Duration of education programs at various levels.

Take a refresher course at the School of Education Manager

Implementation period of the main educational program

The term for mastering each level of general education determines the term for the implementation of the main educational program appropriate level of education. If we talk about the main educational program of general education, then the structure is developed for 4 years (), if we talk about, the period for mastering this program is 5 years, if about complete general secondary general education - for 2 years.

The duration of educational programs is usually limited. For example, if in 2012 they began to introduce, either in accordance with the standards of primary general education, or with the standards of basic general education, then they approved and developed an educational program for the period 2012-2016 academic year.

Recommended Approach to Determining the Duration of Education Programs

Now we have come to understand that the educational program, as well as the standard of each level of general education, should be developed on an indefinite basis. Let's explain why this is so. New law on education does not establish the period of validity of the Federal State Standard. If we recall the old law on education, then it was stipulated that once every 10 years new educational standards are developed, and from this it followed logically that the duration of educational programs was 10 years. The new law does not provide for this, the standard is valid indefinitely, for life. Therefore, the educational program can be developed without specifying the years of its validity. Naturally, the changes that will be made may lead to the fact that the program will be too large in volume, then it is possible to approve the educational program of the corresponding level of education in a new edition. Accordingly, the "Order on the approval of the main educational program of primary general education of the OU secondary school No. ___" should be issued without indicating the years. The educational program of the organization will live for a long time, taking into account changes and additions to it, until the new edition. This is the first approach, and for the purpose of economic benefit, it is recommended to follow this approach.

Other approaches to determining the duration of educational programs

Let's consider another approach - this is the development and approval of the main educational program for a certain period, for example, 2012-2016. At the same time, for those children who will come for the next academic year, it is already necessary to build an educational program taking into account this educational program, and approve a new educational program for the corresponding period, and carry out all the work that needs to be done when developing a new document. Therefore, if the educational organization does not provide for changes, the transition to new educational programs, the introduction of profiles, depth, and the like, it makes sense to develop an educational program without a deadline, without a period.

There is also a third approach, and it is completely wrong - this is when they say and show on the title page of the educational program that the educational program is developed for one academic year.

On August 28, 2013, the Council of the Ministry of Education and Science of the Russian Federation on Federal State Standards approved the Federal State Educational Standard preschool education(FGOS DO).

Why is a standard needed? This is a requirement of the Law on Education in the Russian Federation, which entered into force on September 1, 2013. For the first time, pre-school education is recognized as an independent level of general education, which means that it must now work in accordance with the standard. FGT made requirements for the structure and conditions for the implementation of the main educational program, the Federal State Educational Standards of DO also make requirements for the results of mastering the main educational program, and this is a fundamental innovation. One of the requirements of the standard is to move away from the academic system. The child must master the ability to live in peace with himself, gain skills in the game individual work and group interaction learn to learn. It is at preschool age that the basic personality traits, key social skills are formed - multiculturalism, respect for other people, adherence to democratic values, a healthy and safe lifestyle. Therefore, one of the most important tasks of preschool education is to initiate the formation of a child's self-identification in the world around him: with his family, region, country.

The standard has the following objectives:

Ensuring by the state of equal opportunities for every child in obtaining a quality pre-school education;

Providing state guarantees of the level and quality of education based on the unity of mandatory requirements for the conditions for the implementation of basic educational programs, their structure and the results of their development;

Preservation of the unity of the educational space of the Russian Federation regarding the level of preschool education.

Based on the standards, the main educational program of preschool education of the OOP DO is being developed, which will determine the set of basic characteristics of preschool education (volume, content and planned results in the form targets (rather than ZUNov or integrative qualities) of preschool education, organizational and pedagogical conditions of the pedagogical process. The program is approved by the organization independently (Article 12.6 of the Law "On Education in the Russian Federation").

The standards establish requirements that are mandatory for the implementation of programs, including:

1. to the structure of the Program;

2. to the conditions for the implementation of the Program, including the requirements for psychological and pedagogical, personnel, financial conditions and for the subject-spatial environment;

3. to the results of the development of the Program, presented in the form of targets for preschool education.

Let's look at some of the main points of GEF DO.

Requirements for the structure of OOP DO. The content of the Program should cover the following educational areas:

Communicative and personal development;

Cognitive and speech development;

Artistic and aesthetic development;

Physical development.

In FGT - 10 educational areas. As you can see, this is not in the standard.

The volume of the mandatory part of the Program should be at least 60% of its total volume, and the part formed by the participants in educational relations should not exceed 40% (and not 80% and 20% as in the FGT) .

The order of presentation and the principles of internal structuring of all sections of the Program are chosen by the authors, taking into account the proposed structure of the main educational program, which includes three main sections: target, content and organizational, each of which reflects the mandatory part and the part formed by the participants in the educational process.

Requirements for the conditions for the implementation of the Program include requirements for the psychological, pedagogical, personnel, material, technical and financial conditions for the implementation of the Program, as well as for the developing object-spatial environment. Monitoring or psychological and pedagogical diagnostics can be carried out together with a teacher-psychologist only with the consent of the parents.

Requirements of the Standard for the results of mastering the Program are presented in the form of targets for preschool education, which are the social and psychological characteristics of the child's possible achievements at the stage of completing the level of preschool education. Mastering the Program is not accompanied by intermediate attestation and final attestation of pupils. The targets of the Program serve as the basis for the continuity of pre-school and primary general education. Subject to the requirements for the conditions for the implementation of the Program, the targets involve the formation in children preschool age preconditions learning activities at the stage of completion of preschool education.

The Minister of Education and Science of the Russian Federation D.V. Livanov approved the Plan for the development of GEF DO. New education standards will begin to be tested in pilot regions in each region starting from 2013. federal district with the subsequent creation of internship sites on their basis for the introduction of the Federal State Educational Standard, and by 2015 they will be introduced throughout Russia.
