During the break, she organized an outdoor game for them, and after completing the classes, she found a warm word for everyone, and they, her little students, stuck around her from all sides and did not want to disperse, and she, like the sun, tried to warm everyone.

Why so much kindness and tenderness? - I asked Ekaterina Vitkovskaya, a teacher of additional education of the State Educational Institution “Center for Creativity of Children and Youth in Bobruisk”.

Further from the conversation, I found out that Catherine -stepdaughter Lyudmila and Yury Rubanov, who created a family-type orphanage. In other words, they gave the social orphans, who were betrayed by the dearest people, their biological parents, a full-fledged family in which love and mutual understanding reign. I was convinced of this when I arrived at their hospitable house in Bobruisk.

Rubanov's paths

The paths of Lyudmila and Yuri crossed in Zaporozhye. He worked as a design engineer, designer at the Zaporozhye Automobile Plant, while Lyudmila simply decided to see the world, and fate brought her to Zaporozhye. They were introduced by mutual friends. The woman admits with a smile that Yuri did not immediately win her heart, but gradually, he used his main artillery - his mind and a high level of intelligence:

I always thought that a man must be smart, and Yura turned out to have an encyclopedic mindset, and this is what he won me over. It was always interesting with him, and in the end she realized that he was the man of her dreams. Played a wedding. Belarus was chosen as the place of residence. They gave birth to two sons. Life flowed steadily. Everything changed the tragic death of the eldest son. Lyudmila became not herself: for her, the sun was covered with a black veil of grief and tears. And when she realized that she needed to live on, a plan had already matured in her head to accept social orphans into the family. I shared my thoughts with Yuri, but he did not immediately give his consent to such a step, because. before doing something, he weighs more than once. So it is in this situation. Adopting children in a family is not just about feeding and dressing them. This is, first of all, to give them a sense of spiritual closeness and kinship, to become for them a true friend, a kindred person. Only four years after the first conversation with Lyuda, he agreed to create a foster family, and since he was used to doing everything thoroughly, he entered the International Humanitarian University as a psychologist, arguing this step with the fact that he must know child psychology in order to find a common language with kids. Yuri graduated from the University with honors.

Mutual understanding was not achieved immediately

Their first adopted girl was Marina Likhodievskaya. Today she has two wonderful children herself, and she proudly states that she is the daughter of the best mother in the world. This opinion is shared by all children without exception. And this despite the fact that they don’t flirt with children here, they don’t try to please them, as it was at the first stage after the creation of a foster family.

We were still inexperienced foster parents and we wanted the children to feel as comfortable as possible, we did everything for this. We were afraid to offend them, and eventually domestic problems began, says Lyudmila. - Children who are not accustomed to living in a family live as they see fit. And while grinding is going on, there are enough problems. There were cases when someone could go for a walk without asking permission in the evening, and come only in the morning. To clean up after themselves, to observe the rules of personal hygiene for individual children was something unrealistic. In general, there were enough questions. It was then that we realized that it was necessary to reduce the limits of what was permitted to the maximum, and then gradually weaken them. And now our life is proceeding in a normal course in all respects, tk. We have complete understanding with children.

And I was convinced of this when we went into the boys' room. The boy sat at the table, obviously upset.

The computer is banned for you in the coming days, - Lyudmila said sternly.

The first adopted children in our family are already thirty years old, we constantly call each other, come to visit each other. Their children are our grandchildren, Lyudmila shares. All of them lead a decent life. Only one of the adopted sons began to abuse alcohol: genes took over. Our first adopted girl Marina is an artist, a very interesting and multifaceted personality, now lives in Mstislavl, is married and has two children. She is very good mom and wife while her Native sister, who stayed with her drinking mother, completely followed in the footsteps of her mother. She became addicted to alcohol, gave birth to three children who turned out to be superfluous in her life, and in the end she was deprived of parental rights. Now we are raising her children. When we accepted them into the family, we were shocked by the fact that they, apart from swearing, could not speak differently. There were embittered, disobedient, as they say, directors to themselves. I had to work with them a lot so that they changed in better side. Almost to the bone they told in the language, explained how to act, showed what and how to do, because for them even the most elementary self-service caused a lot of questions and problems - they did not even have the most elementary skills in this regard. Sometimes the nuts were tightened to reasonable limits when they saw that simple words they do not reach. In the end, we reached a complete understanding, and now we are proud of our boys. This fact once again confirms in practice that the formation of a person's personality is influenced by the environment in which he grows and is brought up.

Once, my husband often had the same dream: a little girl stretches her arms towards us and asks: “Take me into the family! I am seven years old and have a four-letter name." Yura and I decided that we should find such a girl. And when we went for foster children, we were always looking for a seven-year-old girl with a four-letter name. And then we come to the orphanage, bring four girls. The first of them is seven years old and her name is Katya. We understand - ours! And at night, the husband dreams of a girl and says with joy: “Finally, I’m going to the family!” We were openly told that she was a problematic girl, that four families had already abandoned her, and offered to choose another girl. But we already knew for sure that this was OUR Katya.

When I was little, I was so wayward that my foster parents, and I had several of them, could not stand my complex nature and brought me back. Even my own aunt once took me a weekend for three whole days, and returned the same evening. But mom and dad did not abandon me, they found the necessary keys to my soul, and everything that is good in me, I owe only to them. They didn’t go with me anywhere to improve my health, and in order for me to study well, they had to work out a lot with me individually, additional teachers were invited. And somehow I even felt ashamed to let them down, on the contrary, I began to do everything as best as possible so that they could be proud of me. Their words of praise were dearer to me than all diplomas and victories in competitions, nor do they treat their adopted children as if they were their own. For us children, even today the highest reward is the praise of our parents. We are all their children, they are sick and worried about us, they are ready for both fire and water, but we will do everything for our mom and dad to make them happy. We know how they worry about each of us, and we try not to upset them.

By the way, success in learning was shown not only by the “uncontrollable” Katya, whom her parents helped to overcome learning problems, but also by Ksyusha Bochkova, who at the age of 9 studied only in the second grade. The teachers predicted that the girl would study at an auxiliary school, and the adoptive parents began to study with their daughter, and already in the third grade, Ksyusha, successfully passing twelve exams in general education subjects externally, in the fourth. Now she is among the “good students” at school, however, like most humanities students, she is not very good at mathematics, but these are such trifles! And the photo of Dasha Kurilchik hangs on the board of gifted children of the school, and after all, when she came to the family, she also did not show much hope for good academic performance at school. Plus, the girl draws beautifully and takes 1st and 2nd places in drawing competitions. Lyudmila and Yuriy are sure and have seen this through personal example, that if children are given due attention, help and support, then the problems of a difficult nature and poor academic performance will come to naught.

Every child is talented in their own way.

Every child is talented, it’s just that this talent needs to be considered and every effort should be made to discover and develop it. Rubans-senior cope with this task as successfully as possible. Lyudmila Anatolyevna and Yuri Nikolaevich believe that not carrying knowledge and skills behind them gives children the opportunity to try themselves wherever possible. The children go in for sports, dance, sing, draw, do needlework, try themselves in the kitchen as cooks. And their big cozy house is simply replete with man-made masterpieces of children. There are paintings made by children, and crafts made of beads, and toys, as well as many boxes with accessories for these very hand-made masterpieces.




In Chernigov we buy in bulk, - Ludmila Anatolyevna clarified, catching my gaze, directed at the mountains of packages of multi-colored beads, leaves, flowers and all sorts of other things. - A very talented teacher works with our children at home, unlimitedly creative person Natalya Kovaleva, who fascinated them with needlework so much that their works become winners and diploma winners of exhibitions different levels. Teachers of various specializations come to their homes. And the fact that even the boys in the family are engaged in needlework is not surprising. Children here are reaching out one by one, trying to keep up with those who have already succeeded in something. When the children "sang out" under the guidance of teachers, they created vocal group, who performed on the stage of various stages at various holidays and events. Singers grew up, flew away from the family nest, dancers, gymnasts appeared, who also pleased with their successes. The current generation, already the third in a row, focuses on drawing, cooking and needlework. Children are taught to draw in various techniques by their older foster sister Katya, who has already achieved a lot on the creative Olympus. She had her first solo exhibition of works. Her adoptive siblings have also already reached the point where their work is top places even in international competitions.

Natalya Kovaleva, a talented doll and toy maker, teaches children this very difficult art, and today they have succeeded in this art so much that they have become diploma winners international competitions and exhibitions. So, in 2017, Vlad Likhodievsky became a diploma winner at the international exhibition of author's dolls.




And how many diplomas of the second and third degree they have - not to count. Each child has his own portfolio of victories, in which the great merit of the people who guide them - fathers and mothers.

Doom is not their destiny

I listened to Lyudmila Anatolyevna and Yuri Nikolaevich and thought that someone, having heard the disappointing diagnosis of their child, resigned himself to doom, and someone fights for him to the last, and wins. But these are biological parents who are destined to carry this cross until the end of their lives. And to become foster parents to children with health and mental problems is, perhaps, a kind of feat. Maybe someone will say that the comparison is too high-flown, but I will emphasize once again that the comparison is to the point. The Rubans were well aware of the burden they were taking on themselves, taking sick children under the roof of their house, not only giving them a dream of a worthy future, but also purposefully leading them along thorny paths to this future. How many hospital wards Lyudmila Anatolyevna had in her life when she, together with her adopted children, fought for their health, how many sleepless nights, and, what is there to hide, and bitter tears of hopelessness at night when it didn’t work out! And in the morning - willpower into a fist, and forward, against the current. And after all, judging by the adult adopted children, her oars maternal love turned out to be much stronger than the current against which she has been sailing for so many years with the support of the most important man in her life, like-minded, ally and most reliable person in everything, who, when his wife dangled around hospitals with foster children, the rest was both for dad and for mother, and for the householder.

Worldly passions of a large family

Do you know how our dad cooks? - Vlad asked me with a sly smile. - Real jam. We always ask for supplements when dad cooks borscht. It is so delicious, cooked according to all the rules, it has everything that should be in a real Ukrainian borscht. We help dad to cook, and we already know how to do something.

And how many liters of borscht does dad cook for you, if you are also counting on an addition? I inquired.

A big pot, probably twenty liters, - Vlad smiled. - It takes about eight kilograms to make borscht with just one potato. And my mom cooks very tasty pancakes, which even Italians like. They asked her for a recipe when they came to us, and now they treat friends in Italy with pancakes according to their mother's recipe.

By the way, food standards for foster children are established, and I even spied on them in one of the foster families, where they were hung in the kitchen in a conspicuous place. Then I was struck that everything is in grams: cutlets, sausages, etc. And if this is not enough for a child, because everyone has a different appetite.

Our children love to eat tasty food, and we do not limit them in food. We always cook enough to add more. Children in the kitchen are always in the wings, and not only girls. Boys sometimes cook better than girls. For them, dad is the most best example. He is not only an encyclopedically smart person, but also knows how to do absolutely everything with his own hands, and his skills come in handy in his life. And we believe that our sons should also be able to cook and clean. On Women's Day, our boys, under the guidance of dad, set such a table for us that not every restaurant can compete with them in terms of deliciousness and abundance of beautiful dishes, - Lyudmila Anatolyevna proudly says.

There are also collective activities in the family, such as general cleaning on Saturdays. Everyone does the cleaning. There is no ostentatious, cold cleanliness in the children's rooms, but in the wardrobes of both girls and boys, there is an ideal order, each thing has its place, and there are many interesting personal things loved by the kids.

Order in the house is order in the souls. Children grow up, fly apart, create families, we come to visit them, and we see that it was not in vain that we invested our strength in them, it was not in vain that they taught them to order. Each of them has everything in their houses, - says Lyudmila Vladimirovna.

Parents are the most important authority and lifeline.

A happy woman, regardless of age, is given out by a sparkle in her eyes and a ringing laugh. Lyudmila Anatolyevna does not hide that she is truly happy: she is loved both by her husband and by her children and grandchildren. And the children in this large foster family consider themselves to be relatives and try to gather under the roof of their father's house at the first opportunity.

Our mom taught us to be one for one, - says Katyusha. - She always tells us that we must stick together, wherever we are. She feels us in her heart. We try not to upset our parents if something goes wrong with us or something happens, and then a phone call: “Daughter, how are you?” Do not believe it, but it immediately becomes easier from the fact that they are worried about you, that someone needs you. Mom and dad are already raising their third generation of children. We are all so different in character, temperament, and hobbies, there are quarrels and conflicts between us, but if suddenly one of the children was offended on the side, then we are already a single whole. Our older adoptive brothers and sisters have already scattered in all directions, but we communicate regularly, they try to come to mom and dad. We try to take care of our parents, we do everything not to upset them. And if one of us has a problem, we do not voice it to our parents, so as not to upset, we call each other and find a joint solution. And if they haven’t found it, then mom and dad become the most basic lifeline for us. They are the most important and beloved advisers and friends for us, and we all know that they will do everything to make us happy, - says Katyusha. - For me personally, there is no one closer and dearer to my mom and dad, despite the fact that I have a bunch of biologically related uncles and aunts.

Tell me, if you could change anything in your life, would you foster family Or would you choose a different path in life? - I asked Lyudmila.

We would go the same way again. We don't live in vain. I can justify this at least by the fact that we perceive all the children we raise as relatives and raise them as relatives. They feel it, and they all grew up to be good people, for whom we are not ashamed.

I watched how children reach out to their parents, not ostentatiously, working for strangers, but for real: “Dad, something doesn’t work, help ...”, “Mom, I can distract you for a minute ...”, and I was sincerely glad the fact that such wonderful people with a wide soul and warm hearts live among us, who not only radiate happiness, but make happy those who are nearby, give the future to those who have been crossed out by the diagnosis of doctors. And this is a talent that not everyone is endowed with ...

  1. Tell us about the unusual choice of a name for your daughter.

Oddly enough, the choice of a name is not an idea of ​​many years ago, as happens with many, but rather a matter of chance. When I was six months pregnant, one day, talking with an old friend, whose wife, by the way, was also pregnant with a girl at that time, we discussed names. My husband and I had several options for names, but none of them took root in any way and there was no feeling that this was it. And here is my friend in a conversation about female names told me a funny story about how he met his first love at school age. Several children, it seems, from the Baltics, came to their exchange school. His whole story was how he described his acquaintance with one of the girls who had come to them. "Hi, my name is Yura, what's yours?" - “And I'm Petya,” says a friend with a laugh. And the full name of this girl was Petra. Hearing this name, I realized that it is perfect for our daughter and there simply cannot be other options. By the way, at home we also call Petra Petya.

  1. You have a very sociable child. How do you develop Petra?

In fact, Petya is a child of mood. At times she is very sociable and cheerful, and at times she does not react at all to what is happening around and simply does not want to communicate. Maybe this feature is inherent in all children aged two to three years, I don’t know, this is my first child. But we try to do everything to make it open. During the week she meets with a lot of different people, and this is certainly very useful in fostering sociability. For example, she goes to developmental classes 3 times a week in a group of the same kids, where they sing, dance, sculpt, draw, learn letters and numbers and just have fun with each other. In addition, 2-3 times a week, Petra goes to the gym for physical exercises, where you can jump, roll and run around under the supervision of a coach. Also, 2 times a week a teacher comes to her in English and they spend 2 hours together. On Sundays, I take Petra to our newly opened store in Barvikha, where I dress up the mannequins and she just does what she wants. This is a kind of our tradition, and when she leaves, she happily informs everyone that she is going to work.

  1. You chose Petra's outfits for the shoot and some of these boys' clothes, tell us about the unusual choice and style you chose for this shoot.

I myself often delve into my husband's wardrobe. I love shirts, t-shirts big size and oversized jackets. For Petya, I often buy clothes in the departments for boys. This is due more to a very limited selection of cool things for girls. Huge cake dresses, pink clothes, bows, rhinestones and everything in this spirit definitely do not fit into Petra's wardrobe. This is not at all because I really wanted a boy - by the way, quite the opposite, I dreamed of a girl - but because I want to see my daughter dressed fashionably and cool. For example, can you find jackets for girls anywhere? Or cardigans without bows? And the boys always have a large selection of such things. You can always dress your child in a T-shirt, cashmere sweatpants, an unbuttoned plaid shirt and a trench coat on top - and all this with sneakers or rough boots. At the same time, let her long hair down. Candid girly outfits make me sad, sorry. But this is my personal opinion, of course, I do not impose it on mothers who are delighted with pink tutu dresses and stripes with a huge flower on the still hairless heads of six-month-old girls, this is definitely a matter of individual taste.

  1. What is the most honest relationship with a child for you?

The most important thing for me is not to get what I need from Petra, at any cost. At any age, even when the child does not quite understand what is happening, and he has no connection between the action and the result, you need to remember what he feels intuitively. I don’t get hung up on this topic, I don’t think every minute how to behave, what to say, where all this will lead, etc., but I adhere to the rule of explaining everything, negotiating compromises and, most importantly, doing what I said , even if Petra herself forgot about it. This will build confidence in the words of parents. But I will not hide, there are situations that all parents of children at the age of Petya know about. Sometimes she just cries, refuses not only to negotiate, but even to listen to what she is told. Here the hard parent word, which is not subject to appeal, begins to work. It is difficult and unpleasant, but without the manifestation of rigidity there is no upbringing.

  1. If you could describe yourself as a mother, what would it be?

I am a thorough mom. I have everything under control. Working, not being at home, all days, often including Saturdays, I know thoroughly what Petra does, how the day goes, what she ate and drank, how her mood is, etc. The nannies keep a diary where absolutely everything is described. I really am one of those mothers who constant search the best in everything. But this trait has real downsides. First of all, rigid views on almost all issues relating to the child. Plus, the inability to switch off and, as a result, my virtually constant stay in a state of combat readiness to solve any issue. It's exhausting, and I try and learn to be simpler and easier on some issues. Advice from a child psychologist is very helpful. We have our permanent doctor, who comes about once every six months and gives advice based on the age characteristics of the child.

  1. Do you have any family traditions?

The most important is the Sunday dinner with the family. My parents and Yulia come to us, we cook dinner and all sit down at the family table together. Petra usually sits at the head. It has recently become a tradition to drive "to work" to our new store after a family meal.

  1. Does your family, mother and sister, take part in raising Petra, do they help you to study with her?

Parents help a lot. They take Petra to all her classes, mother takes an active part in nutrition, monitors the availability of the right, necessary products and food preparation. The most important thing is that they live very close to us, and I am always calm. This is a very important feeling of stability and trust in relatives, whom you can rely on at any moment. And my sister brings tons of toys, from an electric car to small baby dolls, soon even in our fairly large playroom we will run out of space.

  1. What do you think a fashionable mother is? Does it have more to do with clothes and appearance or how she raises her child?

It's probably all together. In this matter, the main thing is not to chase after something, but to build everything with your own hands. It seems to me that only in this case everything will be organic. And if, for example, you carry a child with you everywhere, because it is simply fashionable, but it gives the mother real inconvenience, then no one will benefit from this - neither the child nor her. I consciously take Petra with me to few places until she is less than three years old. I see no reason to knock her out of her usual schedule, make her sleep fitfully in a car seat, fight motion sickness in a car, stand together in traffic jams. And to be honest, I don’t care that it’s fashionable and many people do it.

  1. What are your plans for the near future? Maybe you are considering some clubs or classes for your daughter?

As long as everything goes as it is now. Closer to three years, we'll see. We really want to introduce more English, plus there are plans for a ballet school. But we will deal with all this closer to spring.

  1. What is Petra's favorite thing to do with you?

She loves to give out roles and reproduce fairy tales in faces. For example, I am most often a mother goat, and she is one of the seven kids. We often build houses from large multi-colored cubes. She also likes to eat from my plate and try on my shoes. I don't even know what's going to happen next...

The All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland was created on the initiative of the veterans "BATTLE BROTHERHOOD" at the Founding Conference on September 24, 2007 in the Cathedral of Christ the Savior in Moscow.

Today the Organization unites 67 regions of Russia. Of these: 33 regional branches have Certificates of legal registration, 7 organizations have become collective members, 27 regional branches are at the stage of registration. The main goals of the Organization are: to represent and protect the rights and interests of the families of the fallen defenders of the Fatherland, to unite the efforts of public organizations and state structures to solve the social problems of family members of the fallen defenders of the Fatherland, to create single base data, providing comprehensive assistance to regional offices in organizing interaction with authorities at all levels and leading public organizations.

At present, the main task of the Organization is the development and adoption of the Federal Law "On the Status of Family Members of the Fallen Defenders of the Fatherland".

In Russia, the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland has been created.

At the end of September 2007, the delegates of the Founding Conference of the All-Russian Public Organization of the Families of the Deceased Defenders of the Fatherland visited the monument to Voi-nu-internationalist, which rises in Moscow on Poklonnaya Hill. It was a short and moving flower-laying ceremony by widows, mothers, relatives of those who gave their lives for the good of the Fatherland.

A few hours after the last honors were given to all those who died in local wars and military conflicts at the monument to the Warrior-Internationalist, in the Hall of Church Councils of the Cathedral of Christ the Savior, the opening of the Constituent Conference of the General Russian public organization of the families of the fallen defenders of the Fatherland.

The conference was held in a constructive, businesslike atmosphere. It was attended by about 300 delegates from 73 regions of Russia, representing the interests of more than 50,000 family members. In addition, the Conference was attended by family members of those killed in local wars and armed conflicts from 14 CIS and Baltic countries.

Based on the results of the Constituent Conference, the Council and the Audit Commission were elected. The widow of the Hero of the Soviet Union, Lieutenant Colonel Pyotr Vasilievich Ruban, Tatyana Viktorovna Ruban, was elected chairman of the organization by general vote.

"Give us the green light!"

The importance and relevance of this Conference can hardly be overestimated, since the time itself required the adoption of cardinal decisions to change the existing approaches in the relations of authorities and society towards mothers, widows and children of the fallen defenders of the Fatherland. Representatives from all over the country gathered. According to the report of the Credentials Commission, 108 mothers of dead soldiers, 41 widows, 11 fathers who lost their sons took part in the work of the Conference. In addition to them, brothers, sisters, children ... How many of them are there in total, such destitute, in Russia? Knowing everyone by name, understanding the problems and helping to solve them - this, perhaps, should be the first task of the newly created organization.

So, on the agenda of the Conference are the speeches of the delegates, the election of the chairman of the Organization, members of the control and audit commission, the Council of the Organization, as well as the approval of the text of the appeal of the delegates to the deputies of the State Duma with a request to develop and approve the Federal Law "On the Status of Family Members of the Fallen Defenders of the Fatherland".

Within the framework of the Constituent Conference, His Eminence Metropolitan Yuvenaly of Krutitsy and Kolomna held a solemn litia.

Further, the Chairman of the All-Russian Public Organization of Veterans “Combat Brotherhood”, Governor of the Moscow Region, Hero of the Soviet Union Boris Vsevolodovich Gromov addressed the audience with a welcoming speech. He called the Conference on the Creation of the All-Russian Public Organization of Fatherland Defenders "very important and timely."

We all know very well, we understand, we feel with our souls, hearts, and consciousness our debt to our fallen comrades. And we will always emphasize this in our work,” he said. - We will always be close to those who lost their loved ones in any war: whether the Afghan, or the Chechen one, or when solving any other problems in the course of protecting the interests of our country. Today we are proud to say that our comrades-in-arms have shown courage and heroism in the course of carrying out the assigned tasks. Today we confirm our readiness to be fully and completely ready, as before, to work together with you, dear mothers, dear relatives of those who did not return from the battlefields. We are always ready to support you at any moment. Moreover, we all understand perfectly well that memory is sacred and must live in us all the time and it will always be with us. But something else is also important. In every family there are both children and grandchildren who should know that their fathers, brothers, husbands really showed examples of courage, heroism and fell for their Motherland. Naturally, we understand this and will do everything in our power to ensure that these families experience as few inconveniences as possible, as few difficulties as possible ... I believe that the creation of the All-Russian Public Organization of the Families of the Dead defenders of the Fatherland - this is a very sure, very necessary step, because it is much easier and more correct to solve problems together. Today the day has come when in our country the families of the victims should unite into an All-Russian public organization and work to continue to help everyone solve common problems together.

The duty of those who live on earth.

Metropolitan Juvenaly of Krutitsy and Kolomna conveyed a message to the delegates of the Conference from Alexy II, Patriarch of Moscow and All Rus'.

There are no people who would not be afraid of death, but there is a force that helps a person to accomplish a feat. They become heroes when the heart is driven by love, it is also the main content of our faith and true meaning earthly existence. There is no way to return the fallen to earthly life, but the duty of the living is to keep the prayerful memory of the heroes and take care of their orphaned families.

Our realities.

Lev Borisovich Serebrov, First Deputy Chairman of the Combat Brotherhood Veterans Organization, in his emotional speech told the audience about the colossal work carried out by the Combat Brotherhood on the eve of the Conference.

For more than one year, the “Combat Brotherhood” has been advancing towards this event. Letters came before, there were proposals from almost all regions: “We must! Necessary! Necessary!". But it was necessary to make sure that this organization would not be stillborn. People really need it, it will work, and above all for the benefit of you, those present here and those who are not here. Why did the "Combat Brotherhood" take on such a responsibility? Because helping veterans, the disabled, the families of the dead is, I would say, the first statutory duty of the members of our organization. Because the "Combat Brotherhood" is 77 regional branches with a total number of members of 60 thousand people. The local wars and military conflicts that have fallen to our lot have left a deep imprint on our hearts and the hearts of those who have gathered in this hall today. They broke many human destinies, morally but also physically crippled the best people society... Wars took away our relatives and friends, leaving parents without a son, young wives widows, children orphans. We are proud of our comrades-in-arms, who carried out the order of the motherland at the cost of our own lives. With a feeling of great sorrow, let us bow our heads before their courage and heroism. On this day, here, in the Hall of Church Councils of the Cathedral of Christ the Savior, we undertake the obligation to do everything in our power so that the families of the victims constantly feel the help and support of the “Combat Brotherhood”.

And this is not just a tribute. The newly created All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland should take care and responsibility for the fate of all the families of the victims, represent and defend their interests at all levels of government.

Are the goals clear, objectives defined?

All members of the families of the fallen defenders of the Fatherland have a common grief, for many years it is communication that helps them alleviate the severity of pain. The founder of the Organization is the All-Russian Public Organization of Veterans "Combat Brotherhood", and this is no accident. Because for many years people have turned to the "Combat Brotherhood" with a request to create a single body that will coordinate the work of all regional branches.

The main task of the Organization will be to protect the interests of the families of the fallen defenders of the Fatherland. It is called upon to raise the problems of social protection of the families of the victims in the legislative and executive authorities to the proper level. Russian Federation, as well as to promote the timely and full implementation of the benefits, guarantees and compensations established by law for family members of the fallen defenders of the Fatherland.

One of the main tasks, I think, - T. Ruban shares his plans, - is to achieve the improvement of federal laws and other regulatory acts of the Russian Federation on the rights and benefits, compensations for the families of the fallen defenders of the Fatherland.

We will collect and analyze information, work experience in regional offices and will develop our proposals, methodological manuals and, of course, send them to the regions.

The most important thing is not to forget anyone, not to leave without attention, to reach out to the most remote corner of the country where there is a family of the deceased, and try to pay attention to everyone.

I really want the families of the dead to finally believe in our state. Indeed, often, when you call a widow or mother, you understand that the organization is perceived not as a public one. Families think that it was the state that remembered them.

The tasks of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland include work on the patriotic education of the younger generation on the example of soldiers who died in Afghanistan, Chechnya and other local wars. Work at a new level, with new specific approaches. The organization wants to contribute to the growth of respect for the families of the victims in society. Today, the families of the victims are the most vulnerable category of citizens.

So many mothers are left alone, and there is no one to lend a helping hand to them, and indifference and oblivion hurt the most. Therefore, it became necessary to adopt the Federal Law “On the Status of Family Members of the Fallen Defenders of the Fatherland”. This will change the attitude towards this category of citizens.

It is impossible without compassion to look into the eyes of a mother, father, children, wife, who have been carrying their painful grief for many years. It is impossible to return the fallen soldiers, but it is also impossible to humiliate them with lack of money, bureaucratic arbitrariness. We will try to do everything in our power to help the families of the fallen defenders of the Fatherland.

All-Russian competition of children's and youth drawings

"I will never forget you!".

It would seem that connects modern children, lovers of computer games and parties, with the word war. And, it turns out, a lot… A group of veterans frozen by the Eternal Flame; children fleeing from German planes; a soldier attacking at the Brandenburg Gate, a lonely figure of an elderly woman against the background of a window with reflections of festive fireworks ... Fight in a mountain gorge; a young guy in camouflage with a rescued girl in his arms, paratroopers leaving for a red sunset... This is also a war, a war of new history. And all together - the works sent to the All-Russian competition of children's and youth's drawings, dedicated to the memory of the fallen defenders of the Fatherland and timed to coincide with the 20th anniversary of the withdrawal of Soviet troops from Afghanistan. "I will never forget you!" this is how the competition was called by its initiators, the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland. An organization that has only been two years since its establishment, but which has managed to rally 67 regional branches around itself in this short period of time, effectively represent the interests of 50,000 family members in the corridors of power, and create a working group to prepare proposals for the draft law “On the status of family members of the victims Defenders of the Fatherland". Speaking about the tasks of the competition, the chairman of the Organization T.V. Ruban, noted that its main goal is to increase the patriotic education of young people. It is also important to attract the attention of the public and authorities to the activities of the organization.

We ourselves did not expect that there would be so many works. They contain human pain and a thirst for life, pride in veterans and the memory of those who did not return from the war. If children draw this, it means that they are interested in the history of the Motherland. And so that they grow up as true patriots, our Organization throughout Russia conducts Lessons of Courage in schools, colleges, and cadet corps. After all, it is so necessary that our children know that veterans of the Great Patriotic War, veterans of military operations in Afghanistan and Chechnya live next to them. They remembered how many young people died on the battlefield defending their homeland.

The main shrines for them will remain such concepts as: honor, loyalty to duty and their Fatherland. And, they will always write the word Motherland with a capital letter!

The competition was held in three stages. 3437 drawings from children from 36 regions of Russia came to the regional qualifying round. 149 reached the final of the competition young artists. It was very difficult for the members of the jury, which was headed by Victoria Anatolyevna Larionova, a well-known painter, member of the Union of Artists of the USSR, president of the Larionova and Kulikov Charitable Foundation for Supporting Creative Youth, to choose the best from so many drawings.

According to her, the work was simply amazing. “Everything corresponded to the declared theme, which rarely happens at competitions. And although the topic was announced as an adult, heavy one, the guys surprisingly coped with it perfectly. There were works that were complex, multifaceted, there were also simple, but childishly touching. There were a lot of drawings where a soldier saves children, very dynamic scenes, and this is not accidental, which means that it is from a man-warrior that the guys first of all expect help in extreme situations.

As a result, the jury awarded diplomas to all participants in the final, and 9 people became winners. First places in three age categories took: Zaur Dzeranov from North Ossetia, Dasha Grishina from Belgorod and Tatevik Anakhatunyan from Kaluga.

The awarding of the winners and laureates took place at a solemn ceremony in Central Museum Great Patriotic War 1941-1945. on Poklonnaya Hill. A lot of good things were said about the guys. Well, big holiday concert, sightseeing tour for the Central Museum of the Great Patriotic War turned the final stage of the competition into a real holiday, which will forever remain in the memory of its participants.

IN PROTECTION OF INTERESTS

The next meeting of the Council of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland was held on the territory of the Kolontaevo Rest House in the Noginsk District of the Moscow Region. It was attended by 49 Council members representing 44 regional offices of the Organization. One of the most important issues considered at the meeting was the Address of the heads of the regional branches of the Organization to the President of the Russian Federation D.A. Medvedev. What was the result of this message and what did the families of the fallen defenders of the Fatherland want to achieve with this action?

In an Address to the President of the Russian Federation D.A. Medvedev focused on the plight of family members of the fallen defenders of the Fatherland and, of course, on the need to restore order in the legislation relating to their social protection. The leaders of the Organization hoped for a meeting with the President, but in return received only a response from the Ministry of Health and social development Russia signed by its leader T.A. Golikova. It provided detailed information on those legislative acts, on the basis of which members of the families of the victims are entitled to benefits, allowances and other benefits. On the merits of the main issue, it was said that the new Federal Law "On the Status of Family Members of the Fallen Defenders of the Fatherland", which must be adopted, would lead to duplication of existing laws and, therefore, it would be inappropriate to do so.

“If we compare our proposals with the answer from the ministry, we can see the difference in approach,” noted T.V. Ruban, Chairman of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland. The new Federal Law could accumulate in itself all the benefits that are due to the families of the dead soldiers, while now their implementation is scattered between ministries and departments, which leads to discrepancies.”

Analyzing the work over the past two years, Tatyana Viktorovna emphasized that this period can still be called the time of the formation of the Organization. She noted that 18 departments already have certificates, another 17 have become collective members of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland. “In total, 35 out of 67 organizations have acquired official status as part of the All-Russian Organization. Another 19 public organizations have received documents and are in the process of registration, - the chairman informed.

Since the beginning of 2008, members of the Council began to travel to those regions where there are serious problems with the support of the families of the victims, having previously studied the situation on the ground and prepared specific proposals. During this time, business trips were made to Smolensk, Kaluga, Astrakhan, Saratov, the Leningrad Region, St. Petersburg, the Republic of Kalmykia and Velikiy Novgorod. After joint work with the authorities of the regions, in a number of cases it was possible to equip offices in 40 regional branches, allocate office equipment (34 branches), increase payments to the families of the victims, reduce utility bills and telephone charges (in Kaluga, Kostroma, Kurgan, Perm, Krasnoyarsk, Arkhangelsk) . Seven regions are ready to open Memorials of Memory.

During the reporting period, many events were held that contributed to the promotion of the work of the Organization, the implementation of the statutory goals. For example, the leaders took part in a TV show dedicated to the 20th anniversary of the withdrawal of Soviet troops from Afghanistan on the TVC channel, where they acted as experts, talking about the attitude of the state towards the participants in the war, about the current situation of the families of the victims. Courage lessons, participation in the Mama Street festival in support of children from dysfunctional families, preparation and holding of the All-Russian competition children's drawing“I will never forget you”, discussion of pressing problems and ways to solve them at round tables, at meetings with State Duma deputies, with heads of various organizations.

And the activities of the Organization did not go unnoticed - by the decision of the Supreme Council of the National Association "MEGAPIR" for active work, she was awarded the title of laureate of the forum "Public Recognition" and was awarded a diploma.

At the last Council, the work of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland was recognized as satisfactory.

OUR COMMENT

The reporting period has become a defining stage for the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland, and not only in organizational terms. OUTSIDE BOARD

The city of Vladimir became the venue for the next meeting of the Board of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland.

“We have long come to the conclusion that it is more efficient to hold Board meetings in the outback. As they say, there is an opportunity to show yourself and look at others. No reports and visits of regional leaders to the capital will replace live communication directly on the spot. By the way, our last gathering place was Kaluga,” said T.V. Ruban. Visits to the regions of Russia by the leadership of the Organization, meetings with the first persons of the republic, territory, region, city - all this strengthens the work of local organizations, makes it more productive. Special attention today requires issues related to the development and adoption of the Federal Law "On the Status of Family Members of the Fallen Defenders of the Fatherland", the establishment of close ties between regional branches with the governing authorities and leading public organizations. The Chairman called on the activists to use the opportunities to participate in significant events more widely, to draw the attention of the public and authorities more often to the problems of family members of the fallen defenders of the Fatherland. “As practice shows, the success of the work of the Organization largely depends on productive interaction and cooperation with the All-Russian Organization “BROTHER IN BATTLE”, - S.N. Gorokhov. Moreover, the tone of the dialogue between the two leaders is influenced by a number of features: how long this or that department (organization) exists, how much its authority is weighted, how quickly tasks are solved. But the most important factor here is moral, our conscience and honor. After all, losing colleagues and battle brothers, we swore not to forget their parents and families. The Vladimir branch is a little more than a year and a half old, but we can already confidently say that the milestone of formation has been passed. The organization is represented in the councils under the governor, the regional branch of the United Russia party, business women of the region, and is a member of the Association of Veteran Organizations of the Region. The exposition presented to the general public, telling about fellow countrymen who died in Afghanistan, became a special pride of the activists. It took meticulous work of many days. Invaluable material was collected, which did not leave indifferent any visitor of the exhibition. And most importantly, its organizers were able to convey to people the grief and sadness of mothers, wives, children who lost their dearest and most beloved sons, husbands, fathers.

Head of the Volgograd regional branch of the Organization Lomakina Z.N. she spoke about the rehabilitation center for war veterans and family members of fallen servicemen, which has been operating since November 2007, about the traditional meetings of members of the Organization with school search teams and scientists from the Stalingrad Battle Panorama Museum. As the experience of holding events with the participation of the families of the fallen defenders of the Fatherland has shown, their organizers often overdo it and create too difficult an emotional environment, forgetting about their state of health. But first of all, they need moral support, confidence that society has not forgotten them.

Of particular interest and debate at the meeting was the speech of G.M. Magonova. As the head of the working group for the preparation of proposals for the draft Federal Law of the Russian Federation “On the status of family members of the fallen defenders of the Fatherland”, she informed the meeting participants about the work done at this stage. The proposals covered the traditional range of problems - pensions, medical rehabilitation, housing, education of the children of the dead, and so on. All comments and wishes are recorded and will be used in further work on the draft law.

After the meeting of the Board, a meeting was held with family members of the fallen defenders of the Fatherland Vladimir region. The head of the Department of Social Protection of the Administration of the City of Vladimir was invited to it. Despite the hot weather, about forty people arrived in the regional center. The "temperature" of the conversation turned out to be no less than on the street. After all, they asked difficult questions. Why is the region not providing material support to the families of the victims? Why are there no discounts on public transport? Where can you improve the health of elderly fathers and mothers of the dead? The answers are yet to be found.

A regular meeting of the Council of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland took place in the Kolontaevo Rest House near Moscow. It was attended by the First Deputy Head of the Office of the Central Council of the All-Russian Organization of Veterans "BATTLE BROTHERHOOD" I. G. Chernykh, the legal adviser of the Office of the Central Council of the All-Russian Organization of Veterans "BATTLE BROTHERHOOD" A. M. Burmitsky and other representatives of the Office of the Central Council. 44 representatives of the Council of the Organization of Families of the Fallen Defenders of the Fatherland from 39 regions of Russia gathered in the Moscow region.

On behalf of Boris Vsevolodovich Gromov, Chairman of the All-Russian Organization of Veterans "BROTHERHOOD IN BATTLE", the meeting was attended by Viktor Karpovich Shilin, Minister for Control Activities of the Government of the Moscow Region. In his speech, he noted the importance and timeliness of the creation of the Organization and the need for further rallying of regional branches to protect the rights and interests of the families of the victims.

"HELLO, YOU MY DEAR ...."

So the participants were greeted by the chairman of the Organization T.V. Ruban. “If a mother who lost her son in the war, at the same time is also engaged in social activities“It’s already a feat,” she said. Indeed, on the one hand, you can go crazy from the grief that overwhelmed you. And on the other hand, having gathered courage, throw all the remaining forces to help those who find themselves in the same, or even in a more difficult situation. And make sure that when you help people and take on someone else's pain, then your strength, which seems to have dried up to the very bottom, is reborn and grows stronger every day.

Tatyana Ruban's speech was devoted to the results of the Organization's activities over the past year. The results are impressive: out of 67 regional branches of the Organization, 25 already have certificates of state registration, ten have joined it as collective members, and legal registration is currently underway in 11 regional branches.

The most active in working with the families of fallen soldiers were regional organizations in the Kirov, Samara, Perm, Kaluga, Omsk, Belgorod, Novgorod, Arkhangelsk, Kurgan, Saratov, Volgograd, Vladimir, Kemerovo, Lipetsk, Smolensk, Tyumen, Astrakhan and Moscow regions.

Among the republics, the activities of branches in Mari El, Dagestan, Udmurtia, Bashkiria, Kalmykia, Komi and North Ossetia are especially noticeable. Branches in the Trans-Baikal and Krasnoyarsk Territories also proved themselves in business.

Business trips of representatives of the organization to the Magadan Region, the Republic of Mari El, Novosibirsk, Penza, Irkutsk, Kaliningrad Regions, the Republic of Karelia, Kostroma, Tambov Regions, Primorsky Territory, Ryazan, Sverdlovsk Regions and Khabarovsk Territory are planned.

“In order to know exactly how the work is going in the regions, it is necessary to go to the places, - members of the Board of the Organization are convinced, - Only then can we really help in solving existing problems.”

That is why during the reporting period the leadership of the Organization sought to visit the regions as much as possible. During a working trip to Saratov, T. Ruban and E. Rodionova took part in a solemn meeting, dedicated to the opening memorial "Compatriots who died in local wars", the Civil Forum of the Saratov region, and also met with the governor of the region Pavel Leonidovich Ipatov. But the main purpose of the visit, of course, was to meet with the families of the victims. According to the deputy chairman of the organization, Elena Rodionova, this meeting was "extremely useful and very productive."

In June, at the invitation of the Kirov regional branch, the chairman of the Organization traveled to Kirov to participate in the annual meeting of family members of the fallen defenders of the Fatherland "Memory of the Heart". It was attended by 120 family members of the fallen soldiers, representatives of the city and regional administrations and leaders of the regional branch of the "Combat Brotherhood".

Tatyana Ruban and Elena Rodionova emphasized the fact that in Kirov the tribute of high respect of the local administration to the families of the dead soldiers was most clearly demonstrated. The parents, widows and children of the victims were the first to lay flowers and wreaths at the memorial, and only then - the first persons of the city and guests. At a meeting with the families of the victims, a number of problems were discussed for parents and widows whose sons and husbands did not return from the battlefield. Points of contact were found with the local administration on almost all acute issues. “It was obvious that the head of the department of our Organization, Leonid Fedorovich Dorofeev, enjoys high and well-deserved authority in the region,” Tatyana Viktorovna noted.

In July, an off-site meeting of the Board of the Organization was held in Vladimir. After the meeting, a meeting was held with family members of the dead military personnel living in the Vladimir region, in which representatives of the regional branch of the "Combat Brotherhood", the Association of combatants of the Internal Troops of the Ministry of Internal Affairs and the head of the department social assistance administration of the Vladimir region.

During the year, the Organization took an active part in a number of public events: in the commission on social issues of the Civic Chamber, in the meeting of the working group of the Russian organizing committee "Victory", etc.

LETTER TO THE PRESIDENT

Last year and the year before, immediately after the meetings of the Council, the Organization sent an Appeal to the President of the Russian Federation with a request to instruct the Government of the Russian Federation to develop a draft law “On the Status of Family Members of the Fallen Defenders of the Fatherland”. “The future law itself should be such that the norms of social protection of the families of the victims would be as close as possible to world standards,” T. Ruban is convinced. But, apparently, the proposals for the draft Law, set out in this Appeal, were not even read. For some reason, the response to the Appeal came from the Ministry of Health and Social Development. Where it was written in black and white that all the proposed amendments "... duplicate the norms of the current legislation ...".

Not satisfied with this "exhaustive" answer, Tatyana Ruban sent letters to State Duma Chairman Boris Gryzlov and Chairman of the State Duma Committee on Veterans Affairs Nikolai Kovalev.

UNNAMED HEROES

At the meeting of the Council, T. Ruban expressed the general opinion that so far in our country the work on identifying the missing is not carried out at the proper level. “Parents who lost their sons in the war should have a grave before which they could bow their gray heads,” the chairman of the Organization believes. In January 2010, the Organization sent an appeal to the Minister of Defense Anatoly Serdyukov with a request to provide all possible assistance in speeding up the work on identifying the remains of missing soldiers, as well as to raise funds for the repair of the memorial at the Bogorodskoye cemetery. In addition, a mournful date was not far off - the 10th anniversary of the first burial of "unknown soldiers" in this cemetery.

“... Work to identify the identity of the unidentified bodies of servicemen who died on the territory North Caucasus, is carried out in a planned manner and is entrusted to the 124th laboratory of medical and forensic identification - such a response came to the Organization from the apparatus of the Ministry of Defense. - The Ministry of Defense, in turn, is not authorized to assist in the repair of the memorial at the expense of funds allocated from the federal budget ... ".

Frankly, this answer to any sane person will seem at least strange. Because in any civilized country, the state and society believe that they will always be indebted to those who, for the sake of their salvation, sacrificed the most precious thing - life.

“I would also very much like the descendants of the fallen soldiers to know what their fathers gave their lives for,” T. Ruban remarked in conclusion. - After all, the word "dad" did not enter the lexicon of the children of many fallen defenders of the Fatherland. Their fathers died in distant Afghanistan, where there was a war closed from society, a “hidden” war. And it would be just wonderful if the leadership of the country (city, region) gathered these children, many of whom are now over 30, and in a solemn atmosphere would thank their fathers for the feat ... ".

PRACTICE AND LIFE

Unfortunately, practice and life show that bureaucratic people do not always go towards the families of the dead. Rather the opposite.

The head of the working group for the preparation of proposals for the draft Federal Law of the Russian Federation “On the Status of Family Members of the Fallen Defenders of the Fatherland”, the Chairman of the Moscow Regional Organization of the Families of the Fallen in Afghanistan and Chechnya, Galina Mikhailovna Magonova, informed the members of the Council of the Organization about the progress in preparing proposals for the draft Federal Law.

“They don’t want to hear us upstairs yet,” Magonova concluded bitterly. “But we continue our work and are now working targeted: both with deputies of the State Duma and with members of the Federation Council.”

The working group is preparing a whole package of proposals for this bill. The main goal is to bring it to a state in which the social security of the families of the victims will be as high as possible.

In turn, Viktor Karpovich Shilin proposed to start with an inventory of the entire regulatory framework - in that part that concerns the family members of the fallen defenders of the Fatherland. And already on the basis of the results of the inventory, prepare the bill itself.

SARATOV SECRETS

The Saratov regional branch of the All-Russian Organization of the Families of the Fallen Defenders of the Fatherland received legal status not so long ago - April 29 this year. Prior to this, the local Union of Families of the Dead Servicemen was a collective member of the Organization. The head of the department, Lidia Mikhailovna Rzhevskaya, shared her “branded” Saratov secrets of working with the legislative and executive authorities.

According to her, for a constructive dialogue with the local authorities, one has to use a variety of methods of persuasion.

At one time, I proved to the governor and all his deputies that in our region the families of the victims have an income below the subsistence level, - said Lidia Mikhailovna. - They flatly refused to believe in it. Then, on our own initiative, we conducted a survey of fifty families of the victims. In addition, veterans of the war, labor and "Chernobyl victims" were also interviewed. And “suddenly” it turned out that the families of the victims really live the worst. As a result, the regional administration instructed us to prepare a draft law on the families of the victims.

Lidia Mikhailovna especially noted the importance of the work of regional branches with local media: “For example, we always invite the governor, vice-governor and other officials to all our actions. The press and television are following them, and the event acquires a completely different public resonance.”

"AND WE HAVE IN UDMURTIA..."

The Udmurt republican branch of the All-Russian Organization of the Families of the Fallen Defenders of the Fatherland was legally registered two years ago, on September 16, 2008.

The head of the department, Natalya Gennadievna Ovchinnikova, spoke about the activities of the department. She performed emotionally, on the rise, in one breath, with a demonstration on the screen of the concert hall of photographic materials about the activities of the department. She also willingly shared her experience of working with the first persons of the republic, heads of leading public organizations and veteran associations. In the course of the speech, it became clear that the regional branch is very closely integrated into the cultural, political and public life region, which is very important for the success of the organization. That is why in Udmurtia, according to the general opinion, work is being actively carried out on the patriotic education of young people and perpetuating the memory of the fallen defenders of the Fatherland.

BENEFITS FOR SUCCESSFUL WORK

According to the Deputy Chairman of the All-Russian Organization of the Families of the Fallen Defenders of the Fatherland, Elena Evgenievna Rodionova, within the framework of the Organization's statutory activities, two targeted social programs approved at the meeting of the Organization's Board are operating in the regional branches. The first one is “On the procedure for the work of commissions for the provision of targeted social assistance to family members of the fallen defenders of the Fatherland”. The second - " Psychological adaptation and rehabilitation of family members of the fallen defenders of the Fatherland by means of culture and art”, which are aimed at improving the quality level of work with the families of the dead servicemen.

In addition to the above programs, the Board of the Organization approved a number of methodological recommendations - on the technology of writing socially significant projects and organizing the activities of regional branches. Their purpose is to provide practical assistance to the heads of regional offices in organizing their daily work.

To improve the interaction of regional offices, an "Information guide about the heads of regional offices, addresses and telephones" was also published. And the booklet “Snapshots of the Organization's activities for the year” supplemented and expanded information about the work of the All-Russian Organization.

ON THIN ICE…

Summing up is not only a conversation about achievements, but also an occasion to raise topical issues, to talk about sore points. And there are still enough unresolved problems, judging by the stories of visiting mothers. One of the most urgent is the level of material and social support for the families of the victims. Today, unfortunately, many of them still live below the poverty line and belong to the category of poorly protected citizens. So the tasks of the All-Russian Organization of the Families of the Fallen Defenders of the Fatherland are still quite a few.

We must not stop developing, - said T. Ruban. It is necessary to go forward, as if on thin ice - vigorously and without stops. Only then will we force the authorities to reckon with us and achieve something.

"WE WILL NOT BE ALONE"

“In order to understand us, it is necessary to send a son or husband to the war, and get back a funeral and “cargo 200”. And then try to come to terms with the fact that we lost not just the defender of the Motherland, but also the dearest person, the breadwinner of the family, the beloved son, ”these words of the mother of a soldier who died in Chechnya were heard on Memorial Day at the Bogorodskoye cemetery. They sounded with bitterness and resentment. And you can understand it. It turns out that fighting friends, colleagues, veterans and public organizations mainly take care and help the families of the fallen defenders of the Fatherland. Against their background, state aid looks very modest. This is probably why mothers, widows of fallen soldiers and officers strive to unite in their organizations in order to support each other, help them survive grief, and return to life. And most importantly - to preserve the memory of the sons and husbands who fulfilled their military duty to the end. One of these organizations is the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland, which united in its ranks more than 50 thousand family members who sent their sons, husbands and fathers to the war forever. Moreover, there is no division into belonging to a particular military conflict and a specific law enforcement agency. “After all, we all have one misfortune and grief, it cannot be divided into certain groups and subgroups. We should all be together,” the widow of Hero of the Soviet Union P.V. tells our correspondent on the eve of International Women’s Day. Ruban, chairman of the All-Russian Organization of the Families of the Fallen Defenders of the Fatherland Tatyana Ruban.

The All-Russian Organization of the Families of the Fallen Defenders of the Fatherland has been operating for the fourth year. What is the main achievement during this time?

The most important result is that we have branches in 67 regions of Russia. Of these, 37 have already decided on their legal status, 5 are in the process of registration. We express our sincere gratitude to Boris Vsevolodovich Gromov, Chairman of the All-Russian Organization of Veterans "BOEVOE BROTHERHOOD", and Dmitry Vadimovich Sablin, First Deputy Chairman of the All-Russian Organization of Veterans "BOEVOE BROTHERHOOD", for their support and participation in the creation of our organization. Thanks to this, we have the opportunity to convey the pain and despair of thousands of Russian mothers and widows to the authorities. And our voice grows stronger every year.

We managed to rally in our ranks previously disparate organizations that united only mothers or widows, only the families of dead officers or soldiers, families whose sons and husbands served in units and units of the Ministry of Defense or the Ministry of Internal Affairs. Today, our Organization is a member of the Public Council under the Ministry of Defense of the Russian Federation - a clear fact of recognition of the need for our activities.

Tatyana Viktorovna, how reliably are the families of the fallen defenders of the Fatherland protected by the state today? What needs to be done to improve their social status?

Unfortunately, during meetings with the families of the fallen defenders of the Fatherland, we receive information from different regions of the country about numerous social problems that no one wants to solve. People speak with resentment about the elementary inattention to their requests, the inertia of officials, and the imperfection of the legislative framework.

Since 2007, we have been annually sending appeals to the President of the Russian Federation, in which the common thread is a request to instruct the Government of the Russian Federation to develop a draft federal law “On the Status of Family Members of the Fallen Defenders of the Fatherland”.

But one gets the impression that our proposals for the draft law, set out in these appeals, are not taken into account and are simply kicked off to other departments. Where do the disappointing answers come from: "the implementation of proposals aimed at developing a special law in relation to family members of dead servicemen duplicates the norms of the current legislation."

Naturally, such an attitude makes us take other steps in solving the problems of the families of the fallen defenders of the Fatherland. We are actively seeking understanding and support from Boris Vyacheslavovich Gryzlov, Chairman of the State Duma of the Federal Assembly of the Russian Federation, Nikolai Dmitrievich Kovalev, Chairman of the State Duma Committee on Veterans Affairs, and Anatoly Eduardovich Serdyukov, Minister of Defense. We cooperate with many governors, mayors of cities.

Practice has shown that meetings with the first persons of the regions make it possible to significantly raise the authority of the heads of our departments and the importance of their work to protect the rights and interests of the families of the dead soldiers.

Active cooperation with all state, regional and public associations makes it possible not only to draw attention to the problems of family members of the fallen defenders of the Fatherland, but also to seek their solution.

For example?

At one of the meetings of the Committee for Coordination joint activities veteran associations Hero of the Soviet Union Ruslan Sultanovich Aushev expressed the wish that by the 25th anniversary of the withdrawal of Soviet troops from Afghanistan, all veterans who fought outside the borders of the Fatherland would be provided with housing. I would like to supplement this wish: it is necessary to resolve the housing issue and all family members of those who died defending the Fatherland. Everything must be done so that mothers, fathers, widows and children of the fallen defenders of the Fatherland do not feel inferior in their country. And to prevent this from happening, the authorities should know how the families of the victims live in the regions of Russia, and not judge the situation only by the standard of living in Moscow and the Moscow region.

To improve interaction and improve the quality of work, we have prepared an information guide with addresses and telephone numbers of heads of regional branches, published "Methodological recommendations on the technology of writing socially significant projects" and "Methodological recommendations on organizing the activities of regional branches of the All-Russian Organization of the Families of the Fallen Defenders of the Fatherland". Booklets about the activities of the Organization "Freeze-frames of working moments" are published annually.

Recently, the IV Congress of the All-Russian Organization of Veterans "BOEVE BROTHERHOOD" was held, of which you were a delegate. Besides you, who else represented the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland?

Our Organization was represented at the congress by five delegates. In addition to me and the vice-chairman of the Organization, Elena Rodionova, the leaders of the regional branches of Volgograd - Zoya Lomakina, Vladimir - Natalya Adamovich, Novgorod - Sergei Belov took part in the veterans' forum. Unfortunately, we were not able to speak at the congress, but our problems did not go unnoticed. In his report, Boris Vsevolodovich Gromov, Chairman of the All-Russian Organization "BROTHERHOOD IN BATTLE", drew attention to the fact that the families of the dead soldiers had a lot of problems and asked all the congress delegates not to leave them alone and to provide all possible assistance. “This is our sacred duty,” said Boris Vsevolodovich.

What problems, besides social ones, concern regional organizations of the families of the fallen defenders of the Fatherland?

Unfortunately, work is being carried out slowly to identify unknown soldiers who died in "hot spots". Sixteen years have already passed, and on many graves it is still written: "Unknown Soldier." Only at the Bogorodskoye cemetery such an inscription is found on 143 graves.

And another moment. If there are families who officially applied to 124th Central Committee of the Ministry of Defense of the Russian Federation with a request to identify the DNA of the dead soldiers with the DNA of their parents and they were refused, we are ready to help.

On what principles is the work of your regional branches based?

First of all, on the interaction and support of the organizations of the BROTHER IN BATTLE. I take this opportunity to appeal to the leaders of those regional branches of the BROTHERHOOD IN BATTLE, in which there are no branches of our Organization. Dear brothers, assist in the creation of our departments - and a huge layer of difficult morally, and even nervous work will fall from your shoulders. You can redistribute the freed up time and money to solve other urgent tasks. There is a good practice when the head of our department is a member of the board of the local organization "BATTLE BROTHERHOOD". Think about it. The families of fallen soldiers live their lives with pain, tears and unspent love. Sometimes they are difficult to understand. Only colleagues of the fallen officers and soldiers, veterans of combat operations are ready to be imbued with their aspirations and hopes.

Visiting the regions, I noticed one peculiarity, that where there is complete mutual understanding between the leaders of the local branches of the “BROTHERHOOD IN BATTLE” and our Organization, everything works out.

And where did such a friendly atmosphere develop?

An example of such fruitful cooperation is the Saratov region, where the BROTHERHOOD in combat is headed by Sergey Avezniyazov, and the organization of the families of the fallen defenders of the Fatherland is headed by Lidia Rzhevskaya. The active participation of Saratov citizens in the All-Russian competition of children's and youth's drawings on the theme "I will never forget you" became especially indicative here. It was held at the Central Museum of the Great Patriotic War on Poklonnaya Hill, where representatives of 39 regions of the country gathered. Alexander Braslavets works closely with the branch of the All-Russian organization in the Arkhangelsk region. And when trouble happened with the head of our department, Vera Zyuzikova, the veterans of the “BATTLE BROTHERHOOD” were the first to come to the rescue. Faina Matyushevskaya and Igor Vysotsky, Deputy Chairman of the All-Russian Organization “Battle Brotherhood”, are working in contact. Together they solve many vital issues of the families of the fallen defenders of the Fatherland living in St. Petersburg and the Leningrad Region. We are grateful for the support of our branches to Vladimir Myshkin, the head of the Kirov regional branch of the "Battle Brotherhood"; Alexander Odinochnikov - Kaluga regional branch, Khasanbi Gukov - Kabardino-Balkarian republican branch, Vladislav Kanevsky - Smolensk regional branch, Gennady Khrolenko - Novgorod regional branch.

It is gratifying to note that most of the leaders of the regional branches of the BROTHERHOOD IN BATTLE understand why this veteran organization became our founder, and provide significant assistance to the branches of the Organization of the Families of the Fallen Defenders of the Fatherland.

Tatyana Viktorovna, what would you like to say in particular?

Separately, I would like to say about the children of the fallen soldiers, who should know why their fathers gave their lives. It would be great if the leaders of the country, region, city gathered these children (regardless of wars and age) and in a solemn atmosphere thanked for their fathers, for their feat. These children need to know that their fathers are proud and thank the children for the memory. It is important! For them and for society as a whole.

Patriarch Alexy of Moscow and All Rus' admonished the participants of the Founding Conference with the following words: “I know that the formation of the All-Russian Organization of the Families of the Fallen Defenders of the Fatherland was caused by the well-known sad circumstances in the lives of those who deserve all-round attention and help from the state and society. Let the activities of the organization being created be successful, will contribute to the proper replenishment of the lost and protect the interests of those in need of help.

Something not very festive interview we got ...

From what? Let's look at the situation from the other side. In our regions, only four men, the fathers of the fallen soldiers, head the departments, the rest are women. Beautiful, strong, active. People like Zoya Lomakina are the real leader of the Volgograd branch, an excellent organizer and inspirer of events that unite the mothers and widows of fallen soldiers. So recently, on the eve of March 8, she held a wonderful meeting of mothers. We have Tatyana Ilyuchik in our asset - whose tireless activity does not allow the life of the Perm Regional Branch to stop even for a day. There is Natalya Ovchinnikova, whose perseverance in solving the problems of the families of the fallen defenders of the Fatherland is well known in the Udmurt Republic. Although the pain of loss never subsides, they coped with the misfortune and found the strength in themselves to help and support others every day. These women are real heroines. A deep bow to all of them for their hard work.

Working visit to the Orenburg region

Recently Tatyana Ruban, chairman of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland, visited here on a working trip. She shared her impressions with the correspondent of the magazine.

We discussed these and many other problems during a meeting with the chairman of the Orenburg regional branch of the BROTHERHOOD OF BATTLE, the deputy chairman of the committee of the Legislative Assembly of the region on issues of law, order, human rights, military personnel and the Cossacks, Nadyr Ibragimov, and the first deputy minister of social protection of the region, Vladislav Demin. The meeting was fruitful. We agreed on further cooperation and mutual support. The Defender of the Fatherland program operates in the region, according to which more than 1,100 people receive additional material support. Recently, Nadir Ibragimov came up with an initiative: to increase the monthly cash payment to the parents and widows of servicemen who died in the line of duty from 700 to 3,000 rubles. Now the issue is being considered in the Legislative Assembly of the region.

Meeting of the Board of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland

in the Volgograd region

The city of Volgograd became the venue for the meeting of the Board of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland. It was attended by representatives of the regional administration, the Legislative Assembly, the military commissariat, the Cossacks. A special guest of the meeting was Boris Grigoryevich Usik, Deputy Director of the Museum-Reserve "Panorama of the Battle of Stalingrad", an honorary citizen of the Hero City of Volgograd.

During the reporting period (the second quarter of the current year), a lot has happened in the life of the Organization important events. One of them was joining the All-Russian Popular Front. Tatyana Ruban, chairman of the All-Russian Organization of the Families of the Fallen Defenders of the Fatherland, informed the audience about this. Among the most significant events in which the Organization took part were meetings of the Public Council under the Ministry of Defense of the Russian Federation and the International Advisory Council of Reserve Officers' Organizations. A meeting was also held with the leadership and general inspectors of the Russian Defense Ministry, at which the problems of the families of the fallen defenders of the Fatherland were discussed. Great interest of visitors to the exhibition "Memorial-2011", held at the end of June in Moscow, caused a stand telling about the activities of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland.

The chairman of the Volgograd regional branch of the organization, Zoya Lomakina, shared her experience of interaction with public organizations and veterans' associations, the administration of the city and the region. Under her leadership, active work is also being carried out to attract private sponsors. All this makes it possible to provide material assistance to mothers and widows. For example, regularly provide them with food packages. SUMMING UP, BUILDING PLANS

“Working with family members of the fallen defenders of the Fatherland is not just prescribed in the Charter of the All-Russian Public Organization of Veterans “BATTLE BROTHERHOOD”, it is a matter of honor for all of us who returned alive, having passed the terrible trials of the war,” he said, welcoming the members of the Council of the All-Russian Public Organization of the Families of the Fallen Defenders Fatherland, who gathered at their regular meeting on September 22 in the Noginsk district of the Moscow region, the first deputy head of the Office of the Central Council of the Organization I.G. Chernykh.

The topic of interaction between these organizations, the ability to build their relations with state structures, parties, legislative bodies in the regions was repeatedly raised at a meeting of the Council, which was attended by the heads of 43 regional branches of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland, uniting parents, widows and children of those killed in hostilities in Afghanistan and other armed conflicts.

This topic was also touched upon in her report by the Chairman of the Organization T.V. Ruban, noting that "the ability to negotiate is the key to the successful operation of regional branches."

Having informed the members of the Council that out of 67 regional organizations of the families of the victims, 27 have certificates of legal registration, 11 organizations are members of the Council as collective members, in three regions the registration of branches is being completed, she noted that another 29 regional branches of the organization operate without legal registration, which greatly complicates their work. The most active chairmen of the regional branches were named, and a plan of major events for 2012 was presented. And everything that was carried out and in which the Organization actively participated during the reporting period, could be visually seen on a slide show on the big screen. The speeches of the chairmen of the regional branches T.P. Karpova (Samarskoye), Z.N. Lomakina (Volgogradskoye), G.A. Boyko (North Ossetian) supplemented the overall picture of affairs, identified the main directions of the organization's activities.

This is, first of all, assistance in the preparation and implementation of targeted programs aimed at preserving and strengthening the health and social protection of the families of the victims; representation and protection of the rights and interests of members of the organization, including in relations with state authorities and local self-government; participation in the development and implementation of legislative and other legal acts of the federal, regional and local levels; participation in the activities of state bodies and organizations, local governments, public associations and commercial organizations aimed at creating ideological, legal, economic and socio-cultural conditions for the realization of the social potential of the members of the organization; conducting information and propaganda work in order to form public opinion.

The meeting participants unanimously supported the decision of the Council on the need to introduce the Law of the Russian Federation “On the status of family members of the dead defenders of the Fatherland”, since today the legislation does not have acts fixing the legal status of parents as members of the families of the dead defenders of the Fatherland. The benefits provided are extremely limited both in terms of their list and in terms of their material expression.

In this regard, the Council decided to send an appeal to the head of the Russian Orthodox Church, His Holiness Patriarch Kirill, to assist in the promotion of this law.

All members of the Council, who arrived in the Noginsk region from all over Russia, were warmly greeted by the head of this region near Moscow, which is not the first time hosting the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland, V.N. Laptev. Rodionova reported to the members of the Council on how the process of preparing for the publication of a book under the working title “Unsent Letters”, which will include letters from fallen soldiers, their photographs, memories of relatives, is progressing, and asked to expedite the process of sending these materials to Moscow.

The work of the Council was also attended by the Deputy Chairman of the Committee for the Affairs of Soldiers-Internationalists under the Council of Heads of Government of the States Members of the Commonwealth L.P. THE FORUM DEVELOPED THE FORMULA

For the second year in the Urals Federal District, a forum of mothers and widows who have lost their loved ones in the performance of military duty has been gathering. This time, the gathering place was the city of Surgut, where more than 100 participants from all six regions of the Urals arrived. These are representatives of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland, Committees of Soldiers' Mothers and other public organizations. The plenipotentiary representative of the President of Russia in the Ural Federal District Evgeny Kuyvashev and the governor of Yugra Natalya Komarova took part in the forum. The event was organized by the Departments public relations and social development of the Autonomous Okrug together with the Public Chamber of Yugra.

The program was designed for two days. The first delegation visited the social and health center "Sons". Acquaintance with the medical institution began with a corner of memory "To the sons who did not return from the war." Established in the spring of 2004, the center accepts for treatment and rehabilitation the elderly, disabled children, war veterans, members of their families, as well as members of the families of those killed in the line of duty. The program of treatment and adaptation here is carried out in four areas: medical, psychological, cultural, and health-improving. As the director of the center Irina Solovieva noted, this is the only medical and preventive institution in the Urals that has an integrated approach to the treatment of both combatants and the disabled. In 2010 alone, about four thousand residents of Ugra underwent rehabilitation at the center. The forum participants got acquainted with the methods used in the center: they were engaged in recreational physical education, underwent a massage session and psychological training.

On the same day, Surgut State University hosted a thematic evening of memory "In the name of life on earth."

The second day of the forum turned out to be even more eventful. It began with the laying of flowers at the monument to the soldiers-internationalists. The ceremony was headed by envoy Yevgeny Kuyvashev and Yugra Governor Natalia Komarova. A short rally took place at the monument. A minute of silence and a military salute were commemorated by the gathered countrymen who did not return from the battle.

On January 1, 2011, a new type of assistance to the families of soldiers who died in the line of duty was introduced in Ugra, - Natalya Komarova addressed the forum participants. “But no matter what we do, it will never replace their children. I understand this as a person, as a mother. I am not ashamed of these tears. Thank you for finding the strength in yourself to live and work for society, for the country. You teach us to remember. The issues of increasing the role of public organizations in improving the quality of life, medical care and health services for family members, perpetuating the dead soldiers were discussed by the participants of the round table held as part of the event. Its result was the decision to create a Book of Memory of the Fallen Defenders of the Fatherland of the Ural Federal District, an appeal was made to the Plenipotentiary Representative of the President of the Russian Federation in the Ural Federal District on the need to adopt the Federal Law "On the Status of the Families of the Fallen Defenders of the Fatherland". The working meeting of the forum was attended by Sergey Smetanyuk - Deputy Plenipotentiary Representative of the President of the Russian Federation in the Urals Federal District, Tatyana Ruban - Chairman of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland, Viktor Zabolotsky - Chairman of the Public Chamber of the Khanty-Mansiysk Autonomous Okrug - Yugra and the Khanty-Mansiysk District Branch of the "BATTLE BROTHERHOOD".

Our hopes come true where state structures pay attention to the families of the fallen defenders of the Fatherland. We see this well here in Khanty-Mansiysk. Four of our regional organizations are already operating in the Ural Federal District: Chelyabinsk, Tyumen, Kurgan regional and Khanty-Mansiysk district. More than two thousand family members of the fallen defenders of the Fatherland live on their territory. We are intensively working to create our organizations in Sverdlovsk region and the Yamalo-Nenets district, - shared Tatyana Ruban.

During the round table, the idea of ​​the need to determine the status of family members of the fallen defenders of the Fatherland was once again loudly voiced. And to fix it legislatively at the federal level. This will simplify the scheme of assistance and make life easier for the families of the victims.

Now 43 families in the Urals Federal District know nothing about the fate of their loved ones.

During the forum, Natalia Komarova and Sergey Smetanyuk were solemnly awarded the medal "For special services to the veteran organization" BATTLE BROTHERHOOD ".

Yugra Governor Natalya Komarova met with the Lavrov and Beznosikov families, whose sons died in the line of military duty. Alexander Lavrov died during the Afghan war, and Viktor Beznosikov did not return from Chechnya.

Figures and facts

As of July 1, 2011, 150 families of servicemen who died during local conflicts live in the Khanty-Mansiysk Autonomous Okrug and are registered with the social protection authorities. In the region, in addition to the federal ones, members of such families are provided with such social support measures as a monthly allowance for parents in the amount of 3,000 rubles and a social allowance for children who have lost their breadwinner in the amount of 1,276 rubles. Also, this category of the population provides for the provision of one-time assistance in case of extreme life situation in the amount of up to 40 thousand rubles and the provision of social services. Payment of allowances to the parents of dead servicemen is carried out from January 1, 2011. As of July 1, 162 Ugra residents are their recipients. Survivor's benefit is paid to 20 minor children. In the period from December 2010 to July 2011, one-time material assistance was provided to 66 families of servicemen.

The law will greatly facilitate the lives of those who deserve full attention and support from the state and society.

- In September 2012, our Organization celebrated its fifth anniversary. First anniversary milestone. One of the important tasks that needs to be taken on urgently is the creation of a common database of all family members of those killed in local wars. This work is serious and painstaking. By preliminary estimates, in Russia there are more than 50 thousand family members whose sons and husbands died defending the interests of the country. Unfortunately, not a single state body (social protection, military registration and enlistment offices, pension fund) has such a database. Without it, it is simply impossible to build a full-fledged and effective work to improve the social and material situation of the families of fallen soldiers. Especially in solving the housing issue, which remains one of the pain points.

Our branches are already operating in 67 regions. The most active of them are in Volgograd, Vladimir, Irkutsk, Saratov, Novgorod, Arkhangelsk, Smolensk, Krasnoyarsk, Omsk, Kirov, Tyumen, Tver, Samara, Tula, Kaluga, Belgorod, Bryansk regions, Zabaikalsky and Perm region, Kabardino-Balkarian, Udmurt and Bashkir republics. And most importantly, here is support and interaction with local organizations of the BROTHER IN BATTLE at the highest level.

I would like to note the activities of the collective members of the Organization - such as: Altai Territory, Komi Republic, Moscow, Lipetsk, Ulyanovsk regions.

Great practical assistance in working with regional branches is provided by videoconferences, which are conducted by the Office of the Central Council. Joint business trips to the regions have also become a good help for us. In October of this year, I took part in the work of a methodological seminar with the Vice-Chairmen of the Organization and the heads of the regional branches of the "BROTHER IN BATTLE" of the South of Russia. What would be the benefit for the heads of the departments of our Organization if they could take part in such seminars. That's where the study and rallying the ranks.

HOPE FOR THE RELIABLE

The Khanty-Mansiysk district branch joined the ranks of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland. On the eve of Defender of the Fatherland Day, its Constituent Conference was held.

The Conference was attended by members of the families of fallen soldiers from twelve urban districts and municipal districts of Yugra. 726 people with this status live in this region, - Elena Rodionova, deputy chairman of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland, told our correspondent. - Before that, we worked closely with the local Committee of Soldiers' Mothers. Tatyana Tikhon, the mother of a dead soldier in Dagestan, was unanimously elected chairman of the Khanty-Mansiysk district branch of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland. The fact that this event took place was played by the Khanty-Mansiysk district branch of the All-Russian organization “BOBOE BROTHERHOOD”, which is headed by Viktor Zabolotsky, a member of the Public Chamber. The next day, February 23, family members of the fallen defenders of the Fatherland, together with combat veterans, took part in the opening of the monument "Eternal Memory to the Soldiers of Yugra", dedicated to fellow countrymen who did not return from "small" wars. The Khanty-Mansiysk district branch opened an account for the formed structural divisions of the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland this year. Ugra activists, as well as their like-minded people in Tula, Lipetsk, Rostov and other regions, have already collected and submitted documents for state registration. During the four years of activity of the All-Russian Organization, 29 regional branches have already received State Registration Certificates.

Hearings were held in the Public Chamber of the Russian Federation on the issues of perpetuating the memory of those who died in the line of military duty and identifying the bodies of fallen servicemen and employees of law enforcement agencies. They were held at the initiative of the Commission on National Security and Socio-Economic Conditions of Life of Military Personnel, Members of Their Families and Veterans, headed by Alexander Kanshin, together with the All-Russian Public Organization of the Families of the Fallen Defenders of the Fatherland, led by Tatyana Ruban.

The work to find and establish the fate of the missing servicemen continues regardless of the statute of limitations and will be carried out until the last dead defender of the Fatherland is found - this postulate was confirmed by all participants in the meeting. And although eight years have passed since the beginning of hostilities to restore constitutional order in Chechnya, the lists contain not only the names of the dead, the wounded - unfortunately, there is also a separate, especially bitter line "missing." “In total, since December 1994, there were 927 people on the lists of missing people. Of these, the fate of 336 people remains unexplained today. We are persistently looking for them. Only since the beginning of this year, it has been possible to establish the names of 64 people, and 14 were found alive. The latter were considered "left military units", although they were for a long time captured by militants, where they performed forced labor. At present, all the captives have returned home,” Colonel Andrey Taranov, Deputy Head of the Department of Defense of the Russian Federation for perpetuating the memory of those who died defending the Fatherland, cited statistics. According to him, a search group has now been restored in the Southern Military District, which has already collected information about 60 previously unknown alleged military burial sites in Chechnya, including four in Grozny. Over the past 10 years, 648 alleged burial sites have been identified on the territory of Chechnya. Out of 538 of them, 377 remains of military personnel were exhumed during this time,” Taranov said.

1. Tell us about the unusual choice of a name for your daughter.

Oddly enough, the choice of a name is not an idea of ​​many years ago, as happens with many, but rather a matter of chance. When I was six months pregnant, one day, talking with an old friend, whose wife, by the way, was also pregnant with a girl at that time, we discussed names. My husband and I had several options for names, but none of them took root in any way and there was no feeling that this was it. And so my friend, in a conversation about female names, told me a funny story about how he met his first love at school age. Several children, it seems, from the Baltics, came to their exchange school. His whole story was how he described his acquaintance with one of the girls who had come to them. "Hi, my name is Yura, what's yours?" - “And I'm Petya,” says a friend with a laugh. And the full name of this girl was Petra. Hearing this name, I realized that it is perfect for our daughter and there simply cannot be other options. By the way, at home we also call Petra Petya.

2. You have a very sociable child. How do you develop Petra?

In fact, Petya is a child of mood. At times she is very sociable and cheerful, and at times she does not react at all to what is happening around and simply does not want to communicate. Maybe this feature is inherent in all children aged two to three years, I don’t know, this is my first child. But we try to do everything to make it open. During the week she meets with a lot of different people, and this is certainly very useful in fostering sociability. For example, she goes to developmental classes 3 times a week in a group of the same kids, where they sing, dance, sculpt, draw, learn letters and numbers and just have fun with each other. In addition, 2-3 times a week, Petra goes to the gym for physical exercises, where you can jump, roll and run around under the supervision of a coach. Also, 2 times a week, an English teacher comes to her, and they spend 2 hours together. On Sundays, I take Petra to our newly opened store in Barvikha, where I dress up the mannequins and she just does what she wants. This is a kind of our tradition, and when she leaves, she happily informs everyone that she is going to work.



3. You chose Petra's outfits for the shoot and some of these boys' clothes, tell us about the unusual choice and style you chose for this shoot.

I myself often delve into my husband's wardrobe. I love shirts, oversized T-shirts and oversized jackets. For Petya, I often buy clothes in the departments for boys. This is due more to a very limited selection of cool things for girls. Huge cake dresses, pink clothes, bows, rhinestones and everything in this spirit definitely do not fit into Petra's wardrobe. You can always dress your child in a T-shirt, cashmere sweatpants, an unbuttoned plaid shirt and a trench coat on top - and all this with sneakers or rough boots. At the same time, let her long hair down. Candid girly outfits make me sad, sorry. But this is my personal opinion, of course, I do not impose it on mothers who are delighted with pink tutu dresses and stripes with a huge flower on the still hairless heads of six-month-old girls, this is definitely a matter of individual taste.

4. What is the most honest relationship with a child for you?

The most important thing for me is not to get what I need from Petra, at any cost. At any age, even when the child does not quite understand what is happening, and he has no connection between the action and the result, you need to remember what he feels intuitively. I don’t get hung up on this topic, I don’t think every minute how to behave, what to say, where all this will lead, etc., but I adhere to the rule of explaining everything, negotiating compromises and, most importantly, doing what I said , even if Petra herself forgot about it. This will build confidence in the words of parents. But I will not hide, there are situations that all parents of children at the age of Petya know about. Sometimes she just cries, refuses not only to negotiate, but even to listen to what she is told. Here the hard parent word, which is not subject to appeal, begins to work. It is difficult and unpleasant, but without the manifestation of rigidity there is no upbringing.

5. If you could describe yourself as a mother, what would it be?

I am a thorough mom. I have everything under control. Working, not being at home, all days, often including Saturdays, I know thoroughly what Petra does, how the day goes, what she ate and drank, how her mood is, etc. The nannies keep a diary where absolutely everything is described. I really am one of those mothers who are constantly looking for the best in everything. But this trait has real downsides. First of all, rigid views on almost all issues relating to the child. Plus, the inability to switch off and, as a result, my virtually constant stay in a state of combat readiness to solve any issue. It's exhausting, and I try and learn to be simpler and easier on some issues. Advice from a child psychologist is very helpful. We have our permanent doctor, who comes about once every six months and gives advice based on the age characteristics of the child.

6. Do you have any family traditions?

The most important is the Sunday dinner with the family. My parents and Yulia come to us, we cook dinner and all sit down at the family table together. Petra usually sits at the head. It has recently become a tradition to drive "to work" to our new store after a family meal.



7. Do your family, mother and sister, take part in the upbringing of Petra, do they help you to study with her?

Parents help a lot. They take Petra to all her classes, mother takes an active part in nutrition, monitors the availability of the right, necessary products and food preparation. The most important thing is that they live very close to us, and I am always calm. This is a very important feeling of stability and trust in relatives, whom you can rely on at any moment. And my sister brings tons of toys, from an electric car to small baby dolls, soon even in our fairly large playroom we will run out of space.

8. What do you think a fashionable mother is? Does it have more to do with clothes and appearance or how she raises her child?

It's probably all together. In this matter, the main thing is not to chase after something, but to build everything with your own hands. It seems to me that only in this case everything will be organic. And if, for example, you carry a child with you everywhere, because it is simply fashionable, but it gives the mother real inconvenience, then no one will benefit from this - neither the child nor her. I consciously take Petra with me to few places until she is less than three years old. I see no reason to knock her out of her usual schedule, make her sleep fitfully in a car seat, fight motion sickness in a car, stand together in traffic jams. And to be honest, I don’t care that it’s fashionable and many people do it.

9. What are your plans for the near future? Maybe you are considering some clubs or classes for your daughter?

As long as everything goes as it is now. Closer to three years, we'll see. We really want to introduce more English, plus there are plans for a ballet school. But we will deal with all this closer to spring.

10. What is Petra's favorite thing to do with you?

She loves to give out roles and reproduce fairy tales in faces. For example, I am most often a mother goat, and she is one of the seven kids. We often build houses from large multi-colored cubes. She also likes to eat from my plate and try on my shoes. I don't even know what's going to happen next...
