in the field of mastering information technologies. The implementation of an integrated approach to the problems associated with the formation and development of an external territorial information space, the information system of a municipality, involves not only solving the issues of collecting funds with traditional documents, but also developing technologies that expand the possibilities and efficiency of information and bibliographic services. In this regard, partnerships are being developed with distributors offering modern information products and technologies.

Satisfying the needs of the user of a modern library involves the creation of a comfortable library environment. In this regard, the latest achievements in ergonomics, design art, and the possibility of a highly efficient internal information system should be used. All of the above requirements cannot always be provided by the efforts of the library staff alone, therefore, the partnership of libraries with outdoor advertising studios, design agencies, which can also be classified as information dissemination organizations, has become widespread.

Partnership with cultural organizations. Partnership in the field of culture is traditionally common in the practice of library work. But here, too, new trends have been observed in recent years. Libraries act as a guarantor of the preservation of traditional book culture, the development of general cultural trends, and ensure accessibility cultural property all social strata of the population. The partnership between libraries and museums has been developing most actively throughout the last decade, which is largely due to the coincidence of the memorial function that both museums and libraries perform.

Partnership with educational institutions. Partnership in the field of education is quite widely represented in the practice of municipal libraries and is based on many years of cooperation between libraries and organizations and institutions related to the library in terms of goals and objectives of work. This type of partnership is altruistic, develops on a non-commercial basis and solves, first of all, the tasks of the local community related to the widest range of information requests in the field of education and upbringing.

The role of the library is to provide information support for the curricula of basic and additional education, to promote the expansion and deepening of the educational process, to study, accumulate and disseminate information about regional educational resources. Institutions of all types of education traditionally coordinate their activities with information and library institutions in matters of education.

Partnership with public organizations and associations. Democratic transformations, the formation and development of civil society in the Russian Federation involve the expansion and strengthening of public structures, the most important of which are public associations. The possibilities of joint activities of libraries and local non-profit organizations are predetermined in their initially socially oriented activities. Public associations include political parties, mass movements, women's youth and children's organizations, creative unions, communities, associations and other voluntary associations of citizens.

The involvement of public (non-governmental) organizations in cooperation seems to be especially important for positioning the library as the center of the local community, it implies the active functioning of the library as a component of the information and communication network that unites the activities of the third sector of civil society and library institutions at the municipal level.

The social partnership that develops between the library and public organizations can be divided into the following subtypes: partnership with creative informal organizations; with environmental organizations and movements; human rights organizations; with women's, children's and youth organizations, etc.

Economic partnership. The acquisition by libraries of legal and economic independence marked the beginning of the development of partnerships based on economic cooperation, mutually beneficial for both libraries and organizations entering into economic relations with them. The empirical material obtained in the course of the study allows us to conclude that economic cooperation is often not perceived quite adequately by the library community. An economic approach to the problem of reproduction and increase of library resources should take into account the original social essence of the library and provide for the priority solution of the social problems of the population served. Benefiting the library in the process economic cooperation is not an end in itself, but an intermediate result, one of the conditions for the further solution of a social problem.

Social and economic cooperation should become the central vector of social partnership. The amount of funding is directly related to socially significant and economically viable projects that consolidate efforts to achieve the goals of various forces of the local community. Moreover, the sources of financing can be not only the local budget, but also the funds of various funds, as well as commercial structures. It is the social significance of library programs aimed at meeting consumer demand that creates the basis for extra-budgetary additional funding.

Libraries often partner with economic associations and networks of commercial and industrial organizations, as well as entities engaged in independent economic and economic activities. Among them are industrial and production structures.

Departments of industrial literature and other structures providing information services to industrial enterprises are being created in libraries. The areas of cooperation that have become widespread in the practice of libraries are: the fulfillment by libraries of social and creative orders for participation in sociological research, the packaging of information on the topics of the customer, the provision of regulatory documents, including standards, norms and rules, holding days of information and days of specialists in quality management, etc.

The modern period of the development of libraries as independent economic entities, the expansion of the rights and economic opportunities of labor collectives provide an opportunity to expand the choice of partnership subjects. Economic partnerships include partnerships with small and medium-sized business structures, which most often develop in two directions: information and library services for small and medium-sized businesses, and co-financing of library projects by business structures.

Thus, the search for social partners is an important activity of a modern library, directly related to the success and purposefulness of its activities.
